NARR/REF (A) IS MCO 1553.4A, PROFESSIONAL MILITARY EDUCATION. REF(B) IS THE MARINE CORPS PROMOTION MANUAL, VOLUME 2, ENLISTED PROMOTIONS. REF (C) IS THE ALMAR ESTABLISHING PME CREDIT FOR ATTENDANCE AT A SPECIAL DUTY ASSIGNMENT SCHOOL. REF (D) IS THE MARADMIN ESTABLISHING PME CREDIT FOR THE RESIDENT CAREER COURSE FOR MARINES WHO COMPLETE THE INFANTRY UNIT LEADERS COURSE(IULC). REF (E) ANNOUNCED POLICY FOR PME REQUIREMENTS FOR THE FY07 USMC AND USMCR SNCO SELECTION BOARDS AND MERITORIOUS PROMOTIONS. POC//
GENTEXT/REMARKS/1. INCONSISTENCIES IN LANGUAGE BETWEEN REFS
(A) AND (B) HAVE CAUSED CONFUSION FOR MANY MARINES ABOUT WHAT THE ENLISTED PME REQUIREMENTS ARE. ADDITIONALLY, REF
(E) WAIVED THE REQUIREMENT DUE TO HIGH OPERATIONAL TEMPO, TO COMPLETE THE DISTANCE PME REQUIREMENT TO BE CONSIDERED ELIGIBLE FOR PROMOTION ON FY07 SNCO SELECTION BOARDS AND MERITORIOUS PROMOTIONS.
2. THE FOLLOWING CLARIFICATIONS AND CHANGES ARE PROVIDED:
A. EFFECTIVE IMMEDIATELY, ALMAR 156/96 IS CANCELLED. COMMANDERS MAY NO LONGER GRANT PME CREDIT TO MARINES WHO HAVE COMPLETED A SPECIAL DUTY ASSIGNMENT SCHOOL.
B. THE PME REQUIREMENTS TO BE CONSIDERED QUALIFIED FOR PROMOTION, WITH THE EXCEPTION OF GUNNERY SERGEANTS, ARE AS FOLLOWS:
1)  LANCE CORPORAL TO CORPORAL:  COMPLETE LEADING MARINES (MCI 0037)
2)  SERGEANT TO STAFF SERGEANT:  COMPLETE NON-RESIDENT SERGEANTS COURSE (MCI 8010 - NOTE: COMPLETION OF EARLIER MCI 7000 OR 8000)
3)  STAFF SERGEANT TO GUNNERY SERGEANT:  COMPLETE NON-RESIDENT CAREER COURSE (MCI 7100 OR 8100)
4)  MASTER SERGEANT TO MASTER GUNNERY SERGEANTS: ATTEND REGIONAL MASTER SERGEANT/FIRST SERGEANT SEMINAR
5)  FIRST SERGEANT TO SERGEANT MAJOR:  ATTEND FIRST SERGEANTS COURSE AND REGIONAL MASTER SERGEANT/FIRST SERGEANT SEMINAR C. EFFECTIVE 1 OCT 2009, ALL GUNNERY SERGEANTS TO EITHER MASTER SERGEANT OR FIRST SERGEANT MUST COMPLETE BOTH THE NON-RESIDENT ADVANCED COURSE (MCI 7200 OR 8200) AND THE RESIDENT ADVANCED COURSE. THIS CHANGE WILL NOT BE EFFECTED IMMEDIATELY TO PROVIDE TIME FOR GUNNERY SERGEANTS TO ATTEND THE RESIDENT ADVANCED COURSE.
D. EFFECTIVE IMMEDIATELY, PME CREDIT WILL BE GRANTED FOR THE RESIDENT SERGEANT COURSE FOR MARINES WHO COMPLETE SPECIFIC MOS COURSES AND THEIR IN-GRADE DISTANCE PME REQUIREMENT LISTED ABOVE. THE COURSES THAT WILL BE GRANTED CREDIT FOR THE SERGEANTS COURSE ARE:
1) INFANTRY SQUAD LEADERS COURSE
2) INFANTRY MACHINEGUN LEADER COURSE
3) INFANTRY MORTAR LEADER COURSE
4) INFANTRY ASSAULTMAN LEADER COURSE
5) INFANTRY TANK MISSILEMAN LEADER COURSE E. REF (D) PREVIOUSLY GRANTED COMMANDERS THE AUTHORITY TO GRANT PME CREDIT FOR THE RESIDENT CAREER COURSE TO MARINES WHO COMPLETED IULC AND THE NON-RESIDENT CAREER COURSE. THAT MARADMIN REMAINS IN EFFECT.
3. THE CONTENTS OF THIS MARADMIN WILL BE REFLECTED IN THE NEXT REVISIONS OF REFS (A) AND (B).
4. ANNUALLY, HQMC WILL EVALUATE OPTEMPO ON THE OPERATIONAL FORCES AND DETERMINE PME WAIVER EXCEPTIONS. IF NECESSITATED BY OPTEMPO, WAIVER POLICIES WILL BE ANNOUNCED BY SEPARATE CORRESPONDENCE.//
