GENTEXT/REMARKS/1.  REFERENCE A OUTLINES THE PROFFESIONAL MILITARY EDUCATION REQUIREMENTS FOR ALL ENLISTED MARINES. ADDITIONALLY, THE PRESIDENT, MARINE CORPS UNIVERSITY (MCU) IS RESPONSIBLE FOR THE DEVELOPMENT, IMPLEMENTATION AND MONITORING OF RESIDENT PME COURSES FOR ALL ENLISTED MARINES.  COURSE DATES ARE ESTABLISHED THROUGHOUT THE FISCAL YEAR (FY) IN ORDER TO ALLOW COMMANDERS THE OPPORTUNITY TO ACCOMMODATE UNIT TRAINING CYCLES, WHILE AFFORDING THEIR ENLISTED MARINES THE OPPORTUNITY TO CONTINUE TO INCREASE THEIR PROFESSIONAL DEVELOPMENT AND PROFICIENCY.

 B.  REFERENCE C IS THE COMMAND SCREENING CHECKLIST.  PREVIOUS EDITIONS/LOCALLY PRODUCED FORMS ARE OBSOLETE AND WILL NOT BE ACCEPTABLE FOR USE FOR THOSE MARINES DESIRING TO ATTEND A RESIDENT SNCO ACADEMY COURSE OF INSTRUCTION.
 C.  COURSE PREREQUISITES INCLUDE:

  (2) CAREER COURSE:  MUST BE A SSGT OR SSGT SELECTEE.  NOMINEES WILL BE IN A FULL DUTY STATUS, POSSESS THE REQUIRED UNIFORMS, MEET THE MARINE CORPS BODY COMPOSITION PROGRAM STANDARDS, HAVE COMPLETED THE CAREER DISTANCE EDUCATION PROGRAM, AND HAVE A MINIMUM OF ONE YEAR OBLIGATED SERVICE UPON GRADUATION FROM THE COURSE.
  (3) SERGEANTS COURSE:  MUST BE A SGT.  NOMINEES WILL BE IN FULL DUTY STATUS, POSSESS THE REQUIRED UNIFORMS, MEET THE MARINE CORPS BODY COMPOSITION PROGRAM STANDARDS, HAVE COMPLETED THE SERGEANTS DISTANCE EDUCATION PROGRAM, AND HAVE A MINIMUM OF ONE YEAR OBLIGATED SERVICE UPON GRADUATION FROM THE COURSE.

  (1) THE FOLLOWING INFORMATION MUST BE SUBMITTED THROUGH THE UNITS S-3/G-3 FOR REGISTRATION IN MARINE CORPS TRAINING INFORMATION MANAGEMENT SYSTEM (MCTIMS) TO THE APPLICABLE MARFOR REPRESENTATIVE:SNCOA CAMP PENDLETON, 29 PALMS, HAWAII AND CAMP BUTLER SUBMIT TO MARFORPAC G-3 AT SMB.MARFORPAC.FORMAL SCHOOLS(AT)USMC.MIL; SNCOA QUANTICO AND CAMLEJ SUBMIT TO MARFORCOM G3 FORMAL SCHOOLS AT G3TFORMALSCHOOL(AT)USMC.MIL; ALL COMMARFORRES ASSIGNED PERSONNEL FOR SNCOA CAMPEN, 29 PALMS, CLNC AND QUANTICO SUBMIT TO MARFORRES G3 TRAINING AT MFRG3TRAINING(AT)USMC.MIL.  ALL NOMINATIONS, REGARDLESS OF LOCATION, MUST BE RECEIVED BY THE RESPECTIVE MARFOR REPRESENTATIVE NO LATER THAN 45 DAYS PRIOR TO THE CLASS REPORTING DATE BY E-MAIL.  STUDENT INFORMATION REQUIRED BY THE MARFOR REPRESENTATIVES FOR PROCESSING:

  (2) MARFOR REPRESENTATIVES WILL REGISTER STUDENTS INTO MCTIMS FOR THEIR RESPECTIVE SUBORDINATE COMMANDS.  STUDENTS REQUIRING FUNDED ORDERS WILL BE IDENTIFIED ON THE NOMINATION SUBMISSION TO RESPECTIVE HHQ NO LATER THAN 45 DAYS PRIOR TO THE COURSE CONVENE DATE.
  (3) STUDENTS WHO HAVE BEEN REGISTERED IN MCTIMS, BUT CAN NO LONGER ATTEND A SCHEDULED COURSE, MUST HAVE THEIR REGISTRATION CANCELLED WITHIN THE MCTIMS STUDENT REGISTRAR MODULE.  CANCELLING A STUDENTS REGISTRATION IS THE UNIT S3/G3 RESPONSIBILITY AND SHALL BE COORDINATED WITH THE RESPECTIVE MARFOR REPRESENTATIVE.  CANCELLING A STUDENT'S REGISTRATION ALLOWS FOR EFFICIENT USE OF SCHOOL SEATS FOR WAITING LIST STUDENTS AND ENSURES PRUDENT USE OF FORMAL SCHOOLS TRAINING SUPPORT BRANCH TAD FUNDS.  STUDENTS REGISTERED IN MCTIMS WHO DO NOT REPORT FOR A SCHEDULED COURSE WILL BE REPORTED TO CG, TECOM FOR ACTION.
 E.  APPROPRIATION DATA/TRAVEL ORDER NUMBER (TON):
  (1) THE FY13 TAD FUNDING DATA FOR ACTIVE DUTY AND ACTIVE RESERVE MARINES WILL BE PROVIDED TO MARFORCOM AND MARFORPAC FOR ISSUE TO COMMANDS WITH REGISTERED STUDENTS THROUGH THE TECOM FINANCIAL MANAGEMENT BRANCH (C464FM).  UNIT S-3/G-3 SECTIONS CAN VERIFY STUDENT REGISTRATION THROUGH MCTIMS.
  (2) RENTAL CAR IS NOT AUTHORIZED.
  (3) WITHIN 45 DAYS FOLLOWING THE COMPLETION OF THE COURSE, EACH UNIT WILL PROVIDE A COPY OF THE STUDENT'S LIQUIDATION TO CG, TECOM, QUANTICO, VA 22134 (C464FM).
 F.  QUOTA ALLOCATIONS NOT FILLED BY MARFORRES, INTERNATIONAL STUDENTS OR OTHER SERVICES MAY BE ALLOCATED TO ACTIVE DUTY PERSONNEL.
5.  AMPLIFYING INSTRUCTIONS
 A.  STUDENTS WILL REPORT WITH THE SIGNED COMMAND SCREENING CHECKLIST (NAVMC 11580), ORIGINAL ORDERS AND IN SERVICE "A" UNIFORM.
 B.  STUDENTS REPORTING FROM WITHIN THE LOCAL AREA OF THEIR RESPECTIVE COURSE WILL REPORT NO LATER THAN 1200 HOURS ON THE SCHEDULED COURSE REPORT DATE TO THE DESIGNATED ACADEMY.  THOSE STUDENTS COMING FROM OUTSIDE THE LOCAL AREA WILL COMMENCE TRAVEL NO EARLY THAN THE COURSE REPORT DATE UNLESS PREVIOUSLY AUTHORIZED EARLIER TRAVEL.  STUDENTS TRAVELING FROM OUTSIDE THE LOCAL AREA WILL REPORT TO THEIR RESPECTIVE COURSE NLT 1800 HOURS ON THE CLASS REPORT DATE.  STUDENTS CAN EXPECT TO BE ASSIGNED TO THE SNCOA FOR TEMPORARY MILITARY INSTRUCTION OF APPROXIMATELY SEVEN WEEKS.
 C.  BILLETING AND MESSING ARE AVAILABLE AT ALL SNCOA SITES.
 D.  PROSPECTIVE STUDENTS MUST COMPLETE A TD FITNESS REPORT PRIOR TO REPORTING FOR TEMPORARY DUTY.
 E.  GUNNERY SERGEANTS SCHEDULED TO ATTEND THE ADVANCED COURSE MUST BRING A COPY OF THEIR UNIT COMMANDER'S TRAINING GUIDANCE (CTG) OR COMMANDER'S TRAINING PHILOSOPHY (CTP) LETTER.  THE CTG/CTP WILL BE USED DURING THE ONE-WEEK UNIT READINESS PLANNING MODULE.
 F.  ALL STUDENTS ARE HIGHLY ENCOURAGED TO BRING LAPTOPS OR TABLET DEVICES TO DOWNLOAD STUDENT MATERIAL FOR EASE OF USE WHILE ATTENDING THE ACADEMY.  ALL REQUIRED STUDENT COURSEWARE CAN BE DOWNLOADED FROM THE EPME WEBSITE AT WWW.INTRANET.TECOM.USMC.MIL/SITES/EPME/SCRS/DEFAULT.ASPX PRIOR TO THEIR ARRIVAL AT THE ACADEMY.  THE EPME WEBSITE IS CONTINUOUSLY UPDATED AND CONTAINS THE MOST UP-TO-DATE COURSEWARE AVAILABLE TO STUDENTS.
 G.  ALL PROGRAMS OF INSTRUCTION REQUIRE STUDENTS TO PARTICIPATE IN A MESS NIGHT, DINING OUT, OR A PROFESSIONAL DINNER.  COSTS FOR THESE EVENTS ARE APPROXIMATELY 25-35 DOLLARS AND ARE INCURRED BY THE STUDENT AND ARE NON-REIMBURSABLE.
