GENTEXT/REMARKS/1. Purpose. Conduct a physical inventory of each facility resident within a Marine Corps base or station in order to (IOT) identify the existence of data centers. References (a) through (g) apply.
2. Situation. 
2.a. Tenants aboard a Marine Corps installation, and/or those tenants occupying a Marine Corps owned/leased facility, have the ability to establish operational mission requirements IOT communicate and store information. This includes internal development and utilization of assigned facilities, and spaces defined as data centers. 
2.a.1. Data center definition: In accordance with (IAW) reference (d), a data center is a closet, room, floor or building used for the storage, management, and dissemination of data and information. Such a repository houses computer systems and associated components (e.g. databases, applications, storage systems and data stores).
2.a.2. Excluded from the data center definition are those facilities and spaces exclusively devoted to communications and network equipment (e.g. telephone exchanges and telecommunications rooms). 
2.a.3. IAW reference (b), data centers shall be categorized into two groups: tiered data centers and non-tiered data centers. Tiered data centers are data centers that utilize any of the following: (1) a separate physical space for it infrastructure (2) an uninterruptible power supply (3) a dedicated cooling system/zone and (4) a backup power generator in the event of prolonged power outages. All other data centers are non-tiered data centers. Private sector-provided cloud services are not considered data centers, and therefore must continue to be included in quarterly inventory data submissions to OMB.
2.b. References (a) through (e) mandate a reduction in energy and real estate footprint aligned to supporting data centers. Commandant of the Marine Corps (CMC) is required to identify and report each facility (owned or leased by the Marine Corps) containing data center functions, and all such data center functions that consume real estate (space) and energy aboard Marine Corps installations, or within a Marine Corps owned/leased facility.
3. Mission. Addressees will inspect each facility (owned/leased, and in the case of installations, tenant). Following this inspection, report to Assistant Deputy Commandant, Logistics Facilities and Services Division (ADC LF), Information Technology Branch (IT Br) each data center resident within Marine Corps facilities aboard a Marine Corps installation. In the case of facilities owned or leased, report any of their spaces, or those associated with any structure. This will provide a baseline WRT data centers the Marine Corps is hosting, or those to which power is provided. This information will form the basis for improved planning for the mandated data center consolidation effort.
4. Execution.
4.a. Commanders intent. Not later than (NLT) 15 Jun 2017, and by 15 Jan each succeeding year, Marine Corps commanders who manage Marine Corps owned/leased facilities will provide an annual report to the ADC LF, IT Br on each facility, space or structure that contains a data center function.
4.b. Concept of operations. 
4.b.1. This effort is the first of several efforts each commander will conduct IOT ensure the Marine Corps complies with References (a) through (d). The overall data center inventory effort consists of six phases:
4.b.1.a. Phase 1 Jan 2016 – Jun 2017. Commanders identify each facility, space, structure that currently hosts a data center.
4.b.1.b. Phase 2 Jun 2017 – Aug 2017. Categorize (e.g. type, purpose, owner, size) data centers that are identified.
4.b.1.c. Phase 3 Mar 2017 – Sep 2017. This phase is comprised of two distinct actions: (1) analysis of data center mission and (2) assessment of each data center for retention, enhancement, or consolidation into another site. 
4.b.1.d. Phase 4 Sep 2017 – Jan 2018. Develop a plan of action and milestones (POAM) for each data center, and a plan for each of their hosted applications. Additionally, develop a resourcing plan for each.
4.b.1.e. Phase 5 Jan 2018 – date to be determined (TBD). Execute the approved plan(s).
4.b.1.f. Phase 6 Commanders report annually to ADC LF, IT Branch the status of each data center within a Marine Corps owned/leased facility and/or installation.
4.b.2. Phase 1. Commanders conduct and maintain a complete inventory of every data center and their use within each facility, space, and structure (as defined in para 2.a.1). Commanding Generals report inventory results annually to ADC LF, IT Branch. 
4.b.2.a. The initial inventory report is due NLT the delivery date established in para 4.a.
4.b.2.b. Site assessments will be comprehensive in nature. For example, they will include physical visits to any and all facilities, structures, and spaces regardless of function, tenant (e.g. OPFOR, DOD, federal, state/local, and commercial), or ownership through form of agreement (e.g. real estate easement, real estate lease, inter-service support agreement, bailment agreement, other). Additionally, schedules will include proper access and supervision for the physical inventory. Commanders will validate and certify the assessment reports of subordinate installations. Commanding Generals will submit consolidated reports to ADC LF, IT Br NLT the delivery date established in para 4.a.
4.b.3. The ADC LF will issue additional instructions via separate correspondence (SepCor) IOT ensure each phase is properly coordinated and conducted.
4.c. Tasks.
4.c.1. ADC LF, IT Branch.
4.c.1.a. Establish and monitor phase 1 activities.
4.c.1.a.1. Ensure assessments are conducted and inventories are maintained on each data center identified annually by commanders.
4.c.1.a.2. Publish a format for certified reports and submission of data center inventory.
4.c.1.a.3. Track and report Commander submissions, assess information quality, and address any issues.
4.c.1.a.4. Establish policy on data center reporting requirements to Supporting Establishment/Installation Commanders internal controls program (ICP).
4.c.2. Supporting Establishment/Installation Commanders (Marine Corps Installations Command, Training Education Command, Marine Corps Recruiting Command, and Marine Corps Logistics Command).  
4.c.2.a. Conduct data center inventory and reporting of phase 1 physical site inventory assessment as outlined below:
4.c.2.b. Conduct physical site inspections of each facility, space, and structure and report on those facilities, spaces, or structures being used as data centers.  
4.c.2.b.1. NLT 15 Dec 2016, provide to ADC LF, IT the initial assessment of current known inventory and established site assessment schedules with each of the facility tenants.
4.c.2.b.2. Initial level of effort estimate using existing resources is 30-days to complete for small installations, 60-days to complete for medium sized installations, and 90-days to complete for large installations.
4.c.2.b.3. Provide progress report of assessment activity (by command, location/installation) via email to the ADC LF, IT Branch point of contact (POC) identified in para 6.b. This progress report is due on the 1st and 15th of each month. Format is as follows:
4.c.2.b.3.a. Total number of facilities and structures to be inventoried.
4.c.2.b.3.b. Number of facilities, structures, and spaces completed during 1st or 15th monthly reporting period.
4.c.2.b.3.c. Total facilities, structures, and spaces completed in the prior reporting period.
4.c.2.b.3.d. Identify any issues that may impede the inspections IOT attain proper inventory for Commanding General certification and submission.
4.c.2.b.4. Coordinating instructions.
4.c.2.b.4.a. Submit initial certified data center inventory to ADC LF, IT Branch NLT 15 Apr 2017.
4.c.2.b.4.b. Establish annual ICP IAW guidance that will be provided via SepCor.
5. Admin and logistics. 
5.a. Admin.  
5.a.1. Use official message traffic, from Commander, when submitting annual certified reports.
5.a.2. Use NIPRnet email for 1st and 15th monthly progress reports.
5.b. Logistics. This effort will be completed using existing personnel resources.
6. Command and signal.
6.a. The ADC LF, IT Branch will provide via SepCor an inventory template spreadsheet for annual reports required per para 4.a.
