RMKS/1.  Purpose.  To solicit applications for membership to the CY18-CY20 MCRPB.  All submitted applications will be considered and voted on during the CY17 fall meeting in order to fill vacated positions for the CY18-CY20 MCRPB.  The CY17 MCRPB is scheduled to convene in the National Capital Region during October 2017.  Selectees are announced after the selections are approved by the Assistant Secretary of the Navy for Manpower and Reserve Affairs.
2.  Background.  The MCRPB is mandated per reference (a) to consider, recommend, and report to the Secretary of the Navy on Reserve policy matters.  Per reference (b), the MCRPB is required to meet once annually at the seat of government.  Subsequent meetings throughout the year are determined by the Chairman of the Board, as required.  Membership of the MCRPB will be composed of qualified individuals of the Ready Reserve (Active Reserve(AR), Selected Marine Corps Reserve (SMCR), Individual Mobilization Augmentee (IMA), and Individual Ready Reserve (IRR)) as well as the Active Component (AC) who possess a wide range of experience, to include female and minority representation.  The board consists of 18 members, 14 Officers and 4 Enlisted.  Reference (c) contains additional information regarding the eligibility criteria for new members.
3.  Eligibility Requirements.
    a.  The board is seeking two nominees.  (1) E8/E9 Staff Noncommissioned Officer and (1) Chief Warrant Officer from the Ready Reserve.
    b.  The Board Chair requests Commanders encourage qualified candidates with experience and knowledge of Reserve policy matters to apply.
    c.  All members serve for a three year period and should have a minimum of three years of service eligibility remaining.
    d.  If selected to the board, membership begins 1 January 2018 and expires on 31 December 2020.
    e.  Candidates must be available to physically attend the MCRPB annual meeting which is held in the National Capital Region for one week each fall.  CMC (RA) is responsible for funding Active Duty Operational Support orders for MCRPB members.
4.  Application Process.
    a.  Deadline for submitting applications is 2359 EST 1 September 2017.
    b.  The method to apply is through the web-based, on-line application located at https:(slash)(slash)www.manpower.usmc.mil/application.  Common Access Card (CAC) certification is not required to access the site.  Marines who do not have a Manpower and Reserve Affairs portal account will receive a “404 Access Error.”  The error message provides instructions on how to obtain access through the portal.  Upon login, the system will validate basic individual eligibility for application.   Select “CY18-20 MCRPB MEMBERSHIP APPLICANTS BOARD” and complete the application.  The web-based application allows for the attachment of documents.  Ensure the documents are uploaded into the proper document type.  Once the application is submitted, Marines will receive a confirmation e-mail regarding the application status.  Applicants who are unable to access the online application tool may email the required information and documents to MCRPB@usmc.mil (Subject: CY18-20 MCRPB Application) as an alternative.  Hard copies
will not be accepted.
5.  Command Endorsement.  Marines serving in the SMCR are required to upload an endorsement by their command/organization.  An O-6 level command endorsement is required for members assigned to an SMCR unit. An IMA Operational Sponsor endorsement is required for members assigned within the IMA program.  Marines in the IRR are not required to provide an endorsement.
6.  Application Requirement.  Applicants will be asked to provide the following information and documents through the online application tool:
    a.  Contact phone number.
    b.  Contact email address.
    c.  Provide a list of billets held.
    d.  Provide the following mandatory documents by uploading each to the application tool (PDF format).
        (1) Reserve Qualification Summary (RQS), NAVMC 10476, September 2016.
        (2) Command Endorsement Letter (Optional for those in the IRR).
        (3) Personal Letter to the Board.
7.  Selection results will be announced by MARADMIN approximately sixty days after the conclusion of the board proceedings.
8.  This MARADMIN is applicable to the Ready Reserve.
