GENTEXT/REMARKS/1.  THE SERGEANT MAJOR OF THE MARINE CORPS (SMMC) WILL CONVENE THE 2013 SERGEANT MAJOR OF THE MARINE CORPS SYMPOSIUM (SMMCS-13) FROM 29 JULY - 2 AUGUST 2013 IN THE NATIONAL CAPITAL REGION. 
2.  THE FOLLOWING SERGEANTS MAJOR (SGTSMAJ), MASTER GUNNERY SERGEANTS (MGYSGTS) AND COMMAND MASTER CHIEFS (CMDCMS) ARE INVITED TO ATTEND.

3.  THE SMMC OFFICE EXERCISES OVERALL STAFF COGNIZANCE FOR SMMCS-13, TO INCLUDE SOCIAL EVENTS COORDINATION, AND IS THE INFORMATION RELEASING AUTHORITY FOR SMMCS-13.  THE DIRECTOR, SPECIAL PROJECTS DIRECTORATE (SPD), PROVIDES DIRECT SUPPORT TO THE SMMC OFFICE AND IS RESPONSIBLE FOR LOGISTICAL, ADMINISTRATIVE, AND COMMAND CENTER OPERATIONS SUPPORT FOR SMMCS-13.  POINTS OF CONTACT (POC) FOR THE SMMC OFFICE AND SPD ARE CONTAINED IN PARAGRAPH 13. 
4.  DETAILED PROGRAMS ARE BEING DEVELOPED AND WILL BE PROMULGATED SEPARATELY.
5.  TASKS
A.  INVITED SGTSMAJ, MGYSGTS, AND CMDCMS ARE REQUIRED TO SUBMIT A VISITORS REQUEST VIA JOINT PERSONNEL ADJUDICATION SYSTEM (JPAS) WITH THE SECURITY MANAGEMENT OFFICE CODE 540080084; THE POC FOR THIS REQUEST IS MR. EDDIE GINN.  ALL ATTENDEES ARE REQUIRED TO HAVE A SECRET CLEARANCE TO ATTEND CLASSIFIED BRIEFS. 
B.  ADMINISTRATIVE, LOGISTICS, AND INFORMATION TO FACILITATE ONLINE REGISTRATION, LODGING, TRANSPORTATION, AND ANY SPECIAL NEEDS/REQUESTS WILL BE SENT VIA EMAIL.  TO ENSURE ATTENDEES RECEIVE INFORMATION IN A TIMELY MANNER, PROVIDE CURRENT ATTENDEE INFORMATION, INCLUDING EMAIL ADDRESSES.  ALTHOUGH SPOUSES WILL NOT BE IN ATTENDANCE, THEIR CONTACT INFORMATION WILL BE ADDED TO THE SMMCS-13 DIRECTORY.
6.  INDIVIDUAL COMMANDS WILL ISSUE ORDERS FOR THEIR ATTENDEES.  ALL ORDERS SHOULD BE NON-REPORTING.  GOVERNMENT QUARTERS AND MESSING ARE NOT AVAILABLE. 
7.  LOCATION.  CONFERENCE WILL BE ABOARD JOINT BASE MYER-HENDERSON HALL.  LODGING WILL BE LOCATED AT THE SHERATON HOTEL, PENTAGON CITY, 900 S. ORME STREET, ARLINGTON, VA 22204.  MORE INFORMATION ABOUT LODGING AND REGISTRATION WILL BE PROVIDED THROUGH AN ADMINISTRATIVE/LOGISTICS MESSAGE VIA EMAIL.  THE ONE-STOP REGISTRATION/RESERVATION FEATURE ANNOUNCED THEREIN WILL REDUCE THE TIME AND EFFORT NORMALLY ASSOCIATED WITH REGISTERING FOR THIS EVENT.
8.  GOVERNMENT TRANSPORTATION WILL BE PROVIDED FOR ALL OFFICIAL FUNCTIONS.  COMMERCIAL TAXI AND SHUTTLE SERVICE IS AVAILABLE FROM/TO DULLES INTERNATIONAL AND REAGAN NATIONAL AIRPORT.  GOVERNMENT TRANSPORTATION IS NOT AUTHORIZED FROM/TO COMMERCIAL AIRPORTS.  RECOMMEND ARRIVAL AT REAGAN NATIONAL AIRPORT (CLOSEST TO THE SYMPOSIUM SITE).
9.  FINANCIAL.  A NON-REIMBURSABLE FEE WILL BE COLLECTED FROM ALL ATTENDEES AND SUPPORT STAFF PARTICIPATING IN THE SMMCS-13.  THIS FEE COVERS THE COSTS ASSOCIATED WITH CATERED MEALS, REFRESHMENTS AND SOCIAL EVENTS ON THE OFFICIAL SCHEDULE.  THIS COST IS NOT REIMBURSABLE ON TRAVEL CLAIMS - THE COST OF MEALS IS COVERED FOR ATTENDEES ON TRAVEL ORDERS THROUGH PER DIEM.  THE PREFERRED METHOD OF PAYMENT IS THROUGH THE ONLINE REGISTRATION PROCESS.  ALTERNATE METHOD OF PAYMENT: MAIL FEES TO THE ADDRESS PROVIDED BELOW OR HAND-DELIVER TO PENTAGON ROOM 4E531 NLT 12 JULY 2013.  CHECKS PAYABLE TO "SPECIAL EVENTS FUND" SHOULD BE MAILED TO:  SPECIAL PROJECTS DIRECTORATE, HQMC, PO BOX 25272, ARLINGTON, VA 22202-9272.  DUE TO THE REQUIREMENT FOR SPD TO PRE-ARRANGE CATERING, RSVP'ING FOR THIS EVENT OBLIGATES THE ATTENDEE TO THE AMOUNT DUE (NO ADJUSTMENTS WILL BE MADE AFTER 12 JULY 2013).
10.  UNIFORMS.  THE REQUIRED UNIFORMS AND CIVILIAN CLOTHING ARE DRESS BLUE/WHITE B (RIBBONS AND BADGES), DESERT MCCUU, BUSINESS SUIT (CMC RECEPTION), CIVILIAN CASUAL.  THE SMMC WILL HOST A SUNSET PARADE ON TUESDAY, 30 JULY 2013, AND AN EVENING PARADE ON FRIDAY, 2 AUGUST 2013.
11.  WEATHER.  THE AVERAGE TEMPERATURES FOR WASHINGTON, DC IN AUGUST ARE 87 DEGREES (HI) AND 65 (LOW), WITH HUMIDITY AROUND 70 PERCENT.  THE AREA AVERAGES APPROXIMATELY 3.9 INCHES OF RAIN IN AUGUST. 
12.  SMMCS-13 COMMAND CENTER
     A.  THE COMMAND CENTER WILL BE SET UP TO PROVIDE APPROPRIATE ADMINISTRATIVE AND LOGISTICAL SUPPORT TO ALL ATTENDEES.  PERSONNEL AND RESOURCES ARE ASSIGNED TO THE COMMAND CENTER ACCORDING TO KNOWN REQUIREMENTS BASED ON THE OFFICIAL AGENDAS.
     B.  THE COMMAND CENTER WILL BE LOCATED IN HEADQUARTERS HENDERSON HALL, BUILDING 29, AND WILL BE OPERATIONAL MONDAY THRU FRIDAY FROM 0600 TO 1900.
     C.  PROJECTED CAPABILITIES ARE:
         (1) LIMITED UNCLAS PHONE
         (2) UNCLAS FAX
         (3) NIPRNET E-MAIL
         (4) LIMITED COLOR/BLACK AND WHITE COPYING
         (5) THE COMMAND CENTER WILL PROVIDE AND MAINTAIN NIPRNET WORKSTATIONS FOR SMMCS-13 ATTENDEES.  THE WORKSTATIONS WILL BE LOCATED CLOSE TO, BUT NOT INSIDE OF, THE COMMAND CENTER.
         (6) BRIEFINGS SUPPORT.  THE COMMAND CENTER WILL BE PREPARED TO SUPPORT ALL KNOWN BRIEFERS' REQUIREMENTS.  THE NORMAL ORGANIC AUDIO-VISUAL AND INFORMATION TECHNOLOGY CAPABILITIES ARE AVAILABLE, WHICH INCLUDES SCREENS, PROJECTORS, VIDEO PLAYERS, AND LAPTOPS CAPABLE OF USING CDS.  IF ANY BRIEFER REQUIRES ADDITIONAL SUPPORT, PLEASE CONTACT MR. RICHARD JOPLIN.
     D.  COMMAND CENTER LIMITATIONS.  THE COMMAND CENTER WILL NOT HAVE ON-SITE CAPABILITY FOR CLASSIFIED FAX, SIPRNET EMAIL, AND STU/STE PHONE.  PLEASE CONTACT THE COMMAND CENTER SHOULD THE NEED EXIST FOR THESE SERVICES.  ALL CLASSIFIED MATERIAL HANDLING/STORAGE MUST BE COORDINATED WITH THE COMMAND CENTER.
