GENTEXT/REMARKS/1. I am pleased to announce 2d Radio Battalion (RadBn) as the FY16 Marine Corps Command Language Program of the Year, and Sgt Kyle Morgan (PMOS 2676), from Defense Threat Reduction Agency – Europe (DTRA-E) as the FY16 Marine Corps Language Professional of the Year.  A panel of senior language professionals selected 2d RadBn and Sgt Morgan from a group of highly competitive nominees from across the total force.
2. 2d RadBn’s Command Language Program (CLP) effectively prepared over 150 Marine cryptologic linguists to support operational requirements levied by II Marine Expeditionary Force and Marine Corps joint and coalition partners.   As a result of tailored and targeted training plans, the battalion’s language proficiency rates increased from 89% to 93%, far surpassing Marine Corps standards and setting the example for all other Command Language Programs.
3. Sgt Kyle Morgan contributed exceptional linguistic support while assigned to DTRA-E.  Sgt Morgan improved his Defense Language Proficiency Test scores in his primary language, Russian, from 3/3 (Listening/Reading) to 3/4, an impressive accomplishment that demonstrates his dedication to improvement.  Throughout the period, Sgt Morgan provided interpretation support for U.S. delegations during numerous strategic and planning events involving senior level Russian delegations.   Sgt Morgan expertly represented and enforced U.S. treaty rights and obligations on all missions, earning him the highest respect of peers, superiors and foreign partners.
4. 2d RadBn and Sgt Morgan will compete for the FY2016 DoD Command Language Program of the Year and Language Professional of the Year, respectively.
5. Further, 2d RadBn and Sgt Morgan will be recognized at this year’s DoD Command Language Program Managers’ Conference in Monterey, CA, during August 2017, and the Marine Corps Association and Foundation Intelligence Awards Dinner in Arlington, VA, during September 2017.
