GENTEXT/REMARKS/1. Per references (a) through (h), Marine Corps commands are to utilize the Medical Readiness Reporting System (MRRS) OHMSE option to track medical surveillance and occupation specialty examinations of uniformed personnel. The MRRS OHMSE option or the Enterprise Safety Application Management System (ESAMS) Online Medical Surveillance System (OMSS) are available for tracking civilian Department of Navy (DON) employees.
2.  Use SECNAV form 5100/1 (DON Supervisors Medical Surveillance and Certification Referral), or equivalent electronic version, to document and communicate medical surveillance and certification program requirements between commands and occupational health clinics per reference (d). The SECNAV form 5100/1 documents exam completions and general dispositions (medically qualified, not medically qualified, medically qualified with limitations, etc). The MRRS OHMSE option or ESAMS OMSS are tools commands shall use to monitor compliance rates of required occupational surveillance and specialty examinations per reference (c). Uniformed personnel and civilian DON employees require occupational surveillance exams whenever their work processes expose them to occupational health
hazards at or above action levels IAW references (c) and (g). Specialty exams differ in that they are required by job description and include such jobs as motor vehicle operators, forklift operator, hazardous waste workers and emergency responders, etc.
3.  Action
     a.  All Marine commands shall use SECNAV form 5100/1 for completion of MRRS OHMSE option to track active duty OHMSE compliance.  Civilian DON employees shall use SECNAV form 5100/1 for completion of either MRRS OHMSE or ESAMS OMSS IAW local command policies.
     b.  MRRS uses the Total Force Structure Management System (TFSMS) to track uniformed personnel.  Both systems require manual enrollment of civilian personnel.  MRRS OHMSE option and ESAMS OMSS systems shall include: name of individual, stressor or requirement for medical certificates, exam completion dates, exam type (baseline, periodic, or termination), and date for the next exam.  Required OHMSE are identified in commands industrial hygiene survey.  Use reference (g) for frequency of OHMSE.
     c.  All Marine Corps Force commands, Marine Corps Combat Development Command, Marine Corps Installations Command, Marine Corps Logistics Command, Marine Corps Recruiting Command, and Training and Education Command shall ensure subordinate commands track OHMSE compliance and rates IAW references (e) and (f).
     d.  Commands OHMSE compliance rates tracked in MRRS or ESAMS shall be reviewed at least quarterly during safety council meetings to ensure maximum completion rates for those personnel enrolled in OHMSE programs.
