GENTEXT/REMARKS/1.  SITUATION
1.A.  THE COMMANDANT OF THE MARINE CORPS (CMC) AND THE SERGEANT MAJOR OF THE MARINE CORPS (SMMC) HAVE DIRECTED THAT A FORMAL COURSE OF INSTRUCTION BE PROVIDED FOR ALL NEWLY SELECTED SERGEANTS MAJOR, BEGINNING IN FISCAL YEAR 2013 (FY13).  THE PRESIDENT OF MARINE CORPS UNIVERSITY (MCU), EXECUTIVE AGENT (EA) FOR CMC AND SMMC, TASKED THE DIRECTOR OF ENLISTED PROFESSIONAL MILITARY EDUCATION (EPME) TO CONDUCT A WINTER AND SPRING SERGEANTS MAJOR COURSE, LINKED WITH THE RESIDENT COMMANDERS PROGRAM. 
1.B.  ATTENDANCE IS MANDATORY FOR ALL FIRST SERGEANTS SELECTED TO THE GRADE OF SERGEANT MAJOR AS A RESULT OF THE FY13 SERGEANT MAJOR SELECTION BOARD, AS LISTED IN REF A.
2.  MISSION.  FROM 20 JAN - 1 FEB 13 AND 28 APR - 10 MAY 13, EPME, ON BEHALF OF PRESIDENT OF MCU, FACILITATES THE SERGEANTS MAJOR COURSE AT MARINE CORPS BASE (MCB) QUANTICO.
2.A.  PURPOSE.  EDUCATE NEWLY SELECTED SERGEANTS MAJOR ON THE FUNDAMENTAL AUTHORITIES, RESPONSIBILITIES, PROGRAMS, AND PRACTICES OF A BATTALION/SQUADRON-LEVEL SERGEANT MAJOR, THAT CONTRIBUTE TO A SUCCESSFUL COMMAND TOUR BY ENHANCING UNIT EFFECTIVENESS.
2.B.  METHOD.  THE COURSE WILL UTILIZE A TWO-WEEK CONSTRUCT THAT ADDRESSES THE DEMANDS AND CHALLENGES OF THE RANK AND BILLET OF SERGEANT MAJOR.  THE SECOND WEEK WILL BE CONDUCTED IN CONJUNCTION WITH THE O-5 COMMANDER'S COURSE, WHICH EMPHASIZES THE ART AND SCIENCE OF COMMAND, LEADERSHIP, CRITICAL THINKING, AND UNIT READINESS PROVIDING THE BASIC FOUNDATIONS FOR INSTRUCTION.  THE CURRICULUM WILL MAXIMIZE THE USE OF SMALL GROUP GUIDED DISCUSSIONS IN ORDER TO PERMIT A FRANK EXCHANGE OF OBSERVATIONS, IDEAS, AND METHODOLOGIES. 
2.C.  ENDSTATE.  EDUCATE NEWLY SELECTED SERGEANTS MAJOR IN CRITICAL THINKING, DECISION-MAKING, AND SOUND JUDGEMENT IN ORDER TO ENHANCE COMMAND TEAM AND UNIT EFFECTIVENESS OF A BATTALION/SQUADRON-LEVEL UNIT.
3.  EXECUTION
3.A.  CONCEPT OF OPERATIONS.  THE DIRECTOR OF EPME WILL CONDUCT THE SERGEANTS MAJOR COURSE AT MCU, MCB QUANTICO, VA ON THE FOLLOWING DATES:

3.A.1.  DURING THE FIRST WEEK OF EACH COURSE, THE SERGEANT MAJOR SELECTS WILL ATTEND PRESENTATIONS, LECTURES, AND PARTICIPATE IN VARIOUS WORKING GROUPS PRESENTED OR FACILITATED BY VARIOUS SENIOR OFFICERS, SERGEANTS MAJOR, AND INSTRUCTORS. 
3.A.2.  DURING THE SECOND WEEK, THE SERGEANT MAJOR SELECTS WILL PARTICIPATE IN WEEK ONE OF THE O-5 COMMANDERS COURSE WITH COMMAND-SLATED LIEUTENANT COLONELS.  THE FINAL SCHEDULE IS STILL UNDER DEVELOPMENT AND WILL BE RELEASED VIA SEPARATE CORRESPONDENCE (SEPCOR) TO ATTENDEES.
3.B.  COORDINATING INSTRUCTIONS
3.B.1  ELIGIBILITY.  ALL FIRST SERGEANTS SELECTED DURING THE FY13 SERGEANT MAJOR SELECTION BOARD ARE ELIGIBLE AND REQUIRED TO ATTEND.
3.B.2.  EXEMPTIONS.  ALL REQUESTS FOR AN FY13 EXEMPTION MUST BE FORWARDED VIA NAVAL MESSAGE TO CG EDCOM PRES MCU QUAN VA.  EXEMPTIONS ARE CONSIDERED ON A CASE-BY-CASE BASIS.
3.B.3.  REGISTRATION 
3.B.3.A.  ASSIGNMENT TO CLASS 1-13 OR 2-13 WILL BE DETERMINED BASED ON COORDINATION BETWEEN EPME AND ENLISTED ASSIGNMENTS BRANCH (MMEA).  CLASS 1-13 WILL CONTAIN 41 STUDENTS AND CLASS 2-13 WILL CONTAIN 41 STUDENTS. 
3.B.3.B.  INITIAL COMMUNICATION WITH CLASS 1-13 AND 2-13 STUDENT LISTS WILL BE MADE BY MCU-MMEA COORDINATED SEPCOR.
3.B.3.C.  PARENT COMMAND S-3/G-3 ARE REQUIRED TO ENTER ATTENDEE INFORMATION IN MARINE CORPS TRAINING INFORMATION MANAGEMENT SYSTEM (MCTIMS) UTILIZING COURSE IDENTIFICATION NUMBER XM02SMC.
4.  ADMIN AND LOGISTICS
4.A.  ORDERS.  TAD ORDERS WILL BE NON-REPORTING.
4.B.  FUNDING 
4.B.1.  TRAVEL/PER DIEM FOR ACTIVE DUTY MARINES WILL BE FUNDED BY MCU.  RESERVE MARINES ARE FUNDED BY THEIR RESPECTIVE MAJOR SUBORDINATE COMMANDS.  PARENT COMMANDS ARE RESPONSIBLE FOR THE COST OF RENTAL CARS.
4.B.2.  AFTER REGISTRATION IN MCTIMS, STUDENTS WILL UTILIZE MCU LOA "13 SGTMAJCRS" VIA DTS CROSS ORGANIZATION FUNCTION.
4.C.  TRANSPORTATION
4.C.1.  THE SERVICING AIRPORTS FOR THE QUANTICO AREA ARE DULLES INTERNATIONAL (IAD) AND REAGAN NATIONAL (DCA).  ATTENDEES MUST UTILIZE THE MOST COST EFFECTIVE AIRPORT WHEN ARRANGING TRANSPORTATION. 
4.C.2.  TRANSPORTATION COSTS TO AND FROM AIRPORTS ARE REIMBURSABLE.
4.C.3.  ATTENDEES SHOULD NOT SCHEDULE ANY FLIGHT DEPARTURE PRIOR TO 1800 ON THEIR SCHEDULED GRADUATION DATE.
4.  LODGING IN THE AIRPORT AREA IS NOT AUTHORIZED.
4.D.  LODGING
4.D.1.  ATTENDEES WHO REQUIRE LODGING SHALL LODGE AT LIVERSEDGE HALL (703-784-3149).  IF LIVERSEDGE HALL LODGING IS NOT AVAILABLE, A CERTIFICATE OF NONAVAILABILITY (CNA) FROM LIVERSEDGE HALL AND SPECIFIC APPROVAL FROM DIRECTOR, EPME WILL BE REQUIRED BEFORE ANY OTHER BILLETING IS ARRANGED. 
4.D.2.  WHEN MAKING RESERVATIONS, COURSE 1-13 STUDENTS WILL UTILIZE BLOCK RESERVATION NUMBER 101692 AND COURSE 2-13 STUDENTS WILL UTILIZE BLOCK RESERVATION NUMBER 101714. 
4.D.3.  RESERVATIONS MUST BE MADE PRIOR TO 11 JAN 13 (COURSE 1-13) AND 12 APR 13 (COURSE 2-13).
4.E.  UNIFORM
4.E.1.  THE PRESCRIBED UNIFORM IS THE APPROPRIATE SEASONAL MARPAT UNIFORM.
4.E.2.  STUDENTS SHOULD BRING SUFFICIENT NUMBER OF UNIFORMS FOR THE DURATION OF THE COURSE.
4.F.  THE SERGEANTS MAJOR COURSE SHAREPOINT PAGE IS: HTTPS:(BACKSLASHBACKSLASH)IPS.USMC.MIL/SITES/EPME/DEFAULT.ASPX.CHOOSE THE 'SERGEANT MAJOR COURSE' TAB UNDER THE 'COURSES' DROPDOWN.  THIS CAC-ENABLED SHAREPOINT SITE WILL CONTAIN STUDENT REQUIRED READING, REFERENCE MATERIALS, UNIFORM REQUIREMENTS, COURSE SCHEDULES, AND LOGISTICAL INFORMATION.  
5.  COMMAND AND SIGNAL
5.A.  COMMAND RELATIONSHIPS.  THE PRESIDENT, MCU SERVES AS ON-SCENE COMMANDER.
5.B.  SIGNAL.  COMMENTS, QUESTIONS, AND CONCERNS IN REGARDS TO THE CONTENTS OF THIS MARADMIN CAN BE DIRECTED TO THE POC LISTED ABOVE.
