GENTEXT/REMARKS/1.  Background.  Nominations are being solicited for the Department of Defense (DoD) Drug Demand Reduction Programs two annual awards: the Secretary of Defense Community Drug Awareness Award and the Secretary of Defense Fulcrum Shield Award.  The first award is presented to the best Drug Demand Reduction Program (DDRP) within each Military Service, and the second award is presented to the best youth-based DDRP affiliated with each Service.
2.  The Secretary of Defense Community Drug Awareness Award was established by the DoD in 1990 in an effort to promote its support of outreach and prevention programs within the DoD community.  In the past, the Military Services have exhibited enthusiasm and energy in designing and implementing their programs for the benefit of our military members and their families.
    a.  This award is in recognition of military bases, activities, or unit programs and are not awarded to specific individuals.
    b.  In order to allow for the development of imaginative DDRPs, the award criteria are general in definition.  Substantive criteria on which the nominations will be judged will include the following:
        (1) Strict adherence to the target populations of military personnel, their dependents and DoD civilian employees.
        (2) Maximizing the use of DoD demand reduction assets to effectively reach the targeted audience (i.e. are the funds used to reach the audience effectively, or could resources have been spent better).
        (3) Documented participation in Red Ribbon Week observances.  Any nominations not documenting Red Ribbon Week participation will be disqualified.
        (4) Program impact determined by some observable and measurable events such as number of personnel impacted by the programs.
        (5) Programmatic achievements limited to the parameters of Fiscal Year (FY) 2016 (October 1, 2015-September 30, 2016.)  Activities and achievements outside of these dates will not be considered.
    c.  Nominations for the Secretary of Defense Community Drug Awareness Award shall cover the period of FY 2016.  The nominations shall be submitted via the installation commander.  A narrative describing the activities and achievements of each nominee shall not exceed four typed pages in at least 12-point font.  It shall contain the following information:
        (1) Name of the program and the military service.
        (2) Location of the program (name of base or installation, ship or facility, address, and point of contact information).
        (3) Background of the program to include mission, date of inception, duration, and growth of the program, if applicable.
        (4) Description of target audience(s) to include level of risk for drug abuse.
        (5) Description of how Drug Demand Reduction Funds were used.
        (6) Note types of DoD Red Ribbon Week activities in which the organization participated.
        (7) Description of the impact of the program on the community in FY16 to include:
            (a) A description of the overall methodology of the program.
            (b) Activities and achievements.
            (c) Specific data that demonstrate the effectiveness of the program on the population.
        (8) Recommendation and verification by proper authorities.
        (9) Pictures, flyers and other additional material may be included and will not count towards the four-page limit.
    d.  Some common errors that have previously resulted in a low score or disqualification are as follows:
        (1) No visible objective measures of effectiveness of the program (i.e., no qualitative or quantitative data demonstrating how the program impacted the community).
        (2) Programmatic achievements listed did not occur in the previous fiscal year.
        (3) Red Ribbon Week activities are not cited.
        (4) Exceeding four pages in length, with grammatical and spelling errors throughout the document.
        (5) Not following the alphanumeric format.
3.  The Secretary of Defense Fulcrum Shield Award is designed to promote community drug awareness efforts by youth programs associated with the Services.  This award recognizes the best youth anti-drug outreach group that has a military affiliation.
    a.  To be eligible for this award, the nominated organization must have:
        (1) Direct association or sponsorship with or by a Service.
        (2) Demonstrated ability to reach populations outside the membership of the organization with the anti-drug message.
        (3) Documented participation in Red Ribbon Week observances.  Any nomination not documenting Red Ribbon Week participation will be disqualified.
        (4) A clear description of leadership by the youth members, not just adults leading the youth.
        (5) Maximizing the use of DoD demand reduction assets to effectively reach the target audience.
        (6) A direct, measurable impact on drug awareness in the DoD community.
    b.  Nominations for the Secretary of Defense Fulcrum Shield Award shall recognize programs that have occurred during FY 2016.  The nominations shall be submitted via the installation commander.  A narrative describing the activities and achievements of each nominee shall be limited to four typed pages in minimum 12-point font, and shall contain the following:
        (1) Name of the program and the military service.
        (2) Location of the program (name of base or installation, ship or facility, address, and point of contact information).
        (3) Background of the program to include mission, date of inception, duration, and growth of the program, if applicable.
        (4) Note type of DoD Red Ribbon activities in which the organization has participated (name of installation, location, and types of activities).
        (5) Description of the impact of the program reducing drug use in the community in FY 2016 to include:
            (a) A description of the overall methodology of the program.
            (b) Activities and achievements.
            (c) Specific data that demonstrates the effectiveness of the program on the population.
        (6) Recommendation and verification by proper authorities.
        (7) Pictures, flyers and other additional material may be included and will not count towards the four-page limit.
    c.  Some common errors that have previously resulted in a low score or disqualification are as follows:
        (1) No visible objective measures of effectiveness of the program (i.e., no qualitative or quantitative data demonstrating how the program impacted the community).
        (2) Programmatic achievements listed did not occur in the previous fiscal year.
        (3) Focus on community service efforts that do not impact the anti-drug message.
        (4) Exceeding four pages in length.
        (5) Grammatical and spelling errors throughout the document.
4.  Nominations for both awards will be submitted electronically and received NLT June 30, 2017 to: robert.wilson@usmc.mil.  Nominations received after June 30, 2017 will not be considered.
5.  The 27th Annual DoD DDRP Awards will be presented to the winners during the annual DoD Red Ribbon Week Observance Ceremony at 10:00 on Thursday, October 11, 2017 in the Pentagon Hall of Heroes.
