GENTEXT/REMARKS/1.  Situation.  Ground Board 2-16 directed Plans Policies and Operations (PPO) to coordinate with TECOM and Manpower and Reserve Affairs (MRA) to achieve a phased implementation of the Ground Combat Element (GCE) career progression plan by establishing enlisted career progression with sequential PMOSs and mandating formal skills training for all GCE communities.  In June 2018, DC PPO approved implementation of the Senior Armor SNCO (1869) PMOS designator for Gunnery Sergeants to Master Gunnery Sergeants.  In 2016, the armor community established MOS progression training for Gunnery Sergeants by leveraging existing U.S. Army Program of Instruction (POI) at Fort Benning, GA.  This phased approach allowed time for active and reserve component SNCOs to attend the course well in advance of establishing the PMOS in FY20.
2.  Mission.  To ensure that a smooth transition occurs from 1812 to 1869 PMOS for Armor SNCOs in the ranks of Gunnery Sergeants through Master Gunnery Sergeants prior to the FY20 E9/E8 Sergeant Major through Master Sergeant Promotion Board.
3.  Execution.
3.a.  Commander’s Intent.  Announce FY20 changes to reference (a) that pertain to the PMOS 1869, Senior Armor SNCO, and articulate the implementation plan for appropriate actions by all stakeholders once the established requirement is met.
3.b.  Concept of Operations.  DC, PPO (POG), as the OccFld Sponsor, will work with MRA, Manpower Management Integration Branch (MMIB) to review and confirm conversion eligibility of Armor Marine SNCOs based on the criteria outlined below.  MMIB will award eligible Marines the new PMOS of 1869 prior to the FY20 E9/E8 Sergeant Major through Master Sergeant promotion board.  POG, in coordination with the enlisted promotion plans officer (MPP20), will ensure all eligible Marines are included in the appropriate promotion population.
3.b.1.  POG will confirm eligibility as outlined below and provide a by name roster to MPP20 no later than 1 August 2019 to ensure eligible Marines are included in the appropriate promotion populations including those Gunnery Sergeants with the Intended MOS (IMOS) attending class 5-19 of Maneuver Senior Leader’s Course (MSL-C) which graduates 24 September 2019.
3.b.2.  POG will confirm eligibility as outlined below and submit a verified by name roster to MMIB no later than 30 September 2019, requesting a Unit Diary (UD) entry be done to award the 1869 PMOS to all those eligible including those Gunnery Sergeants with the Intended MOS (IMOS) attending class 5-19 of Maneuver Senior Leader’s Course (MSL-C) which graduates 24 September 2019.
3.c.  Eligibility.
3.c.1.  Successful completion of the Maneuver Senior Leader’s Course (MSL-C) (A03KKX3) as a Gunnery Sergeant.
3.c.2.  Successful completion of the GCE Operations Specialist Course (N30RCC1) or (N30KBC1) as a Master Sergeant.
3.c.3.  Successful completion of the Operations and Tactics Instructor Chief Course, (M09HE35) as a Master Sergeant.
3.c.4.  Successful completion of the Operations and Tactics Instructor course (M09HE35) or (M09KYD5) as a Master Gunnery Sergeant.
4.  Admin and Logistics.
4.a.  Effective 1 October 2019, the PMOS 1812 will no longer be authorized for Gunnery Sergeants through Master Gunnery Sergeants.  Armor Marines will be awarded the 1869 PMOS upon achieving the rank of Gunnery Sergeant and successfully completing the MOS requirements IAW ref (a).
4.b.  After 1 October 2019, eligible Marines may utilize their respective Personnel Administrative Centers to convert the 1812 PMOS to 1869 IAW the references and this message.
4.c.  To facilitate MRA with assignments, Marines may be assigned using the Intended MOS (IMOS) for which they were selected until they have met the requirements.
