GENTEXT/REMARKS 1.  Situation.  The purpose of this MARADMIN is to update and supersede guidance to reference A.  Ref A was released to suspend the administrative processing (Paper Form) of NDR checks while an IT solution was developed and approved.  The release of this MARADMIN announces the development of an IT solution and the processing of NDR check electronically at no cost to the Marine Corps.
2.  Mission.  Nominated individuals from each MSC/supporting establishments licensing agency/official will submit the NDR request electronically, via email, to HQMC IL, LPC Motor Transport (MT) Occupational Field Sponsor.
3.  Execution. 
3.A.  Unit submissions will be based on location: 
3.A.1.  Active commands west of the Mississippi will contact I MEF G4 MT.
3.A.2.  Active commands east of the Mississippi will contact II MEF G4 MT.
3.A.3.  Active commands OCONUS and HAWAII will contact III MEF G4 MT.
3.A.4.  All reserve commands will contact MARFORRES G4 MT.
3.A.5.  Licensing agencies not covered by the above guidance will contact one of the message POCs listed above for assistance.
3.B.  Designated MSC/supporting establishment licensing officials will submit NDR request forms to the HQMC IL, LPC-1 MT section POC, MGySgt Reuter via email.  Licensing Officials will ensure MEF G4 MT reps are listed on the CC line of all requests.
3.C.  Sample requests, which illustrate the format of the text, have been provided to each MEF G4 MT.  These documents must be filled out correctly in order to prevent rejection and return.
4.  Administration and Logistics.
4.A.  To ensure process control, MEF G4 MT reps are responsible for validating Licensing official nominations to the message POCs to ensure only those individuals who have received proper NDR checks are nominated for licensing.
4.B.  NDR checks submitted to HQMC shall only be processed by designated licensing officials.
4.C.  Commands should plan for a two to five day turnaround time depending on the number of NDR  requests received.
5.  Command and Signal.
5.A.  This MARADMIN will remain in effect until incorporated into the next revision of reference C.
5.B.  Address all questions or concerns regarding this guidance to MEF G4 MT reps or message POCs.
