RMKS/1.  This message solicits nominations for National Security Agency (NSA) Cryptologic Internship Programs for Fiscal Year (FY) 2018.  Nominations are due to POC no later than 31 March 2016.  Paragraph 10 details procedures for submission.
2.  The NSA Cryptologic Internship Programs bring national-level Signals Intelligence (SIGINT) expertise to Marine Corps operating forces by providing in-depth training to active-duty Occupational Field (OCCFLD) 26xx enlisted Marines.  The programs are open to active-duty OCCFLD 26xx enlisted Marines only and provide an intensive three-year internship within the NSA enterprise.  These programs are designed to give participants in-depth knowledge and skills in cryptologic analysis,intelligence production disciplines, and national/tactical SIGINT operations.  Marines who participate will increase their knowledge in multiple SIGINT disciplines, enhance their understanding of how SIGINT supports the intelligence community,and gain essential Military Occupational Specialty (MOS) skills and experience not normally gained in other career developmental training venues.
3.  The following cryptologic programs are available:  (read: Program/Qualifying MOS/ Intended ranks/Program purpose).
A.  Middle Enlisted Cryptologic Career Advancement Program (MECCAP)/26xx/Sgt-SSgt/designed to provide cryptologic specialists with individually tailored training based on the respective Service needs and individual backgrounds.
B.  Military Intern SIGINT Analyst Program (MINSAP)/26xx with Necessary MOS (NMOS) 2629/Sgt-SSgt/designed to develop highly skilled SIGINT analysts.
C.  Military Cryptologic Computer Network Operations Program (MCCNOP)/ 26xx withNMOS 2629 or 2611/Sgt-SSgt/designed to develop cryptologic cyber specialists in multiple cyber disciplines.
D.  Military Operational Electronic Intelligence (ELINT)Signals Analyst Program (MOSAP)/2631/Sgt-SSgt/designed to develop highly skilled  operational ELINT analysts.
E.  Military Language Analyst Program (MLAP)/(Arabic, Chinese-Mandarin, Spanish, Persian-Farsi, or Russian)/2671, 2673, 2674, 2676/Sgt-SSgt/designed to develop advanced crypto-linguistic skills.
F.  Yonsei University-Korean Military Linguist Program (held at Yonsei University)/2673 with Exception MOS (EMOS) of 2741/Sgt-SSgt/designed to develop advanced crypto-linguistic skills and cultural expertise.  Applicants for Yonsei must be qualified for overseas assignments.  Selectee will attend Yonsei University in Seoul, with follow-on orders, accompanied, for two years at Marine Cryptologic Support Battalion (MCSB), Special U.S. Liaison Activity Korea (SUSLAK).  Upon completion of the academic portion of this program, applicants will be assigned operational duties as part of the SUSLAK staff.
4.  Program selectees will report to Company “B”, MCSB, Ft George G. Meade, MD, for duty during the third Qtr CY-17 with three exceptions:  selectees for the MOSAP will report to Company A, MCSB, Aurora , CO during third Qtr CY-17;  selectees for the Yonsei University program will report to MARFOR Korea for duty during third Qtr CY-17;  selectees for the MCCNOP will report to either the Joint Cyber Analysis Course in Pensacola, FL or Marine Analysis and Reporting Course in San Angelo, TX during third Qtr CY-17 and will subsequently report to Company B, MCSB during first Qtr CY-18.
5.  Marines selected for any program other than the Yonsei University program will incur an obligation of six years (three years in the internship and a three year follow-on assignment).  The six-year service  obligation is designed to allow at least one follow-on tour to the operating forces upon completion of the internship.  Marines selected for the Yonsei University program will incur a three-year OCONUS obligation(one year at Yonsei University, Korea and two years at MCSB, SUSLAK, Korea).  Nominees will be required to  provide a page 11 entry to the selection panel stating acknowledgement of the appropriate obligated service requirement.  Selectees must incur the obligated service prior to detachment from their current command.
6.  Applicants must have at least two years on station by 1 July 2017 for CONUS commands, and three years on station by 1 July 2017 for OCONUS commands.  Applicants may not  have less than four years of service or more than 14 years of service as of 1 July 2017.
7.  Individuals are encouraged to submit for multiple programs if they meet the requirements for more than one program.  When submitting for multiple programs, the applicant must prioritize the programs for which they wish to be considered.  Personnel not selected for their first priority will be considered for each additional program for which they have applied.
8.  Marines selected will have the opportunity to attend formal schools and perform internships at organizations within the NSA Enterprise.  Upon graduation, Marines are considered subject matter experts in their respective cryptologic skill program.  All military language analyst programs are designed to enhance crypto-linguistic skills through advanced formal training and operational assignments.

    B. Cryptologic training - same info as above
 (3). Civilian:
    A. High school - include:  school name, place, GPA
    B. Undergraduate classes or degree - include:  institution attended/course name/course id/grade/credits earned/degree earned
    C. Graduate classes or degree (same info as above)
H.  DLPT score and date taken (for all 267x Marines applying, regardless of program applied for)
I.  Cryptologic duties:  chronologically listed - including two to three lines describing primary cryptologic duties- unclassified information only
J.  Favorable material:  include personal awards and up to 3 letters of recommendation
K.  A photo IAW MCO P1070.12K, paragraph 2002 (photographs)
L.  Page 11 entries with obligated service requirement statement along with the Commanding Officer’s counseling statement
10.  Nomination packages must be generated in letter format with O-5 level command endorsement.  Nomination packages may be submitted electronically or by hard copy.  Electronic packages must be submitted by the unit’s final endorsing authority as an ADOBE Acrobat (.pdf) file to the HQMC/IOP POC (john.m.scoggins1@usmc.mil).  Hard copy packages must be submitted to HQMC (I/IOP).  Packages must be received no later than 31 March 2016.  Mailing address as follows:

11.  All applicants must notify the 2600 Enlisted Assignments Monitor (MSgt Willy Pascua) and the 26xx  Occupational Field Specialist (MSgt John Scoggins) prior to submitting their nomination packages to this headquarters.
12.  Upon receipt of a nomination package,an e-mail will be sent to the originating command by HQMC/IOP acknowledging receipt and providing status of the nomination package.
13.  Commands requesting an extension to the application deadline due  to operational commitments must do so prior to 24 March 2017.
14.  Program selectees will be notified by MARADMIN.
