GENTEXT/REMARKS/1.  Purpose.  To announce the results of the Commandant of the Marine Corps Doctor of Philosophy (Ph.D.) Strategist Program (CMCSP) Pilot Selection Board.
2.  The board met on 7 and 8 November and selected 2 officers as primaries for the program from a field of 40 applicants. To accommodate the extremely competitive admissions process at top civilian universities in the National Capital Region, additional officers were selected as alternates and found to be highly qualified by the board.  The alternate list provides an adequate number of officers to meet the program requirements should an officer decline acceptance or not be admitted to a Ph.D. program.
3.  Primaries selected to participate in the CMCSP are listed below. Primaries are expected to apply to Ph.D. programs at American University and George Mason University.
Name                    PMOS    MCC
Lundgren, Matthew D.    0302    V14
Cuomo, Scott A.         0302    J66
4.  The highest ranking alternates selected to participate in the CMCSP are listed below alphabetically.  The list of remaining alternates will be available on the MMOA-3 webpage.  The following alternates are highly encouraged to apply to a Ph.D. program at one or both universities in order to have the opportunity to attend in the event a primary selectee cannot attend for any reason.
Name                    PMOS    MCC
Campbell, Ian S.        0302    1C1
Graham, Brandon W.      0302    J59
Yang, Adam              0602    1C1
5.  Officers must agree not to tender resignation or request retirement while enrolled in the program.  Officers must further agree to remain on active duty after completion of degree requirements or upon separation from the program for any other reason.  Service obligations incurred for this program are in accordance with the reference.
6.  Selected officers will be contacted by Marine Corps University to confirm acceptance of this assignment and to provide assistance with the completion of Ph.D. applications.  Officers must contact MMOA-3 via email at smbmanpowerofficerpr(at)usmc.mil and POC at MCU to confirm acceptance of this assignment NLT 5 December 2016. Primary selectees declining acceptance must route their request through the first general officer in their chain of command.
7.  Selections are contingent upon acceptance to one of the specified doctoral programs.  NLT 1 May 2017 all doctoral program acceptance letters need to be scanned and emailed to MMOA-3 and MCU. Report dates and orders will be coordinated through MMOA-3.
8.  Upon reporting to administrative unit, officers will coordinate fitness report and accountability procedures.  Officers will always maintain a full time student status.  If a student anticipates not meeting program requirements, notify this headquarters immediately.
9.  This MARADMIN is not applicable to the Marine Corps Reserve.
