GENTEXT/REMARKS/1.  SITUATION.  Reference (a), established minimum standards of compliance for the production and issuance of state/territory-issued drivers licenses and identification cards.  The standards include requirements for a digital photograph, signature, drivers license or identification card number, and certain biographic information which includes full name, date of birth, gender, and principle residence.  Additionally, drivers licenses and identification cards require physical security features designed to prevent tampering, counterfeiting, or duplication of the document for fraudulent purposes.
A.  During implementation of reference (a), state/territory drivers licenses and identification cards are designated as either compliant, under extension, under limited extension, under review or non-compliant. Designation of compliance or non-compliance with the requirements of reference (a) is a DHS responsibility.  Commanders are directed to monitor and conduct regular (minimum weekly) checks/reviews of the DHS website for Real ID Act card status changes and are directed to update local policies when a state/territory status changes to compliant, is granted an extension, or becomes non-compliant.
  A.1.  The current status of states/territories may be obtained through the DHS website https://www.dhs.gov/real-id. A map of states/territories is color coded for easy identification of compliance, non-compliance, or extensions.
  A.2.  A compliant state or territory is identified in green.
  A.3.  A non-compliant state or territory is identified in red.
  A.4.  A state or territory granted an extension is identified in yellow.
B.  Enhanced driver licenses (EDL) are state-issued drivers licenses issued in accordance with reference (b), that denote identity and U.S. citizenship.  EDL can be used as the sole source for identity proofing for access DOD installations and facilities.  EDL are marked as an Enhanced Driver License and bear a small red, white and blue U.S. flag logo on the front of the card.  Additional EDL information may be obtained through the DHS website https://www.dhs.gov/real-id.
2.  MISSION.  Provide guidance to Marine Corps activities for enforcement of the Real ID Act of 2005 while strengthening the safety and security of personnel, property, and critical assets across the Marine Corps enterprise.
3.  EXECUTION.
  3.A. Identity proofing, screening, and access control policies and procedures outlined in references (c) and (d) remain in effect.  Persons requesting unescorted access to DOD installations and facilities must present an approved form of identification as outlined in references (c) and (d).
  3.B.  Real ID Act compliant driver’s licenses and identification cards issued by a compliant state/territory will be treated as a valid means of identification for proofing and vetting unescorted access to a Marine Corps activity. 
  3.C.  Drivers licenses and identification cards not Real ID Act compliant, issued by a state/territory currently designated as compliant by DHS, will be treated as a valid means of identification for proofing and vetting unescorted access to a Marine Corps activities, in accordance with current DHS guidance until 1 October 2020.
  3.D.  Marine Corps activities will continue to accept drivers licenses and identification cards from those states/territories granted an extension by DHS through 10 October 2018, as noted on the DHS website; https://www.dhs.gov/real-id.
  3.E.  Drivers licenses and identification cards from non-compliant states/territories without an extension from DHS will not be used as a basis for granting unescorted access to a Marine Corps activity.  Individuals with non-compliant forms of identification are required to provide alternate forms of identification identified in paragraph 4.A of this MARADMIN.
  3.F.  Drivers licenses and identification cards that do not comply with reference (a) may be used for the purpose of conducting law enforcement database inquiries.
  3.G.  Individuals requesting unescorted access who do not possess a Real ID Act compliant state/territory drivers license, identification card, or approved alternate form of identification and the state/territory is not designated compliant by DHS and not granted an extension by DHS will be denied access or must be escorted by an approved sponsor.  An approved sponsor is designated as a person who has been granted authorized, unescorted access to the installation, is in possession of an approved DoD access token per references (c) and (d) and meets installation/facility sponsor requirements.
  3.H.  Recruits or other applicants escorted and transported aboard Marine Corps installations and facilities are considered DoD affiliated and do not require identity proofing in accordance with reference (c).
  3.I.  All forms of identification will be checked for visible signs of tampering.
4.  ADMINISTRATION.
  4.A.  The following forms of identification are approved as alternate forms of identification in the absence of a Real ID Act compliant drivers license or identification cards:
  4.A.1.  U.S. Passport
  4.A.2.  U.S. Passport Card
  4.A.3.  U.S. Coast Guard Merchant Mariner Card
  4.A.4.  Personal Identity Verification (PIV) Card
  4.A.5.  Personal Identification Verification-Interoperable (PIV-I) Card
  4.A.6.  U.S. State Department Driver’s License
  4.A.7.  Veterans Health Identification Card (Issued by the U.S. Department of Veterans Affairs)
  4.A.8.  U.S. Permanent Resident Card (Form I-551)
  4.A.9.  U.S. Certificate of Naturalization or Certificate of Citizenship (FORM N-550)
  4.A.10.  Department of Homeland Security Employment Authorization Document (FORM I-766)
  4.B.  Installation and facility commanders, at their discretion, may permit the use of additional alternate forms of identification for identity proofing, provided, at a minimum, they are current, include a photograph, identify a first and last name, contain an expiration date, and are laminated.  Examples of alternative forms of identification include state, city, town and county government issued identification cards.
  4.C.  Access control procedures for emergency first responders will be developed and implemented by installation and facility commanders.
  4.D.  Installation and facility commanders may authorize additional security requirements based on the type of installation, security level, and category of individuals requiring access, Force Protection Conditions (FPCONS), and the level of access to be granted, as necessary.

  5.A.  Real ID Act requirements and contents of this MARADMIN cannot be waived.
  5.B.  This MARADMIN is applicable to the total force.
