GENTEXT/REMARKS/1.  SITUATION.  SINCE 1996, THE COMMANDANT OF THE MARINE CORPS HAS DIRECTED THAT A FORMAL COURSE OF INSTRUCTION BE PROVIDED FOR ALL NEWLY PROMOTED FIRST SERGEANTS AND FIRST SERGEANTS SELECT.  THE COURSE FACILITATES THE TRANSITION FROM GUNNERY SERGEANT TO FIRST SERGEANT.
2.  MISSION.  THE DIRECTOR, SENIOR ENLISTED PME COURSES WILL CONDUCT THE FIRST SERGEANT COURSE TO PROVIDE INSTRUCTION COVERING THE DUTIES AND RESPONSIBILITIES OF MARINES WITH THE RANK OF FIRST SERGEANT.  THE FIRST SERGEANT COURSE WILL BE CONDUCTED AT MCB, QUANTICO, VA ON THE FOLLOWING DATES:

3.  EXECUTION
A.  COMMANDER'S INTENT.  INSTRUCT STUDENTS ON THE DUTIES AND RESPONSIBILITIES OF A FIRST SERGEANT.  COURSE END STATE IS ACHIEVED WHEN STUDENTS ARE EQUIPPED WITH THE KNOWLEDGE TO EFFECTIVELY SUPPORT COMMANDERS AND FULFILL BILLET RESPONSIBILITIES.
B.  CONCEPT OF OPERATIONS.  THE FIRST SERGEANT COURSE WILL BE CONDUCTED OVER A TWO-WEEK PERIOD.  INSTRUCTION IS PRESENTED THROUGH A VARIETY OF LECTURES AND GUIDED DISCUSSIONS.  THE FOCUS OF EFFORT IS TO PREPARE FIRST SERGEANTS TO ADVISE THEIR COMMANDERS REGARDING ALL MATTERS AFFECTING ENLISTED PERSONNEL AND TO ASSIST COMMANDERS IN THE PERFORMANCE OF THEIR DUTIES.
C.  COORDINATING INSTRUCTIONS.  THE FY13 FIRST SERGEANT COURSE WILL BE CONDUCTED BY THE MARINE CORPS UNIVERSITY, SENIOR ENLISTED PME COURSES.  RESERVE AND ACTIVE DUTY ATTENDEES WILL REPORT TO QUANTICO, VA, UPSHUR ROAD, BLDG 3078 FOR THE 1STSGT COURSE NLT 2359 HOURS ON THE REPORT DATE.  ATTENDEES ARE HIGHLY ENCOURAGED TO ARRIVE BETWEEN 1000 AND 1600 TO FACILITATE IN- PROCESSING.
(1) ATTENDANCE.  ALL FIRST SERGEANTS SELECTED DURING FY13, THOSE WHO HAVE RECEIVED REMEDIAL PROMOTION AND THOSE WHO RECEIVED A FY12 EXEMPTION ARE REQUIRED TO ATTEND.  MASTER SERGEANTS SERVING IN THE BILLET OF A FIRST SERGEANT MAY ATTEND HOWEVER, A LETTER DESCRIBING THEIR CURRENT DUTIES AND RESPONSIBILITIES MUST BE SUBMITTED PRIOR TO BEING AUTHORIZED TO ATTEND.  COMMAND ENDORSEMENTS ARE REQUIRED AND ALL REQUESTS WILL BE CONSIDERED ON A CASE-BY-CASE BASIS.  DIRECT ALL CORRESPONDENCE TO THE DIRECTOR, SENIOR ENLISTED PME COURSES AT: WWW.MCU(UNDERSCORE)SEPME(AT)USMC.MIL.
(2) REGISTRATION.  ATTENDEES ARE REQUIRED TO REGISTER FOR CLASS 1-13 NLT 25 JAN 2013 AND CLASS 2-13 NLT 14 JUN 2013.  COURSE SEATS WILL BE ASSIGNED ON A FIRST-COME BASIS.  PARENT COMMAND S-3/G-3 ARE REQUIRED TO ENTER ATTENDEE INFORMATION IN MCTIMS UTILIZING CID M02L645.  REGISTRATION INFORMATION MUST BE SUBMITTED IN ORDER TO RECEIVE APPROPRIATION DATA FROM TECOM FORMAL SCHOOLS TRAINING SUPPORT.
(3) ALL REQUESTS FOR AN FY13 EXEMPTION MUST BE FORWARDED VIA NAVAL MESSAGE TO THE CG EDCOM PRES MCU QUANTICO VA, INFO LINE TO CMC (MMEA-81).  RESERVE MEMBERS MUST CONTACT MARFORRES (G- 3T).  EXEMPTIONS ARE CONSIDERED ON A CASE-BY-CASE BASIS.
4.  ADMIN AND LOGISTICS
A.  ORDERS.  TAD ORDERS WILL BE NON-REPORTING.
B.  FUNDING.  TRAVEL/PER DIEM FOR ACTIVE DUTY MARINES IS FUNDED BY THE TECOM FORMAL SCHOOLS TRAINING SUPPORT.  RESERVE MARINES ARE FUNDED BY THEIR RESPECTIVE M AJOR SUBORDINATE COMMANDS.  PARENT COMMANDS ARE RESPONSIBLE FOR THE COST OF RENTAL CARS.
C.  TRANSPORTATION.  TRANSPORTATION COSTS TO AND FROM AIRPORTS ARE REIMBURSABLE.  ATTENDEES SHOULD NOT SCHEDULE ANY FLIGHT DEPARTURE PRIOR TO 1800 ON THEIR SCHEDULED GRADUATION DATE.
D.  LODGING.  ATTENDEES WHO REQUIRE LODGING MUST LODGE AT THE LIVERSEDGE HALL (703-784-3149).  IF LIVERSEDGE HALL LODGING IS NOT AVAILABLE, THE STUDENT MUST RECEIVE A NON-AVAILABILITY STATEMENT FROM LIVERSEDGE HALL BEFORE ARRANGING LODGING AT CROSSROADS INN (1-800-965-9511) OR OFF-BASE LODGING.  DUE TO LODGING EXPENSES AT THE TAD SITE, IT IS HIGHLY RECOMMENDED THAT RESERVE UNITS USE THE INITIAL PAYMENT PROCESS (IPP).
E.  UNIFORM
(1) THE PRESCRIBED UNIFORM IS THE APPROPRIATE SEASONAL MARPAT UNIFORM.
(2) STUDENTS SHOULD BRING SUFFICIENT NUMBER OF UNIFORMS FOR THE DURATION OF THE COURSE.
(3) ONE SERVICE "B" OR "C" UNIFORM (SEASON DEPENDENT) WITH RIBBONS AND GARRISON COVER IS REQUIRED FOR THE GRADUATION CEREMONY.
(4) ALL WEATHER COAT OR TANKER JACKET IS OPTIONAL.
(5) APPROPRIATE CIVILIAN ATTIRE IS REQUIRED TO INCLUDE INFORMAL ATTIRE TO ATTEND A MANDATORY PROFESSIONAL DINNER (MALES: COAT AND TIE; FEMALES: DRESS OR SUIT).
F.  SOCIAL EVENTS
(1) PROFESSIONAL DINNER.
