GENTEXT/REMARKS/1.  THE DIRECTOR OF THE MARINE CORPS STAFF (DMCS) IS
THE PRINCIPAL ASSISTANT AND ADVISOR TO CMC AND ACMC, AND EFFECTIVELY
AND EFFICIENTLY COORDINATES HQMC STAFF PROCESSES AND ACTIONS.  LTGEN
R. S. KRAMLICH IS ASSIGNED LIMITED ADDITIONAL DUTIES AS THE DIRECTOR
OF THE MARINE CORPS STAFF.  THE DUTIES OF THE DMCS ARE IN ADDITION
TO HIS PRIMARY DUTY ASSIGNMENT AS THE DC, I&L.
2.  THE DMCS HAS THE AUTHORITY TO ASSIGN AND DIRECT WORK TO THE HQMC
STAFF.  DMCS IS RESPONSIBLE FOR COORDINATING, SUPPORTING, AND
ADMINISTERING HQMC STAFF ACTIONS ACROSS ALL FUNCTIONAL AREAS.  WHEN
DIRECTED, THE DMCS WILL TASK ECHELON II COMMANDERS IN THE COMMANDANTS
NAME.
3.  SPECIFIC RESPONSIBILITIES AND FUNCTIONS OF THE DMCS ARE:
A.  INTEGRATE AND COORDINATE IMPLEMENTATION OF CMC POLICIES AND
PRIORITIES ACROSS ALL HQMC FUNCTIONAL AREAS.
B.  GUIDE DEPUTY COMMANDANTS AND DIRECTORS IN THE EXECUTION OF CURRENT
MARINE CORPS POLICIES AND PRIORITIES.
C.  ASSIST ACMC IN HANDLING ALL ORGANIZATIONAL AND MANAGERIAL
RESPONSIBILITIES.
D.  PROVIDE CENTRAL TASKING AND TRACKING COORDINATION AND
SYNCHRONIZATION OF RESPONSES FOR ALL ACTIONS ASSIGNED TO HQMC.
E.  PROVIDE A SINGLE COORDINATION POINT FOR NON-DEPARTMENT OF DEFENSE
ORGANIZATIONS.
F.  ENSURE CONTINUITY OF ESSENTIAL MARINE CORPS STAFF FUNCTIONS AND
OPERATIONS DURING DISASTERS AND NATIONAL EMERGENCIES.
G.  MAINTAIN APPROPRIATE LIAISON WITH THE DIRECTOR, JOINT STAFF AND
OTHER SERVICE STAFF DIRECTORS.
H.  PUBLISH GENERAL OFFICER/ALL FLAG NOTICES AND ANNOUNCEMENTS.
I.  COORDINATE AND SCHEDULE GENERAL OFFICERS TO REPRESENT THE MARINE
CORPS AT OFFICIAL FUNCTIONS.
J.  COORDINATE BUSINESS PROCESS INITIATIVES.
K.  CARRY OUT ADDITIONAL DUTIES AND RESPONSIBILITIES AS ASSIGNED BY CMC
AND ACMC.
4.  IN THE ABSENCE OR DISABILITY OF THE DMCS, THE ACMC WILL DIRECT A
HQMC LTGEN TO ASSUME TEMPORARY DUTIES AS THE DMCS.
5.  DMCS STAFF ORGANIZATION
A.  THE SECRETARY OF THE GENERAL STAFF WILL REPORT DIRECTLY TO THE DMCS.
B.  LTGEN KRAMLICH WILL PROPOSE TO CMC ANY ADDITIONAL ORGANIZATIONAL
CHANGES NEEDED TO ENSURE THE OFFICE OF THE DMCS CAN EFFECTIVELY AND
EFFICIENTLY SUPPORT THE SIGNIFICANTLY INCREASED DUTIES AND FUNCTIONS
ASSOCIATED WITH THIS CHANGE. 
6.  THE DMCS WILL OVERSEE THE IMPLEMENTATION OF THE CHANGES CONTAINED IN
MROC DECISION MEMORANDUM 04-2007. 
7.  ASSIGNMENT OF LTGEN KRAMLICH AS THE DMCS IS EFFECTIVE UPON
PUBLICATION OF THIS ALMAR.
