GENTEXT/REMARKS/1.  The purpose of this MARADMIN is to make changes to reference (a) regarding the delegation of certain foreign disclosure authorities in order to meet immediate operational and structural requirements until the full order is updated.
2.  Effective immediately, delegated disclosure authority for NDP-1 Category 8 information, as defined by the references, to Director, Marine Corps Intelligence (DIRINT) is hereby rescinded.  Delegation of NDP-1 Category 8 authority is instead granted to the Deputy Commandant, Information (DC I), and may be re-delegated to DIRINT at DC I discretion.
3.  The Deputy Commandant, Plans, Policies, and Operations (DC PPO) remains the delegated disclosure authority for NDP-1 Categories 1-7, as defined by the references, and the Executive Agent for the Marine Corps Foreign Disclosure Program IAW reference (a).
4.  DC I and DC PPO may re-delegate their disclosure authority to subordinate organizations, the operating forces, and supporting establishment commands as deemed appropriate.
5.  Effective immediately, general officers holding Delegation of Disclosure Authority Letters (DDL) may re-delegate disclosure authority to commands headed by a Colonel or O-6 equivalent if it is in the best interest of the Marine Corps to do so.  O-6 level commands who, due to their mission, are involved in extensive international engagements such as exercises, operations, training, and foreign visits should hold disclosure authority.  Examples of such commands are: Marine Expeditionary Units, Special-Purpose Marine Air-Ground Task Forces, MEF Information Groups, Marine Corps Intelligence Schools, Marine Corps Security Cooperation Group, and Marine Aviation Weapons and Tactics Squadron One.
5.a.  Any command with delegated disclosure authority shall appoint in writing at least one trained Foreign Disclosure Officer (FDO) IAW reference (a).
5.b.  O-6 commands who believe they meet the mission requirements for disclosure authority should contact the first FDO in their chain of command who will coordinate with the appropriate disclosure authorities and provide a decision.
5.c.  O-6 level disclosure authority may not be re-delegated.
6.  Effective immediately, commanders with disclosure authority, or their designated FDOs, may grant disclosure authority to approve Controlled Unclassified Information (CUI) to government civilian or military Foreign Disclosure Representatives (FDR), also known as Foreign Disclosure Points of Contact (FDPOC).
6.a.  FDRs granted disclosure authority must be appointed in writing, and their appointment letters must specify exactly what types of CUI and what NDP-1 Categories of information they are authorized to disclose.
6.b.  FDRs must be trained IAW reference (a).
6.c.  FDRs shall not be granted authority to disclose Classified Military Information (CMI).
6.d.  This policy does not apply to contractors serving as FDRs.
6.e.  This authority may not be re-delegated.
