4.  COMMANDERS AND SELECTED MARINES ARE DIRECTED TO USE THE OCS WEBSITE AT HTTPS:WWW.TRNGCMD.USMC.MIL/OCS UNDER THE "CANDIDATES INFO" TAB AND REFS (I) THROUGH (K) FOR OCS PREPERATION RESOURCES AS WELL AS PERTINENT INFORMATION AND FORMS.
5.  COMMANDERS OF SELECTED MARINES MUST ENSURE A PRE-SHIP CHECKLIST IS COMPLETED AND SUBMITTED TO POC IN PARAGRAPH 14 NLT 2 MAY 2014 FOR OCC 216.  THE PRE-SHIP CHECKLIST, IS AVAILABLE ON THE OCS AND MCRC WEBSITES.  PHYSICAL FITNESS TESTS (PFT) MUST BE TAKEN NO EARLIER THAN 60 DAYS PRIOR TO OCC CONVENE DATE.  THE PFT DATE, INDIVIDUAL EVENT TOTALS, AND OVERALL SCORE MUST BE ANNOTATED ON THE PRE-SHIP CHECKLIST.  COMMANDERS, DO NOT SUBMIT CHECKLISTS WITH DATA THAT ARE NOT WITHIN OCS STANDARDS FOR PFT OR MARINE STANDARDS FOR HEIGHT, WEIGHT, AND BODY FAT.  ALL "YES" ANSWERS TO QUESTIONS 14-20 ON THE CHECKLIST THAT HAVE NOT BEEN PREVIOUSLY WAIVERD BY MCRC, MUST INCLUDE A HANDWRITTEN STATEMENT EXPLAINING EVENTS IN DETAIL TO INCLUDE SUPPORTING DOCUMENTATION IF APPLICABLE.  CONTACT POC IN PARAGRAPH 14 FOR WAIVER STATUS PRIOR TO FORWARDING THE CHECKLIST.
6.  BY SEPARATE CORRESPONDENCE, ECP SELECTS WILL BE GIVEN PERMANENT CHANGE OF STATION (PCS) ORDERS WITH TEMPORARY DUTY UNDER INSTRUCTION ENROUTE, AND MECEP SELECTS WILL RECEIVE TEMPORARY ADDITIONAL DUTY ORDERS BY THEIR PARENT COMMAND UPON RECEIPT OF FUNDING LETTER BY MCRC ON-E TO REPORT TO THE COMMANDING OFFICER, OCS, QUANTICO, VIRGINIA, ON THE CONVENING DATE OF ASSIGNED OCC ONCE DETERMINED MEDICALLY QUALIFIED.  ALL SELECTED MARINES ARE DIRECTED TO FORWARD THEIR ITINERARY INFORAMTION AND COPY OF OCS ORDERS ELECTRONICALLY TO THE POC IN PARAGRAPH 14.  ALL TRAVEL CLAIMS WILL BE SETTLED UPON ARRIVAL AT THE BASIC SCHOOL (TBS) FOR ECP SELECTS OR DIRECTED DUTY STATION FOR MECEP SELECTS.
7.  ECP SELECTS SHOULD TERMINATE LEASE AGREEMENTS AND STORE HOUSEHOLD GOODS (HHG) IN TEMPORARY STORAGE.  DUE TO THE UNIQUE NATURE OF THE ECP PROGRAM, ECP SELECTS WILL UTILIZE MARADMIN 029/11 AS THE SOURCE DOCUMENTATION FOR ENACTING THEIR PCS MOVE TO OCS:
    (1) MARINES IN THE CATEGORIES IDENTIFIED IN PARAGRAPH 3B OF MARADMIN 029/11 WILL BE ISSUED PCS TEMPORARY DUTY UNDER INSTRUCTION (TEMINS) ENROUTE ORDERS DIRECTING THEM TO REPORT TO THE APPROPRIATE SPECIAL DUTY ASSIGNMENT (SDA) SCHOOL.  THESE MARINES WILL BE AUTHORIZED TO HAVE THEIR LOCAL PERSONAL PROPERTY OFFICE ARRANGE FOR NON-TEMPORARY STORAGE (NTS) OF THEIR HHG USING THE PCS NTS LINE OF ACCOUNTING (LOA) IDENTIFIED ON THE WEB ORDERS OR OTHER OFFICIAL CORRESPONDENCE FROM HEADQUARTERS MARINE CORPS BEFORE DEPARTING FROM THEIR CURRENT PERMANENT DUTY STATION (PDS) IN PCS STATUS TO THEIR SDA SCHOOL.  FURTHER, THESE MARINES ARE AUTHORIZED REIMBURSEMENT FOR TRAVEL AND TRANSPORTATION ALLOWANCES AND TRAVEL TIME TO THE SDA SCHOOL, TO INCLUDE USE OF A POV IN ACCORDANCE WITH REF (C).  PRIOR TO COMPLETION OF THE SDA SCHOOL, THE SDA SCHOOL OFFICER IN CHARGE (OIC) WILL ISSUE, BY ENDORSEMENT, CONTINUATION ORDERS TO THE FINAL SDA PDS LOCATION.
8.  ECP SELECTS WHO SUCCESSFULLY COMPLETE OCS WILL BE COMMISSIONED TO THE GRADE OF SECOND LIEUTENANT IN THE U.S. MARINE CORPS.  MECEP SELECTS WHO SUCCESSFULLY COMPLETE OCS WILL RETURN TO THEIR PARENT COMMAND UNTIL REQUIREMENTS ARE MET TO RECEIVE PCS ORDERS TO REPORT TO AN NROTC COLLEGE OR UNIVERSITY, CROSS-TOWN AFFILIATE OR CONSORTIUM IN ACCORDANCE WITH REFS (D) AND (E).
9.  MECEPS ARE REQUIRED TO MAINTAIN A FULL-TIME ACADEMIC SCHEDULE THAT MEETS THE COLLEGE OR UNIVERSITY'S FULL-TIME STUDENT STATUS AND ENABLE THEM TO GRADUATE IN THE MOST EXPEDIENT MEANS POSSIBLE.  MECEP STUDENTS ARE EXPECTED TO GRADUATE IN 4 YEARS OR LESS AND MAINTAIN A GRADE POINT AVERAGE OF 2.50.  MECEPS ARE ALSO REQUIRED TO PARTICIPATE IN THE NROTC DRILL/LABORATORY IN THE SAME MANNER AS MIDSHIPMEN.  IT IS ESSENTIAL THAT SELECTED MARINES CONTACT THE MARINE OFFICER INSTRUCTOR AT THEIR DESIRED NROTC AFFILIATED SCHOOL LISTED AT WEBSITE WWW.NROTC.NAVY.MIL FOR ADMISSIONS ASSISTANCE.  PCS ORDERS WILL NOT BE ISSUED WITHOUT AN
UNCONDITIONAL LETTER OF ACCEPTANCE WITH START SEMESTER.  ONCE PCS ORDERS ARE ISSUED, MECEP MARINES WILL NOT BE AUTHORIZED PCS MOVES TO TRANSFER TO ANOTHER COLLEGE OR UNIVERSITY FROM WHICH ORIGINALLY ORDERED, UNLESS WITHIN THE SAME CONSORTIUM.  APPROVED MOVES WILL BE PERSONALLY FUNDED BY THE MECEP MARINE.
10.  SELECTED MARINES ARE CONSIDERED OFFICER CANDIDATES (REGARDLESS OF RANK) WHILE ATTENDING OCS.  ALL SELECTS ARE DIRECTED TO USE THE OCS WEBSITE LISTED IN PARAGRAPH 4, UNDER CANDIDATE INFORMATION, FOR SPECIFIC REQUIREMENTS CONCERNING ARRIVAL INFORMATION, REQUIRED GEAR, DRESS CODE, GROOMING, PFT SCORING AND FITNESS PREPARATION.  ALL SELECTS MUST ALSO PAY ATTENTION TO THE FOLLOWING GUIDANCE:
    A.  SELECTED MARINES ARE NOT GUARANTEED TO ATTEND THE OCS CLASS WHICH THE BOARD ALIGNS WITH.  OCS CLASS DATES ARE TENTATIVE AND SUBJECT TO CHANGE.  MARINES SHALL HAVE NO MORE THAN TWO OPPORTUNITIES TO COMPLETE OCS.  MARINES NOT PHYSICALLY QUALIFIED PER REF (F) TO COMPLETE OCS (E.G. MEDICALLY DISQUALIFIED FROM STARTING OR COMPLETING OCS) IN THEIR FIRST ATTEMPT WILL BE CONDITIONALLY RETAINED IN THEIR RESPECTIVE PROGRAM, IF NOT PERMANENTLY MEDICALLY DISQUALIFIED FOR COMMISSIONING BY BUMED.  REQUESTS TO ATTEND OCS FOR A SECOND ATTEMPT MUST BE ENDORSED BY THE MARINE'S CHAIN OF COMMAND TO THE GO LEVEL AND APPROVED BY CG MCRC.
    B.  CANDIDATES ARE REQUIRED TO PARTICIPATE IN OFFICER CANDIDATE TRAINING FOR THE MINIMUM PERIOD OF FOUR WEEKS, UNLESS SOONER DISENROLLED FOR CAUSE BEFORE ANY VOLUNTARY REQUEST FOR DISENROLLMENT WILL BE CONSIDERED.  THE COMMANDING OFFICER OF OCS IS AUTHORIZED TO EFFECT INVOLUNTARY DISENROLLMENT FOR CAUSE DURING ANY PHASE OF OFFICER CANDIDATE TRAINING.  ECP, MECEP, AND RECP SELECTS WHO ARE DISENROLLED BY OCS WILL RETURN TO THEIR PARENT COMMAND.
    C.  QUALIFIED CANDIDATES ASSIGNED TO OCC-216 ARE REQUIRED TO REPORT TO OCS ON 2 JUNE 2014.  CANDIDATES ARE DIRECTED TO HAND CARRY TO OCS A COPY OF OFFICIAL ORDERS, SERVICE RECORD BOOK (IF NOT CONVERTED TO ELECTRONIC SERVICE RECORD), MEDICAL, AND SHOT RECORDS.  DO NOT MAIL ANY OF THE ABOVE TO OCS OR MCRC.  ALL OFFICER CANDIDATE FLIGHTS WILL ARRIVE AT REAGAN NATIONAL AIRPORT, WASHINGTON, D.C. (DCA) PRIOR TO 1700 EASTERN STANDARD TIME ON 2 JUNE 2014.  TRANSPORTATION FROM DCA IS PROVIDED BY COMMERCIAL BUSES FOR CANDIDATES BETWEEN 1600-2000 ON THE ARRIVAL DATE.  UPON ARRIVAL AT DCA, CANDIDATES WILL MEET THE MARINE LIAISON TEAM, WEARING SEASONAL SERVICE UNIFORM, AT TERMINAL "A" BY THE UNITED SERVICE ORGANIZATION (USO) OFFICE BETWEEN 1600 AND 2000.  CANDIDATES ARRIVING AFTER 2000 OR TO DULLES INTERNATIONAL AIRPORT MUST SECURE TRANSPORTATION TO OCS VIA THE SUPER SHUTTLE AT THE CANDIDATE'S EXPENSE.
    D.  CANDIDATES ATTENDING OCC-216 ARE AUTHORIZED TO DRIVE POV TO OCS.  CANDIDATES DRIVING POV WILL ARRIVE AT OCS BETWEEN THE HOURS OF 1600 AND 2000 ON 2 JUNE 2014.  CANDIDATES WHO ARRIVE BEFORE 1600 WILL BE TURNED AWAY AND INSTRUCTED TO REPORT BACK DURING DESIGNATED ARRIVAL WINDOW.  POV CANDIDATES WILL ARRIVE AT OCS IN APPROPRIATE CIVILIAN ATTIRE AS DIRECTED ON THE OCS WEBSITE.  CANDIDATES MUST HAVE IN THEIR POSSESSION A VALID DRIVER'S LICENSE, CURRENT VEHICLE REGISTRATION, AND PROOF OF INSURANCE.  CANDIDATES WILL BE INSTRUCTED WHERE TO PARK UPON ARRIVAL.  PARAGRAPHS 3A AND 3C OF REF (I) PERTAINS.  MARINES ARE DIRECTED TO FOLLOW GUIDANCE OF REF (I) UNTIL REF (K) IS RELEASED AND AVAILABLE ON THE OCS AND MCRC WEBSITE.  CANDIDATES MUST COLLECT AND RETAIN ALL RECEIPTS FOR TRAVEL.  MECEP CANDIDATES WILL FILE A TRAVEL CLAIM FOR TRAVEL REIMBURSEMENT UPON COMPLETION OF OCS AT THEIR HOME STATION.  ECP MARINES WILL FILE A TRAVEL CLAIM AT TBS ONCE THEY HAVE COMPLETED OCS.  ECP MARINES THAT DO NOT COMPLETE OCS, MUST FILE THEIR TRAVEL CLAIM AT THEIR HOME STATION.
    E.  SELECTED MARINES ATTENDING OCC-216 ARE ENTITLED TO PAY AND ALLOWANCES COMMENSURATE WITH THE ENLISTED GRADE SHOWN ON THE RIGINAL ORDERS TO OCS, BUT NOT LESS THAN THAT PRESCRIBED FOR A SERGEANT.  FOR MARINES THAT ARE RECEIVING PAY COMMENSURATE TO CORPORAL AND BELOW UPON REPORTING TO OCS, THE PRESCRIBED SERGEANT PAY AND ALLOWANCES ARE ONLY EFFECTIVE DURING TRAINING AT OCS.  UPON COMPLETION OF TRAINING AT OCS THE ORIGINAL PAY AND ALLOWANCES FOR CORPORAL AND BELOW WILL BE RESTORED.
    F.  ALL CANDIDATES ARE REQUIRED TO BRING A CREDIT OR DEBIT CARD WITH AT LEAST 450 DOLLARS IN AVAILABLE FUNDS TO PURCHASE THEIR NECESSARY ITEMS.  CASH SALES OFFERS THE OPTION TO PAY FOR BAG ISSUE BY CREDIT OR DEBIT CARD.  OCS WILL NOT LEND MONEY OR APPLY A CHECKAGE FOR A CANDIDATE'S BAG ISSUE OR OTHER REQUIRED COSTS.  PARTICULAR CONSIDERATION SHALL BE GIVEN TOWARDS BRINGING ENOUGH CASH FOR WEEKLY HAIRCUTS AND POST EXCHANGE (PX) VISITS.  THESE EVENTS CAN TOTAL 20 DOLLARS A WEEK.  IT IS RECOMMENDED THAT CANDIDATES BRING NO LESS THAN 60 DOLLARS AND NO MORE THAN 100 DOLLARS IN CASH.  CANDIDATES ARRIVING WITHOUT THE REQUIRED FUNDS MAY BE DISENROLLED IF IT IS DEEMED THAT THEY ARE FINANCIALLY INCAPABLE OF MEETING THE INITIAL PROCUREMENT OF ITEMS NECESSARY TO COMMENCE TRAINING.
    G.  SUBMISSION OF MEDICAL EXAMINATION DOCUMENTS ALONE TO MCRC ON-E DOES NOT QUALIFY A CANDIDATE TO SHIP TO OCS.  ALL SELECTS MUST HAVE BEEN DETERMINED MEDICALLY QUALIFIED FOR COMMISSIONING BY BUMED PRIOR TO REPORTING TO OCS.  SELECTS THAT DO NOT MEET THE MEDICAL QUALIFICATION WILL BE CONTACTED BY POC IN PARAGRAPH 14.

    J.  ECP SELECTS CLAIMING DEPENDENTS ARE REQUIRED TO SUBMIT A DEPENDENCY BAH APPLICATION (NAVMC 10922) PRIOR TO ARRIVAL AT OCS.  ANY CHANGES IN DEPENDENCY REQUIRES SUPPORTING DOCUMENTS.  SELECTED MARINES, REGARDLESS OF ACTIVE OR RESERVE, ARE DIRECTED TO BRING ALL OF THE BELOW DOCUMENTS.  SUBMISSION OF THE DEPENDENCY BAH APPLICATION TO INCLUDE MARRIAGE CERTIFICATE, DIVORCE DECREES, BIRTH CERTIFICATES, COURT DOCUMENTS (CHILD SUPPORT), AND ADOPTION PAPERS MUST BE BROUGHT TO OCS.
    K.  CANDIDATES ARE NOT AUTHORIZED TO BRING ANY TYPE OF PERSONAL WEAPONS TO OCS SUCH AS KNIVES, HANDGUNS, RIFLES OR AMMUNITION.
11.  ALL CANDIDATES TO INCLUDED OCS DROPS, MUST ENSURE PRIOR TO DEPARTING OCS, THAT THEY OBTAIN THEIR MEDICAL AND RECORD BOOKS.
12.  MECEP SELECTS MUST AGREE TO REENLIST OR EXTEND AS NECESSARY TO HAVE AT LEAST 72 MONTHS OF OBLIGATED SERVICE IN THE REGULAR MARINE CORPS NO LATER THAN 90 DAYS AFTER OCS GRADUATION AND PRIOR TO DETACHING FROM THEIR PARENT COMMAND.  MARINES ARE REQUIRED TO MAINTAIN A 4 YEAR OBLIGATED SERVICE COMMITMENT DURING THE ENTIRETY OF THEIR ENROLLMENT IN MECEP.  MARINES CANNOT EXECUTE PCS ORDERS FROM THEIR PARENT COMMAND UNTIL ENLISTMENT OR EXTENSION IS APPROVED.  QUESTIONS PERTAINING TO RE-ENLISTMENTS OR EXTENSIONS CAN BE DIRECTED TO GUNNERY SERGEANT COREY MOORE AT (703) 432-9151 OR EMAIL:  COREY.MOORE(AT SYMBOL).USMC.MIL.
13.  AS A REMINDER, THE FY15 BOARD 1 WILL CONVENE 14 JULY 2014.  APPLICATIONS FOR BOARD 1 ARE DUE TO MARINE CORPS RECRUITING COMMAND, OFFICER NAVAL AND ENLISTED (MCRC ON-E), 3280 RUSSELL ROAD, QUANTICO, VA 22134, NO LATER THAN 30 MAY 2014.  APPLICANTS AND COMMANDS MUST COMPLY WITH APPLICATION DUE DATES ESTABLISHED.  NO EXTENSIONS FOR PACKAGE SUBMISSION WILL BE ENTERTAINED.  MARINES OR COMMANDS THAT CANNOT MEET THE ESTABLISHED PACKAGE DEADLINE DATES MUST APPLY TO THE NEXT AVAILABLE BOARD.  AN ORIGINAL AND COMPLETE APPLICATION MUST BE SENT TO MCRC VIA DIRECT MAIL ONLY.  DUE TO THE VOLUME OF EMAILS, ELECTRONIC APPLICATIONS WILL NOT BE ACCEPTED AS BOARD SUBMISSIONS.  MARINES AND COMMANDS SHOULD USE THE SAMPLE PROGRAM APPLICATIONS AND CHECKLISTS LOCATED ON THE MCRC WEBSITE AT WWW.MCRC.MARINES.MIL FOR BASIC FORMAT AND CONTENT. SELECT MARINE OFFICER, THEN OFFICER PROGRAMS.  SELECT EITHER ECP/RECP/MCP-R OR MECEP INFORMATION TAB FOR SAMPLE APPLICATIONS AND CHECKLIST.  OTHER NECESSARY FORMS ARE LOCATED UNDER GENERAL INFORMATION TAB.  APPLICANTS MUST USE THE MCRC ON-E INFORMATION APPLICATION WITH PRIVACY ACT IN PLACE OF THE DATA SHEET AND APPLICATION FORMS CONTAINED IN REFS (A), (C), AND (D).  ENSURE THE INFORMATION APPLICATION FORM IS ACCURATE AND THE INFORMATION REFLECTS THE SOURCE DOCUMENTS (SAT, GPA, TRANSCRIPTS, HEIGHT/WEIGHT, ETC.).  APPLICANT MUST USE FULL SOCIAL SECURITY NUMBER ON THIS FORM.  THE ELECTRONIC DATA INTERCHANGE PERSONAL IDENTIFIER CAN BE USE THROUGHOUT THE REST OF THE APPLICATION.  APPLICATIONS MUST CONTAIN ENDORSEMENTS FROM THE MARINE'S CHAIN OF COMMAND TO INCLUDE A GENERAL OFFICER (GO), ACTING OR EQUIVALENT LEVEL ENDORSEMENT.  DO NOT FORWARD APPLICATIONS TO MCRC ON-E FOR APPLICANTS WHO ARE "NOT RECOMMENDED" FOR PROGRAM SELECTION BY THE MARINE'S GO LEVEL.  INELIGIBLE APPLICANTS AND APPLICATIONS RECEIVED WITHOUT ALL REQUIRED ENDORSEMENTS WILL NOT BE CONSIDERED BY THE BOARD.
