GENTEXT/REMARKS/1.  Purpose.  To announce the creation of the Defense Travel System Reserve Implementation Board (DTS-RIB).  The DTS-RIB will prepare the Reserve Component to increase DTS usage throughout the Selected Reserve no later than 31 December 2018.
2.  Background.  In June 2015, the Reserve Component began a pilot to ensure interoperability between the Marine Reserve Order Writing System (MROWS), DTS, and the Standard Accounting, Budgeting and Reporting System (SABRS).  A second pilot was conducted in February of 2016 to ensure Marines were able to complete their own travel authorizations and vouchers through DTS and to capture additional data.  The second pilot concluded in May 2016.  The Deputy Commandant for Manpower and Reserve Affairs (DC MRA) reviewed the results of these pilots and directed that the Reserve Component move forward with DTS implementation without the use of import/export.
3.  Mission.  The DTS-RIB shall oversee the preparations required in order to implement DTS for the Selected Reserve during Calendar Year (CY) 2018.
4.  Execution.
    a.  Commander(apostrophe)s Intent.  The DTS-RIB will serve as the  forum for DC MRA to provide leadership and direction over Marine Corps policies which will enable increased DTS use within the Selected Reserve during Calendar Year 2018 (CY18).  There will be nine Lines of Effort (LOE):  Hardware/Service Management, DTS Set Up, DTS Training, Help Desk, Policy Modifications, MARFORRES DTS Rollout, Funding Structure, Individual Mobilization Augmentee (IMA) DTS Rollout, and MROWS Modification.  Each LOE corresponds with supported objectives and will be closely managed and fully supported by the DTS-RIB in order to ensure DTS implementation is successful.
    b.  Concept of Operations.  The DTS-RIB shall consist of the following stakeholders:  Deputy Commandant Manpower and Reserve Affairs, Reserve Affairs (RA), Deputy Commandant Manpower and Reserve Affairs, Manpower Systems Division (MI), Deputy Commandant Programs and Resources, Finance Branch (RFF), Director Command, Control, Communications, and Computers (C4/CP), Deputy Commandant Installations and Logistics, Logistics Distribution Policy Branch (LPD), Deputy Commandant Installations and Logistics, Facilities (MCICOM), and Commander, Marine Forces Reserve, G-1, G-4, G-6, and Comptroller.  The Branch Head, Reserve Personnel Policy, Plans, and Programs, will be responsible for convening meetings of the full DTS RIB at least monthly.
    c.  Tasks.
        (1)  Each stakeholder will identify the organization(apostrophe)s Office Primary Responsibility (OPR).  The applicable OPR will host meetings for each LOE and ensure participation of appropriate action officers at these meetings.
        (2)  NLT 30 September 2017, a MARADMIN shall be released that details the decisions of the DTS-RIB and the requirements for implementation of DTS for the Selected Reserve.
    d.  Coordinating Instructions.
