GENTEXT/REMARKS/1. THIS MARADMIN ANNOUNCES THE ACADEMIC YEAR (AY)2015-16 RESERVE OFFICER PROFESSIONAL MILITARY EDUCATION (RPME) BOARD CONVENING 22 SEP 2014 AND SOLICITS APPLICATIONS FROM THOSE DESIRING ATTENDANCE AT FULL-LENGTH SCHOOLS (FLS) FOR SENIOR LEVEL COLLEGE (SLC), INTERMEDIATE LEVEL COLLEGE (ILC), OR CAREER LEVEL SCHOOL (CLS), STAFF TRAINING COURSES (STC), AND THE DISTANCE EDUCATION PROGRAM (DEP).
2.  ALL FLS, STC AND DEP APPLICANTS WHO DESIRE FUNDED ORDERS WILL BE BOARD SELECTED.  OFFICERS WHO MEET ANY OF THE FOLLOWING CRITERIA ARE INELIGIBLE TO APPLY FOR FLS, STC, OR DEP:
    A.  OFFICERS (EXCEPT COLS) WHO ARE IN ZONE OR ABOVE ZONE ON THE NEXT SCHEDULED PROMOTION BOARD.
    B.  OFFICERS THAT HAVE COMPLETED AN EQUIVALENT FUNDED FLS OR DEP.
    C.  OFFICERS WITH APPROVED RETIREMENTS, RESIGNATIONS OR PENDING CONDITIONAL RELEASE.
    D.  OFFICERS WITH LESS THAN THREE YEARS COMMISSIONED SERVICE REMAINING.
    E.  OFFICERS APPLYING FOR FLS WHOSE MANDATORY REMOVAL DATE IS 1 OCTOBER 2017 OR EARLIER WILL NOT BE CONSIDERED.
    F.  UR OFFICERS CURRENTLY IN THE INDIVIDUAL READY RESERVE (IRR)/MOBILIZATION TRAINING UNIT (MTU) EXCEEDING SIX MONTHS AT THE TIME THE BOARD CONVENES.
    G.  AR OFFICERS WHO MEET QUALIFICATIONS FOR CAREER DESIGNATION IN THE FALL 2014 OR SPRING 2015, ARE ELIGIBLE TO APPLY. OFFICERS SELECTED BY THE RPME BOARD, WHO FAIL TO BE CAREER DESIGNATED WILL BE DISQUALIFIED AND INELIGIBLE TO ATTEND FUNDED FLS, STC OR DEP.
3.  RESIDENT FLS (SLC/ILC/CLS)
    A.  MOBILIZED OFFICERS ARE ELIGIBLE TO APPLY, BUT MUST END CURRENT MOBILIZATION ORDERS 15 DAYS PRIOR TO COMMENCING FLS IF SELECTED.
    B.  AR OFFICERS (LTCOL, LTCOL (SEL), MAJ, MAJ (SEL), CAPT, CAPT (SEL)) WITH TWO SLATE YEARS TIME ON STATION (TOS) (APPROXIMATELY 24 MONTHS) AND NOT HAVING FAILED SELECTION FOR PROMOTION TO THE NEXT HIGHER GRADE WILL BE AUTOMATICALLY SCREENED FOR CONSIDERATION TO ATTEND FLS. AR OFFICERS ARE ENCOURAGED TO SUBMIT AN APPLICATIONPACKAGE BY THE DEADLINE AS LISTED BELOW VIA THE RPME APPLICATION WEBSITE EXPLAINED IN PAR 7A.  ELIGIBLE AR OFFICERS MAY REQUEST TO OPT OUT OF AUTOMATIC SCREENING VIA THE RPME DROP-DOWN BOX PROVIDED ON THE RPME ON-LINE APPLICATION.  THE FINAL DETERMINATION ON WHETHER OR NOT TO BE CONSIDERED WILL BE MADE BY RESERVE AFFAIRS PERSONNEL MANAGEMENT BRANCH (RAM), BASED ON THE NEEDS OF THE AR PROGRAM. FAVORABLE CONSIDERATION TO BE REMOVED FROM CONSIDERATION WILL NORMALLY BE GRANTED FOR THE FOLLOWING REQUESTS:
        (1) THE CURRENT ASSIGNMENT IS DEEMED CRITICAL TO UNIT MISSION. RAM WILL COMMUNICATE WITH UNIT LEADERSHIP TO VALIDATE THE REQUEST.
        (2) THE AR OFFICER DESIRES PCS ORDERS IN 2015.  FUTURE ASSIGNMENT WILL BE DETERMINED VIA THE NORMAL SLATING PROCESS.
    C.  SPECIFIC ELIGIBILITY:
        (1) LTCOL, LTCOL (SEL) (SLC); MAJ, MAJ (SEL) (ILC); AND CAPT, CAPT (SEL) (CLS).
        (2) PME COMPLETE APPROPRIATE BY GRADE TO INCLUDE JPME I FOR RESIDENT SLC.
        (3) AR OFFICERS APPLYING TO FLS MUST HAVE MET THE TWO YEARS TIME ON STATION REQUIREMENT PRIOR TO 1 AUG 2015. THE TOS REQUIREMENT MAY BE WAIVED DOWN TO 22 MONTHS.
        (4) OFFICERS CURRENTLY ASSIGNED COMMAND MUST COMPLETE 24 MONTHS IN COMMAND PRIOR TO COURSE CONVENING DATE.
        (5) OFFICERS APPLYING FOR RESIDENT FLS MUST MEET THE SECURITY CLEARANCE REQUIRED BY EACH SCHOOL. ONCE SELECTED, THE OFFICER SHOULD IMMEDIATELY CONTACT HIS/HER SECURITY MANAGER TO ENSURE THE APPROPRIATE LEVEL OF CLEARANCE IS UP-TO-DATE.

    H.  (UR) OFFICERS PARTICIPATING IN ANY FUNDED PME PROGRAM OF STUDY (EXCLUDING 2 WEEK STC'S) WILL INCUR A SELECTED RESERVE (SELRES) DRILLING AFFILIATION OBLIGATION FOR 24 CONTINUOUS MONTHS FOLLOWING THE COMPLETION OF A PROGRAM OF STUDY. THIS REQUIREMENT IS TO ENSURE THAT THE RESERVE COMPONENT (RC) REALIZES A RETURN ON THE INVESTMENT MADE IN EDUCATING OFFICERS THROUGH THESE PROGRAMS. TO MORE EFFECTIVELY ENFORCE THIS REQUIREMENT, THE FOLLOWING APPLIES:
        (1) UR OFFICERS WILL SIGN A SEPARATE WRITTEN AGREEMENT TO TRAIN (SWAT) AT THE TIME OF APPLICATION TO ALL FUNDED FLS OR DEP PME PROGRAMS OF STUDY TO ACKNOWLEDGE AND ACCEPT THE SELRES DRILLING AFFILIATION REQUIREMENT. FLS OR DEP APPLICATIONS SUBMITTED WITHOUT A SIGNED SWAT WILL NOT BE ACCEPTED.
        (2) 90 DAYS FOLLOWING GRADUATION, OFFICERS MUST BE JOINED TO EITHER A SELECTED MARINE CORPS RESERVE (SMCR) DRILLING UNIT OR AN INDIVIDUAL MOBILIZATION AUGMENTEE (IMA) BILLET IDENTIFICATION CODE (BIC) THAT MATCHES HIS OR HER GRADE AND MOS.
        (3) SUBSEQUENT FAILURE TO AFFILIATE FOLLOWING GRADUATION WILL BE HANDLED IN ACCORDANCE WITH THE SWAT SIGNED AT THE TIME OF APPLICATION.
        (4) A MANDATORY DRILL STOP DATE OF 24 MONTHS WILL BE REPORTED ON UNIT DIARY BY CMC (RAM-3) UPON COMPLETION OF THE COURSE.
    I.  PER REF (B), ALL RESIDENT FLS LISTED IN THIS MARADMIN ARE SUBJECT TO CHANGE BASED ON FINAL ALLOCATION AND VALIDATION OF SCHOOL SEATS.
4.  THE DISTANCE EDUCATION PROGRAM (DEP).  UR OFFICERS IN THE READY RESERVE (SMCR, AR, IMA, AND IRR) ARE ELIGIBLE FOR CONSIDERATION IF THEY MEET THE SPECIFIC ELIGIBILITY CRITERIA LISTED WITH EACH OPPORTUNITY BELOW. THOSE SELECTED FOR DEP WHO ACCEPT AND LATER DECLINE WILL HAVE AN OFFICIAL LETTER PLACED IN THEIR OMPF. THE COMMAND AND STAFF (CSC), AND EXPEDITIONARY WARFARE (EWS) BLENDED AND WEEKEND SEMINAR PROGRAMS WILL BE ADMINISTERED BY THE COLLEGE OF DISTANCE EDUCATION AND TRAINING (CDET).  ELIGIBLE APPLICANTS FOR THE BLENDED AND WEEKEND SEMINAR PROGRAMS WILL BE NOTIFIED BY SEPARATE CORRESPONDENCE FROM CDET. 7.  APPLICATION PROCESS
    A.  THE DEADLINE FOR SUBMITTING THE APPLICATION AND UPDATED MATERIAL IS 3 SEP 2014, 2359 EST. LATE SUBMISSIONS WILL NOT BE ACCEPTED.  THE WEB-BASED, ONLINE RPME APPLICATION IS THE PRIMARY MECHANISM FOR OFFICERS TO COMMUNICATE WITH THE BOARD. OFFICERS APPLYING FOR RPME MUST GO TO THE RPME APPLICATION WEBSITE AT WWW.MANPOWER.USMC.MIL/APPLICATION.  OFFICERS WITH AN M AND RA PORTAL ACCOUNT WILL PROCEED TO THE LOGIN PROCESS. OFFICERS WHO DO NOT HAVE AN M AND RA PORTAL ACCOUNT WILL RECEIVE A 404 ACCESS ERROR.  WITHIN THE ERROR MESSAGE ARE INSTRUCTIONS ON HOW TO REGISTER FOR AN M AND RA PORTAL ACCOUNT. THE PRIMARY MEANS OF CONFIRMING RECEIPT OF A PHOTOGRAPH IS THROUGH THE ONLINE OMPF VIA MOL.PHOTOGRAPHS WILL BE AVAILABLE FOR VIEWING ONLINE WITHIN 24 HOURS OF PHOTOGRAPH RECEIPT BY CMC (MMRP-20).PHOTOGRAPHS ARE CONSIDERED CURRENT IF SUBMITTED WITHIN 12 MONTHS PRECEDING THE CONVENING DATE OF THE BOARD. THE DATE LISTED ON THE PHOTOGRAPH TITLE BOARD, IS THE DATE USED TO DETERMINE WHETHER OR NOT AN OFFICER'S PROMOTION PHOTOGRAPH IS CURRENT FOR THE PURPOSE OF BOARD CONSIDERATION.     B.  NOTIFICATION OF SELECTION. THE BOARD WILL SELECT A NUMBER OF OFFICERS AS PRIMARIES EQUAL TO THE NUMBER OF SCHOOL SEATS AVAILABLE. THE BOARD WILL ALSO SELECT A SUFFICIENT NUMBER OF OFFICERS AS ALTERNATES TO MEET QUOTA REQUIREMENTS WHEN OFFICERS DECLINE OR OTHERWISE CANNOT ACCEPT. ONCE THE BOARD RESULTS ARE APPROVED, PRIMARY SELECTEES WILL BE ANNOUNCED VIA MARADMIN. APPLICANTS SELECTED AS PRIMARIES AND APPROVED BY CMC (RA), WILL RECEIVE CORRESPONDENCE FROM THIS HQ WITH SPECIFIC INFORMATION REGARDING SCHOOL SELECTION TO INCLUDE DATES. THE RESULTS MARADMIN WILL PROVIDE ADMINISTRATIVE GUIDANCE FOR ORDERS PROCESSING AND ISSUANCE. UNANTICIPATED RPME VACANCIES WILL BE FILLED BY ELEVATING OFFICERS FROM THE ALTERNATE LIST. ALTERNATES WILL BE LISTED BY RANK, NAME, PMOS, AND RESERVE COMPONENT ON THE RESERVE AFFAIRS PERSONNEL MANAGEMENT, CURRENT OPERATIONS AND PROGRAMS WEBSITE UNDER "TOP REQUESTS" AT WWW.MANPOWER.USMC.MIL.
