GENTEXT/REMARKS/1.  The purpose of this MARADMIN is to solicit qualified Marines to execute a lateral move option into primary MOS 0211, Counterintelligence/Human Intelligence (CI/HUMINT) Specialist.  Marines who meet the prerequisites in para (4) below are highly encouraged to apply.
2.  The 0211 MOS has been categorized by Manpower and Reserve Affairs (M&RA) as a critical career force skill shortage.  The demand for qualified Marines within this MOS will remain high for the foreseeable future.
3.  CI/HUMINT Specialists must be able to operate both independently and as part of an organized team made up of intelligence professionals with different backgrounds and experiences.  They are required to have strong interpersonal skills that enable them to interact with a wide variety of people.  Intellect, flexibility, creativity, and cultural knowledge all contribute to success in this MOS.  Accordingly, Marines who apply for lateral move must meet the high standards established for this specialty.
4.  With the forthcoming revision of Ref (A), the following prerequisites for lateral move into the CI/HUMINT Specialist MOS apply:
4.a.  Must be a volunteer Corporal, Sergeant, or Staff Sergeant.
4.b.  Must be interviewed for a lateral move by a panel of CI/HUMINT personnel (MOS 0211, 0210, 0204).
4.c.  Must possess a GT score of 110 or higher.
4.d.  Must be a U.S. Citizen.
4.e.  Must be eligible for a Top Secret security clearance with sensitive compartmented information eligibility based on a single scope background investigation.
4.f.  Immediate foreign born family (spouse, parents, siblings, children, and cohabitants) must be U.S. citizens (an exception package may be requested through the HQMC Special Security Office based on Director of Intelligence certification of compelling need and favorable adjudication).
4.g.  Must be 20 years of age prior to lateral move into the CI/HUMINT MOS.
4.h.  Prior to entry into the MAGTF CI/HUMINT Course (N46HFW2), must have sufficient obligated service to allow 60 months remaining upon graduation.
4.j.  Must be willing to submit to a Counterintelligence Scope Polygraph Examination.
4.k.  Prior to entry into the MAGTF CI/HUMINT Course (N46HFW2), must possess a valid U.S. drivers license.
4.l.  Must be worldwide deployable at the time SNM is approved for lateral move into the 0211 MOS.
5.  Interested Marines should contact their Career Planner or Prior Service Recruiter to ensure they meet the prerequisites as outlined in the references.  Marines meeting the prerequisites should contact the nearest CI/HUMINT element to begin the 0211 lateral move process.  A CI/HUMINT Lateral Move Checklist will be forwardedto the Marine’s monitor via the career planner and the career planner will upload the checklist into the Total Force Retention System.  CMC(M&RA) issues final approval/disapproval of lateral move via separate correspondence.  Points of contact for CI/HUMINT Elements:  1st Intelligence BN, MCB Camp Pendleton, CA – COMM:  760-725-6870, DSN:  365-6870;  2d Intelligence BN, MCB Camp Lejeune, NC – COMM:  910-451-3659, DSN:  751-3659;  3d Intelligence BN,MCB Camp Hansen, Okinawa - DSN:  315-623-3096;  MARFORRES, MCSF New Orleans,LA –COMM:  504-697-7204/7287, DSN:  647-7204/7287;  National Capital Area Marines contact MCIA, MCB Quantico, VA – COMM:  703-432-8589, DSN:  278-8589.
6.  Marines approved for lateral move by M&RA will execute permanent change of station or permanent change of assignment orders to a Marine Expeditionary Force where each Marine is required to attend pre-resident training.  Pre-resident training will properly introduce Marines coming from various occupational fields to the required knowledge and skills to successfully complete the MAGTF CI/HUMINT Course.  Upon successful completion of pre-resident training, Marines will execute temporary additional duty orders to the MAGTF CI/HUMINT Course, Marine Corps Intelligence Schools (MCIS), located in Dam Neck, VA.  The MAGTF CI/HUMINT Course is 99 training days (average of  140 days including weekends and holidays).  This course is predominantly performance-based and requires all students to possess a basic understanding of general intelligence concepts in order to acclimate to the performance standards and academic tempo of this certification course.  Failure to complete the CI/HUMINT Course will result in MOS reclassification or separation per current M&RA guidelines and applicable Marine Corps Orders.
7.  This MARADMIN is applicable to the Total Force.
