GENTEXT/REMARKS/1.  Purpose.  The purpose of this MARADMIN is twofold:  (1) Identify planned actions to update current incidental driver policy and training requirements, and (2) provide interim guidance regarding Marine Corps Motor Transport incidental driver licensing and training.
2.  Situation.  Todays Motor Transport tactical wheeled vehicle fleet is more technologically advanced than ever before.  With this new technology, comes the requirement to thoroughly examine Motor Transport operations Tactics, Techniques, and Procedures (TTP) as well as training requirements.  This has never been more evident as the Marine Corps prepares to field the Joint Light Tactical Vehicle (JLTV).  The complexity, size, and restricted fields of view of the JLTV are just a few areas that will prove challenging, if we do not preemptively address training and licensing requirements for incidental drivers.  While an incidental driver can become proficient in vehicle operation, they cannot replace the technical abilities of a school-trained 3531 Motor Transport operator, who possesses specialized skills in the operation and employment of tactical wheeled vehicles in both administrative and tactical environments.  A comprehensive analysis of the training continuum for incidental drivers is needed to facilitate the development of an appropriate training track to meet the needs of the future force.
3.  Planned actions:  The Motor Transport Advocate/Occupational Field Sponsor will lead an effort with TECOM to conduct a comprehensive review of incidental driver licensing and training requirements of the Light Tactical Vehicle Family of Vehicles (LTV FoV) and special purpose vehicles (MRAP FoV, P-19R, Utility Task Vehicle), in order to:
3.A.  Identify training gaps and make changes to the Motor Transport Training and Readiness (T&R) Manual (Ref A) during the review scheduled for 2nd qtr FY 2018 (Jan 8 – 12, 2018) in order to establish a formal requirement for incidental driver training.
3.B.  Identify and make changes to the Tactical Motor Transport Licensing Officials Manual (Ref B) based on outputs of the above referenced analysis.
3.C.  Update policy as required in MCO 11240.118, The Licensing Program for Tactical Wheeled Motor Transport Equipment Operators (Ref C).
4.  Interim guidance:  To ensure the highest level of vehicle and driver safety, Operating Force Commanders will:
4.A.  Conduct a comprehensive review of Tables of Organization and Equipment (TO/E) to validate 3531 Motor Vehicle Operator requirements to support the operation of assigned medium and heavy motor transportation equipment, as well as incidental driver requirements to support LTV FoV and special purpose vehicles.
4.B.  Review internal Motor Transport incidental driver programs for effectiveness.
4.C.  Review incidental driver training procedures, including sustainment training, to ensure required levels of proficiency are maintained prior to operating Motor Transport tactical wheeled vehicles to include at a minimum:
4.C.1.  Incorporating the use of simulation to the greatest extent possible.
4.C.2.  Prohibiting incidental drivers from driving and/or performing the following advanced driving techniques prior to demonstrating mastery of the applicable advanced skills and/or completion of sustainment training, and demonstrating mastery of the applicable 3:38 PM 10/11/2017advanced skills:
4.C.2.a.  Drive an LTV while towing a disabled LTV of equal or lesser weight.
4.C.2.b.  Drive an LTV while towing a light tactical trailer.
4.C.2.c.  Drive an LTV using Night Vision Goggles (NVG) or other Driver Vision Enhancement (DVE) devices.
5.  Motor Transport leadership, at all levels, will provide the necessary guidance as needed for commanders in the operating forces to ensure driver proficiency and safety is paramount to the highest degree possible.  This will be accomplished by establishing an effective incidental driving sustainment training program at the unit level.
6.  End State.  Incidental drivers of Motor Transport LTV FoV and special purpose vehicles are adequately trained to safely execute their collateral duties as a driver in support of mission requirements.
7.  This MARADMIN is applicable to the Marine Corps Total Force.
