GENTEXT/REMARKS/1.  This guidance is issued to ensure that our Marines, Sailors, and civilian employees understand and exercise their rights and obligations of citizenship without violating statutes, regulations, or policies prohibiting official involvement or the appearance of official involvement in unofficial Presidential Inaugural activities.
2.  The following events are official government events that Marines and Sailors are authorized to wear their uniform to and to accept free attendance to:
    a. Wreath Laying Ceremony
    b. Welcome Celebration
    c. Inaugural Swearing-in ceremony
    d. Inaugural Parade
    e. National Prayer Service
    f. Three official Inaugural Balls:  (Both Presidential Inaugural Gala Balls held at the Walter E. Washington Convention Center, and the Commander in Chief’s Ball (Salute to the Services Ball)).
3.  There are a number of unofficial events planned in the National Capital Region during the Inaugural weekend, including rallies, marches, demonstrations and unofficial inaugural balls.  Marines, Sailors and civilian employees are advised that some of these events may be considered political activities as outlined by the references.
4.  Per Ref. B, active duty Marines and Sailors may:
    a. Express a personal opinion on political candidates or issues but not as a representative of the Armed Forces.
    b. Attend partisan and nonpartisan political fundraising activities, meetings, rallies, debates, conventions, or activities as a SPECTATOR when not in uniform and when no inference or appearance of official sponsorship, approval, or endorsement can reasonably be drawn.
5.  Per Ref. B, active duty Marines and Sailors may not:
    a. Speak before a partisan political gathering, including any gathering that promotes a partisan political party, candidate, or cause or participate in any radio, television, or other program or group discussion as an advocate for or against a partisan political party, candidate, or cause.
    b. March or ride in a partisan political parade.
6.  Federal civilian employees may take an active part in partisan political management and partisan political campaigns while off duty and outside the federal workplace.
7.  Marines, Sailors, and civilian employees should consult with their local ethics counselor prior to accepting free attendance at events that are not open and free to the public.
8.  Commanders and individual Marines, Sailors, and civilian employees who have questions concerning the scope of permissible political activities are encouraged to consult with their supporting Staff Judge Advocate or command counsel before engaging in such activity.
