GENTEXT/REMARKS/1.  BACKGROUND.  USMC OFF BASE CHILD CARE SUBSIDY PROGRAMS ASSIST GEOGRAPHICALLY DISPERSED ACTIVE DUTY MARINE FAMILIES WITH LOCATING, SELECTING, AND PAYING FOR LICENSED AND ACCREDITED CHILD CARE.  CHILD CARE SUBSIDY (FEE ASSISTANCE) IS TO ASSIST FAMILIES WITH THE COST OF QUALITY CARE AND IS NOT DESIGNED TO PAY FOR THE MAJORITY OF THE FEES.  DUE TO BUDGET CONSTRAINTS, USMC WILL EXECUTE A CHANGE IN THE SUBSIDY ALLOWANCE TO REALIGN AND ENSURE OFF BASE CARE IS PROPORTIONATE TO ON BASE CHILD CARE.
2.  SITUATION.  TO PROVIDE PROCEDURAL GUIDANCE IN SUPPORT OF REF A TO ENSURE OFF BASE CHILD CARE SUBSIDY IS CONSISTENT WITH POLICIES AND THE PROGRAM CAN BE MAINTAINED WITHIN THE LIMITS OF FUNDING.  FAMILIES CURRENTLY AUTHORIZED FOR OFF BASE CHILD CARE SUBSIDIES MAY SEE A CHANGE IN ELIGIBILITY OR A REDUCTION IN THE AMOUNT OF SUBSIDY RECEIVED.  CURRENT RECIPIENTS WILL BE CONTACTED INDIVIDUALLY TO ENSURE AWARENESS.
3.  SUBSIDY CHILD CARE SERVICE IS CURRENTLY ADMINISTERED BY A NATIONAL PROVIDER, THE NATIONAL ASSOCIATION OF CHILD CARE RESOURCE AND REFERRAL AGENCIES (NACCRRA).
4.  REVISED ELIGIBILITY DEFINITION GUIDELINES WILL IMPACT SOME FAMILIES WHO CURRENTLY QUALIFY FOR PARTICIPATION.  ADDITIONALLY, SUBSIDY AMOUNTS MAY CHANGE.  REVISED PROGRAM ELIGIBILITY AND FUNDING GUIDELINES ARE AS FOLLOWS:
A.  ELIGIBILITY IS LIMITED TO GEOGRAPHICALLY DISPERSED ACTIVE DUTY FAMILIES, TO INCLUDE ACTIVATED RESERVE MARINES (LIVING OUTSIDE A 30 MILE RADIUS FROM A MILITARY INSTALLATION) BASED ON ADDRESS VERIFIED THROUGH DEERS.
B.  MARINES ASSIGNED TO A MARINE CORPS BASE WILL NOT BE ELIGIBLE TO PARTICIPATE IN THE SUBSIDY CHILD CARE PROGRAM.
C.  REGIONAL AREAS THAT MAY EXPERIENCE SIGNIFICANT IMPACT DUE TO THE CLARIFICATIONS OUTLINED IN THIS MARADMIN HAVE BEEN IDENTIFIED.  NEEDS WILL BE ANALYZED AND ADDRESSED SPECIFIC TO REQUIREMENTS IN EACH INDIVIDUAL REGION.  ACTION HAS BEEN TAKEN TO INCREASE ON-BASE AVAILABILITY ACROSS THE MARINE CORPS (BY APPROXIMATELY 3300 SPACES).  ACTION WILL BE TAKEN TO ASSIST APPROPRIATE REFERRAL ACTION FOR ALL DISPLACED FAMILIES TO ENSURE CARE AS APPROPRIATE.
D.  ALL FAMILIES THAT QUALIFY WILL RECEIVE A SUBSIDY NOT TO EXCEED 3,000 DOLLARS ANNUALLY (UP TO 250 DOLLARS PER MONTH) PER CHILD UP TO TWO CHILDREN.  FAMILIES WITH MORE THAN TWO CHILDREN WILL BE FUNDED AT A 20 PERCENT LOWER RATE, REFLECTIVE OF PRIVATE AGENCY MULTIPLE CHILD DISCOUNTS.  FOR EXAMPLE, IF THERE ARE 3 CHILDREN IN THE FAMILY;
-SUBSIDY FOR 2 CHILDREN (2 X 3000 DOLLARS ANNUALLY EQUALS 6000 DOLLARS ANNUALLY)
-SUBSIDY FOR 3RD CHILD (20 PERCENT OF 3000 DOLLARS ANNUALLY EQUALS 2400 DOLLARS ANNUALLY)
E.  FAMILIES THAT REQUIRE HELP FINDING CHILD CARE WILL BE SUPPORTED BY THE NEAREST INSTALLATION RESOURCE AND REFERRAL SPECIALISTS.
LISTINGS FOR RESOURCE AND REFERRAL POINTS OF CONTACT CAN BE FOUND ON THE MARINE CORPS COMMUNITY SERVICES WEBSITE, CHILDREN, YOUTH AND TEEN PROGRAMS, RESOURCE AND REFERRAL LISTINGS.
F.  HQMC HAS A CONTINUED INTEREST IN THE WELFARE OF MARINES AND THEIR FAMILIES.  ANY ISSUES OR CONCERNS MAY BE ELEVATED.
5.  TO SAFEGUARD IMPACT TO FAMILIES AND ENSURE SUPPORT TO THOSE NO LONGER QUALIFIED, CHANGES WILL BE IMPLEMENTED WITH THE FOLLOWING COURSE OF ACTION.
A.  FAMILIES WHO WILL NO LONGER BE ELIGIBLE WILL CONTINUE UNDER CURRENT STRUCTURES UNTIL 15 JULY 2011 TO PROVIDE SUFFICIENT TIME FOR PLANNING.
B.  SERVICE FOR FAMILIES WHO ARE CURRENTLY ON THE SUBSIDY CHILD CARE WAITLIST AND MEET REVISED ELIGIBILITY REQUIREMENTS WILL BE PROCESSED FOR SERVICE BY 1 AUGUST 2011 TO THE EXTENT POSSIBLE BASED ON AVAILABLE FUNDS.
6.  THIS MARADMIN WILL APPLY WHEN DETERMINING SUBSIDY CHILD CARE ELIGIBILITY AND REIMBURSEMENT.
7.  THESE PROCEDURAL CHANGES WILL NOT APPLY RETROACTIVELY.
8.  FAMILIES MUST RECERTIFY FOR ELIGIBILITY ANNUALLY.  PARTICIPATION IS BASED ON A FIRST COME, FIRST SERVE BASIS.  WAITLISTS WILL BE UTILIZED IF FUNDING CONSTRAINTS PRECLUDE PARTICIPATION.
