GENTEXT/REMARKS/1.  Purpose.  This message solicits applicants for the National Security Agency (NSA) - U.S. Cyber Command (USCYBERCOM) Joint Cyber Development Program (JCDP) Class of 2021.  Nominations are due to U.S. Marine Forces Cyber Command (MARFORCYBER) POC NLT 15 Sep 2017.
2.  Program.  Per REF A, the JCDP is three-year internship program led by NSA-USCYBERCOM and is designed for highly technically inclined individuals to further develop their skills in the areas of secure system design, vulnerability analysis, computer network defense, and computer network operations.  Upon completion of the internship, the selected Marine will be assigned to a technically demanding three-year follow-on utilization tour individually tailored to each applicant to best capitalize on his or her expertise.  The JCDP will produce exceptional Marine Corps technical leaders with deep expertise and experience.  These specially trained Marines will contribute to and lead future Marine Corps efforts in cyberspace operations and other related areas of technology, serving both the needs of the Marine Air Ground Task Force (MAGTF) and the Cyber Mission Force.
3.  Eligibility.
3.a.  Rank.
3.a.1.  Unrestricted active duty First Lieutenants or Captains.  Officers in the below zone for Major are ineligible.  Officers not yet selected for career designation will receive tentative selection by the panel pending the results of the officers selection by the Officer Retention Board in the spring of 2018.
3.a.2.  Active duty Chief Warrant Officer Two and Chief Warrant Officer Three.  Chief Warrant Officers in any promotion zone for Chief Warrant Officer Four promotion zone are ineligible.
3.a.3.  Active duty Sergeant to Gunnery Sergeant.  Marines in the below zone for Master Sergeant are ineligible.
3.b.  Marines must have completed their prescribed tour control factor, on their current set of orders, NLT 1 Oct 2018.
3.c.  All applicants must have the ability to continue service for six (6) years from programs start date.
3.d.  PMOS Proficiency.  Applicants must have demonstrated proficient performance within their PMOS.  Upon selection to the program, enlisted Marines will submit a Special Program reenlistment request via their Career Planner and attach a copy of the selection response message.
3.e.  Security Clearance.  Applicants must be eligible for a Top Secret security clearance with access to Sensitive Compartmented Information based on an adjudicated Single-Scope Background Investigation and a favorably adjudicated Counter-Intelligence polygraph before the class start date of 9 Jul 2018.
4.  Ineligibility.
4.a.  Marines who are pending, enrolled in, or previously matriculated from a Marine Corps funded graduate education, fellowship, or internship program (e.g. Naval Postgraduate School, Congressional Fellowship Program, Junior Officer Cryptologic Career Program, etc.) are ineligible.
4.b.  Marines that do not have the career timing to complete the program will not receive favorable concurrence from their PMOS monitor.
4.c.  Officers who have been twice passed for promotion selection.
4.d.  If an applicant is unsure of his or her status, contact the PMOS monitor to determine eligibility.
5.  Desired Qualifications and Experience.
5.a.  Bachelors degree plus advanced courses or equivalent experience in the areas of computer engineering, computer science, electronic and electrical engineering, or applied mathematics.
5.b.  Exceptional academic performance and professional accomplishments are desired as well as a demonstrated interest in and ability to perform technical hands-on oriented work.
5.c.  Well-developed oral and written communications skills.
5.d.  Working knowledge in one or more telecommunications or computer network disciplines (computer hardware, software, or networks).
5.e.  Desired previous experience should include from one or more of these areas:  telecommunications operations, CNO, SIGINT collection operations, INFOSEC, Information Assurance (Cybersecurity), or Research and Development.
5.f.  Demonstrated programming skills in C or C plus plus, Python and some assembly are desired.
6.  Application Process.
6.a.  Applicants must contact their PMOS monitor and the MARFORCYBER POC for questions about eligibility and to discuss the submission of a waiver if required.
6.b.  Marines will send completed applications via digitally signed and encrypted e-mail to the MARFORCYBER POC NLT 15 Sep 2017 with carbon copy to their PMOS monitor.
7.  Application Requirements.  Per REF B, submit Administrative Action (5216) NAVMC 10274 (REV. 9-11) with the following enclosures:
7.a.  A letter from the applicant (two pages or less), in Naval letterhead format, answering the following:
7.a.1.  Why do you think that JCDP is the right choice for you?  What are your goals that you wish to accomplish in JCDP?
7.a.2.  What experience with programming languages do you have?  List each programming language and your familiarity with it, how long you coded in it, and the year you last coded in it.  Only include languages for which you have actually written (or substantially modified) code.  Include any and all:  assembly, hardware-based, high-level and scripting languages.
7.a.3.  Other than programming language expertise listed above, how does your experience and training relate to the core fields (hardware, software, and networks)?
7.a.4.  Teaming:  Describe a positive teaming experience that you have had.  Describe your role on the team and how you contributed.  You may include experiences from work or school.
7.a.5.  Technical experience:  Describe an unclassified project that best exemplifies your technical development activities and experiences.  Tell us the technical details of your contributions to that project, Highlighting your strengths and weaknesses.  The project can be work, home or school related.
7.a.6.  Individual Project:  Give one example of a project where you worked by yourself with very little guidance, briefly describe what you accomplished, how you approached the problem, and how you liked or disliked working in that capacity.
7.b.  Two letters of recommendation attesting to the applicants leadership, technical skills and abilities, and overall performance.
7.c.  Transcripts for all undergraduate and graduate education.
7.d.  All relevant, approved waivers with command endorsements.
7.e.  Endorsement from O-5 Commander.
8.  Nomination packages are due by 15 September 2017.  The units final endorsing authority shall submit electronically an ADOBE Acrobat (.pdf) file and send to the MARFORCYBER POC (rwgrzel@nsa.gov) with a carbon copy to the appropriate MMOA POC2 or MMEA POC3.  Encrypted email will be used for the transmittal of any personally identifiable information or other sensitive information.
9.  Selection process.  The Marine Corps will convene a screening panel from MARFORCYBER and M (and) RA on 18 Sep 2017 to nominate up to 20 well-qualified candidates for consideration by the NSA-USCYBERCOM Selection Board.  The NSA-USCYBERCOM Selection Board will review nomination packages in Oct and Nov 2017, interview nominees in Nov and Dec 2017, and select two Marines for this program in Jan 2018.  The selection board will conduct interviews via VTC wherever possible, but nominating organizations must be prepared to fund TAD costs for an in-person interview if required.
10.  Selectees.  Personnel selected will be notified via email or phone and provided detailed reporting information via separate correspondence.  Selectees will report to MARFORCYBER no later than (NLT) 31 May 2018 to begin in-processing, orientation, and security clearance processing prior to the class start on 9 Jul 2018.
11.  Assignment.  Selection does not guarantee participation in this program.  Assignment is contingent on manpower resourcing priorities as determined by Manpower and Reserve Affairs.
12.  This bulletin is not applicable to the Marine Corps Reserve.
