GENTEXT/REMARKS/1.  The intent of this message is to detail the application process for those reserve officers desiring to attend the funded Expeditionary Warfare School (EWS) and Command and Staff College (CSC) Weekend Seminar Program (WSP) Distance Education Program (DEP).
2.  All applicants must submit their application via email to the College of Distance Education and Training (CDET) Reserve Liaison Officer (RLO).  All qualified applications will be processed by the CDET for the appropriate DEP.  Officers who meet any of the following criteria are ineligible to apply for funded DEP.
2.A.  Officers who are in the above zone on the next scheduled promotion board.
2.B.  Officers that have completed an equivalent Formal Level School (FLS) or DEP.
2.C.  Officers with approved retirements, resignations or pending conditional release.
2.D.  Officers applying for funded DEP whose mandatory removal date is 1 Oct 2020 or earlier will not be considered.
3.  Unrestricted Reserve (UR) Officers participating in any funded PME program of study (excluding two week staff training courses) will incur a Selected Reserve (SELRES) drilling affiliation obligation for 24 continuous months following the completion of the program of study.  This requirement is to ensure that the Reserve Component (RC) effectively realizes a return on the investment made in funding the education of officers through these programs.  To more effectively enforce this requirement, the following applies:
3.A.  UR Officers will sign a Separate Written Agreement to Train (SWAT) at the time of application to all funded DEP Professional Military Education (PME) programs of study to acknowledge and accept the SELRES drilling affiliation requirement.  DEP applications submitted without a signed SWAT will not be accepted.
3.B.  Ninety days following graduation, officers must be joined to either a Selected Marine Corps Reserve (SMCR) drilling unit or an Individual Mobilization Augmentee (IMA) Billet Identification Code (BIC) that matches his or her grade and Military Occupational Specialty (MOS).
3.C.  Subsequent failure to affiliate following graduation will be handled in accordance with the SWAT signed at the time of application.
3.D.  A mandatory drill stop date of 24 months will be reported on Unit Diary by Headquarters Marine Corps, Reserve Affairs Division (RAM-4) upon completion of the course.
4.  DEP prerequisites:  UR Officers in the ready reserve (SMCR or IMA) Individual Ready Reserve (IRR) are eligible for consideration if they meet the specific eligibility criteria listed for each respective program below:
4.A.  Intermediate Level DEP Course:  Command and Staff College Weekend Seminar Program (CSCWSP).
4.A.1.  Eligible Officers.  Maj/Maj(sel), CWO5/CWO5(sel), CWO4/CWO4(sel), and Capt (PME complete for grade and 3yr TIG)
4.A.2.  Format:  One weekend every month for two semesters, 1st semester is from Oct 2017 to May 2018 followed by the 2nd semester that runs Oct  2018 to May 2019 for a total of 16 months.
4.A.3.  Seminar locations will be determined by the number of students selected and the home of record for the students.
4.B.  Career Level Courses:  Expeditionary Warfare School Weekend Seminar Program (EWSWSP).
4.B.1.  Eligible Officers. Capt/Capt(sel), CWO3/CWO3(sel), and CWO2/1stLt.
4.B.2.  Format:  8661 is a self-study course that must be completed prior to the seminar for 8662-8664 that will be held one weekend every month for two semesters, 1st semester is from Oct to May followed by the 2nd semester that runs Oct to Jan for a total of 12 months.
4.B.3.  Seminar locations will be determined by the number of students selected and the home of record for the students.
5.  Course Prerequisites.  Information, course prerequisites, and frequently asked questions can be found by accessing the Reserve Officer PME website under "Top Requests" at www.manpower.usmc.mil.
5.A.  Applications for EWS WSP will not be processed until the 8661 self-study course has been completed.
6.  Application Process.
6.A.  Deadline for submitting an application for the WSP is 1 Aug of each year.  Late applications for will be handled on a case-by-case basis.
6.B.  The application package for the WSP can be found on the CDET website at https:(slash)(slash)www.mcu.usmc.mil/cdet/SitePages/weekend.aspx. Package includes:
6.B.1.  CDET WSP Student Application.
6.B.2.  Reserve Qualification Summary (RQS), NAVMC 10476 (05-02).  The RQS must be filled out completely and signed (digitally or physically).
6.B.3.  SWAT.  SWAT must be initialed and signed by the applicant all of which must be witnessed by a commissioned officer.
6.C.  All application packages will be submitted via email to MCU_CDET_RLO@usmcu.edu.
7.  Administration.
7.A.  Ensure correct e-mail addresses and telephone numbers are current and are provided on the application.  Update any changes to POC information promptly to the CDET RLO.
7.B.  Notification of selection.  The selection panel will select students on a first come first serve basis equal to the number of funded school seats available.  Once the applications have been screened and approved, primary selectees for the WSPs will be announced via email from the CDET RLO.  Administrative guidance for orders processing and issuance will be provided in a follow-on email from the CDET RLO.
8.  This MARADMIN is applicable to the reserve component and has been coordinated with Reserve Affairs and Marine Forces Reserve.
