GENTEXT/REMARKS/1.  WTBN QUANTICO WILL HOST THE FY14 COMBAT MARKSMANSHIP SYMPOSIUM FROM 7 TO 10 APRIL 2014. THE COMBAT MARKSMANSHIP SYMPOSIUM IS CONDUCTED ANNUALLY TO PROVIDE A FORUM TO IDENTIFY AND DISCUSS ISSUES AND PROVIDE RECOMMENDED SOLUTIONS. THIS SYMPOSIUM PROVIDES TRAINING AND EDUCATION COMMAND (TECOM), MARINE CORPS COMBAT DEVELOPMENT COMMAND (MCCDC), AND HEADQUARTERS MARINE CORPS (HQMC) A TRUE PICTURE OF OUR CURRENT STATE OF MARKSMANSHIP.
2.  THE COMBAT MARKSMANSHIP SYMPOSIUM WILL CONSIST OF THE EXECUTIVE STEERING COMMITTEE (ESC) AND WORKING GROUPS (WGS).
3.  THE ESC. IN ACCORDANCE WITH (IAW) REF B: DEPUTY COMMANDANT (DC) COMBAT DEVELOPMENT AND INTEGRATION (CDI) SERVES AS THE ADVOCATE. WTBN IS LEAD AGENT AND SERVES AS THE CHAIR. THE ESC MEMBERSHIP IS COMPRISED OF 15 MEMBERS REPRESENTING THE FOLLOWING FOUR GROUPS:
A. HQ ELEMENTS IN SUPPORT OF THE ADVOCATE: DC PP&O, DC I&L, DC AVN, AND MARCORSYSCOM IN AN ADVISORY ROLE.
B. RESOURCE PROPONENT: MARFORCOM, MARFORPAC, AND MARFORRES.
C. IMPLEMENTATION: I MEF, II MEF, AND III MEF.
D. THE ENTRY LEVEL TRAINING (ELT) CONTINUUM: TECOM; WTBN QUANTICO; WFTBN MCRD SAN DIEGO; EDSON RANGE, CAMP PENDLETON; WFTBN MCRD PARRIS ISLAND; SOI EAST; AND SOI WEST.
4.  WGS. THE WGS ARE TEMPORARY ORGANIZATIONS FOCUSED ON SPECIFIC TASKS. THEY ARE COMPOSED OF A NUMBER OF REPRESENTATIVES FROM THE FOUR GROUPS WHO POSSESS A STRONG BACKGROUND AND EXPERIENCE BASED IN SPECIFIC MARKSMANSHIP AREAS. ENDURING WGS ADDRESS THOSE TOPICS THAT WILL BE DISCUSSED AT EACH SYMPOSIUM. ALL OTHER WGS ADDRESS SPECIFIC CURRENT ISSUES.
5.  FOR THE FY14 SYMPOSIUM THE FOLLOWING WGS, WITH PROPOSED COMMAND REPRESENTATION, ARE:
A. WG 1 WEAPONS (ENDURING). THE PURPOSE OF THIS WG IS TO GATHER TOGETHER THE ACQUISITIONS AND DEVELOPMENT COMMUNITY WITH THE END USERS OF WEAPONS AND OPTICS WITHIN A SINGLE FORUM IN ORDER TO ASSESS THE CURRENT MARKSMANSHIP DOCTRINE AND FUTURE DEVELOPMENTS. PROPOSED COMMAND REPRESENTATION IS RESOURCE PROPONENT, IMPLEMENTATION, AND HQ ELEMENTS IN SUPPORT OF THE ADVOCATE.
B. WG 2 RANGE FACILITIES (ENDURING). THE PURPOSE OF THIS WG IS TO IDENTIFY CURRENT RANGE FACILITIES AND THEIR ORIGINAL TRAINING INTENT AS COMPARED TO CURRENT TRAINING REQUIREMENTS IN ORDER TO DEVELOP A RECOMMENDATION FOR FACILITY IMPROVEMENTS. PROPOSED COMMAND REPRESENTATION IS HQ ELEMENTS IN SUPPORT OF THE ADVOCATE, RESOURCE PROPONENT, MCICOM, MCI EAST, MCI WEST, RTAM, AND PMTRASYS.
C. WG 3 COMBAT RIFLE MARKSMANSHIP. THE PURPOSE OF THIS WG IS TO IDENTIFY POTENTIAL IMPROVEMENTS TO ALL FOUR RIFLE TABLES WITH SPECIFIC ATTENTION TO: TRAINING WITH MOVING TARGETS, RE-SEQUENCING ANNUAL TRAINING, SCORE REPORTING, AND IMPROVED TARGETRY. PROPOSED COMMAND REPRESENTATION IS HQ ELEMENTS IN SUPPORT OF THE ADVOCATE, RESOURCE PROPONENT, AND IMPLEMENTATION.
D. WG 4 COMBAT PISTOL MARKSMANSHIP. THE PURPOSE OF THIS WG IS TO BRIEF THE STATUS OF THE IMPLEMENTATION OF THE COMBAT PISTOL PROGRAM AND VALIDATE STANDARDIZED TRAINING REQUIREMENTS FOR INTERMEDIATE AND ADVANCED PISTOL SKILL SETS. PROPOSED COMMAND REPRESENTATION IS HQ ELEMENTS IN SUPPORT OF THE ADVOCATE, RESOURCE PROPONENT, AND IMPLEMENTATION.
E. WG 5 COMPETITION IN ARMS PROGRAM (CIAP). THE PURPOSE OF THIS WG IS TO REVIEW THE NEWLY PUBLISHED MCO 3591.2K, AND DEVELOP RECOMMENDATIONS FOR IMPLEMENTING COMBAT SHOOTING MATCHES MARINE CORPS-WIDE. PROPOSED COMMAND REPRESENTATION IS HQ ELEMENTS IN SUPPORT OF THE ADVOCATE, RESOURCE PROPONENT, IMPLEMENTATION, AND THE ELT CONTINUUM.
F. WG 6 SIMULATION AND DISTANCE LEARNING. THE PURPOSE OF THIS WG IS TO RECOMMEND CURRENT SIMULATIONS AND DISTANCE LEARNING SOLUTIONS TO FULFILL IDENTIFIED GAPS IN THE CURRENT MARKSMANSHIP PROGRAM, AND DEVELOP A RECOMMENDED REQUIREMENTS STATEMENT THAT CLEARLY OUTLINES CAPABILITIES FOR CURRENT AND FUTURE MARKSMANSHIP SIMULATION SYSTEMS. ADDITIONALLY, REQUIREMENTS FOR DISTANCE LEARNING TO INCLUDE: MCI, MOL, AND OTHER ONLINE AND DOWNLOADABLE CONTENT. PROPOSED COMMAND REPRESENTATION IS HQ ELEMENTS IN SUPPORT OF THE ADVOCATE, RESOURCE PROPONENT, IMPLEMENTATION, AND THE ELT CONTINUUM.

6.  SEQUENCE OF EVENTS:
A. MONDAY, 7 APRIL 2014, WILL BEGIN WITH OPENING REMARKS FROM THE ADVOCATE OR DIRECT DELEGATE FOLLOWED BY THE INBRIEF, AN OPPORTUNITY FOR BRIEFS ON EMERGING ISSUES (PRIOR ARRANGEMENT WITH SYMPOSIUM HOST REQUIRED), AND ANY BRIEFS OF INTEREST.
B. TUESDAY THROUGH WEDNESDAY WILL CONSIST OF BREAKOUT SESSIONS FOR THE WGS.
C. THURSDAY WILL CONCLUDE WITH OUTBRIEFS BY EACH WG LEAD TO THE ESC AND FOR THE ESC TO DEVELOP/FINALIZE THE OUTBRIEF TO THE ADVOCATE THAT WILL BE DELIVERED VIA THE CHAIN OF COMMAND FOLLOWING THE CONCLUSION OF THE SYMPOSIUM.
D. THURSDAY EVENING IS A RECOMMENDED TRAVEL DAY FOR ALL SYMPOSIUM MEMBERS.
7.  LOGISTICS:
A. THE LOCATION OF THE SYMPOSIUM AND ITS VARIOUS BREAKOUT SESSIONS WILL BE ABOARD CAMP UPSHUR, MCB QUANTICO, VA. MAPS AND DIRECTIONS WILL BE POSTED ON THE CMS WEBSITE LISTED IN PARAGRAPH 5.G.
B. ATTENDEES ARE ENCOURAGED TO SCHEDULE THEIR FLIGHTS VIA REAGAN NATIONAL AIRPORT (DCA) IN ALEXANDRIA, VA OR DULLES INTERNATIONAL AIRPORT (IAD) IN DULLES, VA.
