GENTEXT/REMARKS/1.  BACKGROUND.  HEADQUARTERS MARINE CORPS (HQMC) IDENTIFIED A NEED FOR A STAND-ALONE CASE MANAGEMENT SYSTEM TO TRACK NON-MEDICAL PSYCHOLOGICAL HEALTH SERVICES PROVIDED TO MARINES, ATTACHED SAILORS, AND THEIR FAMILIES BY MARINE CORPS COMMUNITY SERVICES (MCCS) BEHAVIORAL HEALTH (BH) PROGRAMS. THE BEHAVIORAL HEALTH INTEGRATED CASE MANAGEMENT SYSTEM (BHICMS) UTILIZES THE RECOVERY COORDINATION PROGRAM SUPPORT SOLUTION.
2.  BHICMS FACILITATES: CARE COORDINATION AMONG MULTIPLE PROVIDERS; IMPROVES OPERATIONAL EFFICIENCY AND REDUCES COSTS ASSOCIATED WITH CURRENT PAPER BASED SYSTEM AND PROCESS; STREAMLINES PROCESSES VIA STANDARDIZATION AND CONSOLIDATES SEVERAL INDEPENDENT LEGACY DATABASE SYSTEMS.
3.  MCCS BH PROGRAMS AND PERSONNEL WILL MIGRATE TO BHICMS USING A PHASED APPROACH.
A.  PHASE I: INSTALLATIONS MCB CAMP LEJEUNE, MCAS CHERRY POINT, MCAS MIRAMAR, AND MCB KANEOHE BAY WERE TRAINED AUGUST AND SEPTEMBER 2012.
B.  PHASE II: INSTALLATIONS MCB QUANTICO, HENDERSON HALL; DECEMBER 2013, MCLB ALBANY, MCAS BEAUFORT/MCRD PARRIS ISLAND; MARCH 2014, AND MCAS NEW RIVER; AUGUST 2014.
C.  PHASE III: INSTALLATIONS MCLB BARSTOW, MCRD SAN DIEGO; APRIL 2014, MCAGCC TWENTYNINE PALMS; MAY 2014, AND MCAS YUMA; JULY 2014.
D.  PHASE IV: INSTALLATIONS MCB CAMP PENDLETON; MAY 2014, MCAS IWAKUNI, MCB OKINAWA (CAMP BUTLER); JUNE 2014, AND MARFORRES; JULY 2014.
E.  SPECIFIC IMPLEMENTATION REQUIREMENTS/INSTRUCTIONS WILL BE FORTHCOMING AND COORDINATED VIA THE DESIGNATED PHASE.
4.  HQMC, MARINE AND FAMILY PROGRAMS DIVISION (MF) PROVIDES INSTALLATION BHICMS TRAINING AND ACCESS.  LOCAL INSTALLATION MCCS AND INSTALLATION COMMANDERS ARE REQUIRED TO IDENTIFY SUPER USERS AND ENSURE PERSONNEL HAVE COMPETENCY IN SYSTEM UTILIZATION TO THE FULLEST EXTENT.  FOLLOWING COMPLETION OF THE REQUIRED TWO DAY BHICMS TRAINING, EACH USER WILL HAVE A 2 WEEK PERIOD WITH A TESTING ACCOUNT WITHIN THE BHICMS TRAINING SERVER.
5.  AFTER THE 2 WEEK PERIOD EACH USER MUST REGISTER FOR AN M&RA PORTAL ACCOUNT VIA HTTPS:(SLASH) (SLASH) WWW.MANPOWER.USMC.MIL. WITHIN THE JUSTIFICATION STATEMENT, USER MUST INSERT THE FOLLOWING STATEMENT: NEW RECOVERY CARE COORDINATOR (RCC) REQUESTING ACCESS TO THE BHICMS SYSTEM FOR JOB FUNCTIONS FOR BH USMC MF.  WITHIN 24 HOURS AN EMAIL WILL BE SENT WITH ACCOUNT CREATION COMPLETION.  THE OFFICE OF THE SECRETARY OF DEFENSE ESTABLISHES THE SYSTEM PARAMETERS.
6.  USERS MUST REGISTER FOR BHICMS VIA HTTPS:/WWW.MANPOWER.USMC.MIL/RCPSS AND SELECT ACCEPT. ON THE MY PERMISSIONS PAGE FILL IN TITLE, CHOOSE ROLE OF RCC, PRIMARY ASSOCIATION CHOOSE USMC MF, SERVICE CHOOSE MARINES, AND COMPONENT CHOOSE ACTIVE, PRIMARY LOCATION CHOOSE 1 OF THE FOLLOWING BELOW:

7.  ACCESS WILL BE DENIED FOR USERS WHO CHOOSE A PRIMARY LOCATION OTHER THAN THE LOCATIONS LISTED ABOVE, AND REGISTRATION WILL NOT BE COMPLETED.
8.  TO GAIN ACCESS, USERS MUST THEN INSERT THE FOLLOWING STATEMENT WITHIN THE JUSTIFICATION STATEMENT BOX: NEW RCC REQUESTING ACCESS TO THE BHICMS SYSTEM FOR JOB FUNCTIONS FOR BH USMC MF.
9.  USERS WILL ENTER NEW CASES UTILIZING THE MOST CURRENT VERSION OF THE BHICMS WORKING GUIDE PROVIDED BY HQMC (MF) UPON TRAINING COMPLETION.
10.  SUSTAINMENT OF OPERATIONAL CAPACITY IS THE RESPONSIBILITY OF THE SUPER USER/SUBJECT MATTER EXPERT FOR EACH INSTALLATION.  EACH INSTALLATION DESIGNATED A SUPER USER/SME IN NOVEMBER 2013.  THE SUPER USER/SME TRAINS ALL NEW PERSONNEL, PROVIDES SUSTAINMENT TRAINING AND IS THE BHICMS POINT OF CONTACT LIAISON WITH HQMC (MF).
11.  HQMC (MF) RECOMMENDED FILLABLE FORMS, PENDING HQMC (AR) APPROVAL, ARE FORTHCOMING AND WILL BE LOCATED IN THE DOCUMENT LIBRARY WITHIN RCP-SS.
12.  PROVIDERS MUST CONTINUE TO MAINTAIN PAPER COPIES UNTIL NOTIFIED BY HQMC. INSTALLATIONS REQUIRING ADDITIONAL TECHNICAL ASSISTANCE CAN CONTACT THE POC LISTED IN THIS MSG.
13.  THIS MARADMIN IS CANCELLED 30 SEPTEMBER 2015.
