GENTEXT/REMARKS/1.  This message promulgates policy and process relating to the screening and assignment of Drill Instructors to subsequent tours.
2.  Background.  Marines that have previously completed a successful tour as a Drill Instructor fulfill a number of critical roles.  Experience, perspective and seniority make these Marines optimally suited to serve as Chief Drill Instructors at one of the Marine Corps Recruit Depots (MCRD).  Additionally, these Marines serve as mentors for future Marine Officers while serving as Sergeant Instructors at Marine Corps Officer Candidates School (OCS), Assistant Marine Officer Instructors (AMOI) and as Senior Enlisted Advisors at the United States Naval Academy (USNA).  The unique responsibilities associated with these critical duties distinguish these Marines from those serving on an initial tour as a Drill Instructor.
3.  The following applies to the identification, screening, selection and assignment of Marines to a subsequent tour as a Drill Instructor:
3.a.  Requests for voluntary assignment to the above mentioned billets will continue to be received and considered through unit career planners via the Total Force Retention System (TFRS).
3.b.  Headquarters Marine Corps (MMEA) will conduct screening and make directed assignments of prior Drill Instructors to fill identified vacancies for Chief Drill Instructor billets at the MCRDs.  Marines selected and assigned to Chief Drill Instructor billets will receive permanent change of station (PCS) or permanent change of assignment (PCA) orders for a 24-month tour.  These Marines will receive any necessary refresher training conducted by the Drill Instructor School after reporting in.
3.c.  The annual AMOI/OCS Selection Panel will continue to be the primary means of selecting and slating Marines to serve on AMOI/OCS duty and at USNA.  In the case of unanticipated vacancies, Headquarters Marine Corps (MMEA) will identify, screen and directly assign Marines to these billets.  Marines assigned to these duties will receive PCS/PCA orders for a 36-month tour.
4.  Marines that possess the 0911 Military Occupational Specialty (MOS) are presumed to be qualified for assignment to Drill Instructor duty.  Instructions for verifying current assignability will be included in the permanent orders issued.  Commands shall identify unqualified Marines within 20 days of receipt of orders.
