GENTEXT/REMARKS/
1.  Purpose.  The purpose of this message is to solicit USMC nominations for the 2017 DoD CIO Awards Program.
2.  Background.  The Department of Defense Chief Information Officer (DoD CIO) Awards Program recognizes outstanding achievement in Information Management/Information Technology/Information Assurance (IM/IT/IA) in the DoD.
3.  Judging and Selection.  Award nominations are judged on how nominees efforts and performance benefitted DoD and (or) Marine Corps missions and (or) operations.  Outstanding achievement in DoD CIO Information Enterprise Goals, listed in para 3a, must be demonstrated using specified judging criteria listed in para 3b.
3.a.  DoD CIO Information Enterprise Goals.  Submissions will be evaluated based on nominees’ efforts in one or more of the following seven goals listed in ref  (b) for cross-cutting, high-priority advancements in IT capabilities and disciplines in the Information Enterprise Mission Area:  Execute Joint Information Environment (JIE) Capability Initiatives:  Improve Partnerships with Allies and Industry:  Ensure Successful Mission Execution in the Face of Cyber Threatsz: Provide a DoD Cloud Computing Environment: Optimize the Department Data Center Infrastructure: Exploit the Power of Trusted Information Sharing: and Provide a Resilient Communications and Network Infrastructure.
3.b.  Judging Criteria.  Outstanding achievement must be demonstrated in the CIO functional areas listed in para 3a using one or more of the following six judging criteria:  relevance to CIO strategic goals, mission impact, innovation, improved information delivery/dissemination, management efficiency/effectiveness (better, faster, cheaper), and magnitude of cost savings or avoidance.
4.  Eligibility
4.a.  Individual nominees must be government employees (civilian or military).
4.b.  Team nominees may be from any Marine Corps organization.  Teams may be cross-functional and include other DoD members or contractors.  The team lead must be a government employee (civilian or military).  Team nominees must comprise teams organized for specific projects of limited scope and time not to exceed two years (no long-term program teams).
4.c.  Activities which began in a previous calendar year may be included, providing that the activities were completed or desired results were achieved during 2017.
4.d.  Nominees must be below the General Officer/Senior Executive Service (SES) level.
5. Nomination and Notification
5.a.  Format.  Nominations must be in Microsoft Word using the required template.  No other formats or pdf files will be accepted.  Nomination templates (team and individual), further guidance, and examples of winning awards in prior years are posted at http:(slash)(slash)www.hqmc.marines.mil/c4/awards.aspx.
5.b.  Submission.  Command (General Officer) endorsements on nominations are not required.  USMC nominations must contain all requested information and must be sent via email to cio_awards@usmc.mil by COB 21 July 2017.  No fax or hard copy submissions will be accepted.  Due to the timeline, no extensions will be approved.
5.c.  Questions regarding the DoD CIO Awards Program may be sent to cio_awards@usmc.mil.
5.d.  Notification.  The DoD CIO staff will evaluate all nominations in August/September 2017.  Headquarters Marine Corps Command, Control, Communications, and Computers/Chief Information Officer HQMC (C4/CIO) will contact selected finalists and provide required logistics information.  Awards will be presented at the Pentagon Conference Center, room B6, on 30 Nov 17 at 1100EST.  Travel or TAD costs shall be funded by the command(s) of finalists.
