GENTEXT/REMARKS/1.  The Deputy Commandant for Combat Development and Integrations Capabilities Development Directorate (CDD) and the Air Land Sea Application (ALSA) Center have published the revised MCRP 3-03D.1 [formerly MCRP 3-33.8A], Multi-Service Tactics, Techniques, and Procedures (MTTP) for Advising Foreign Security Forces, dated 1 Nov 2014.  MCRP 3-03D.1 may be downloaded via the USMC doctrine website at https:(slant)(slant)www.doctrine.usmc.mil.  The publication can also be found on the ALSA website at http:(slant)(slant)www.alsa.mil.
2.  Background.  This publication assists in advising foreign security forces (FSF).  It serves as a reference to ensure coordinated multi-Service operations for planners and operators preparing for and conducting advisor team missions.  This publication is intended to provide units and personnel scheduled to advise FSF with viable tactics, techniques, and procedures (TTP) so they can successfully plan, train for, and carry out their mission.  It incorporates the positions of organizations within each Service that relate to preparing, controlling, and employing advisors with FSF.  This MTTP is designed for use by advisors at all levels, in any region or theater, and provides guidance for tactical forces on conducting advisor team planning and training.
3.  Coordinating Instructions.  Reference (a) details steps required to request hard copies of this publication.  Units associated with the publications distribution list will receive printed copies of MCRP 3-03D.1 via the Marine Corps Publications Distribution System (MCPDS).  Units not receiving copies or desiring additional print allocations must follow procedures identified in Reference (a), coordinating with their internal S-1 or admin sections.  For MCPDS ordering purposes, the publication control number for ADVISING FOREIGN SECURITY FORCES is 144 000174 00.  Hard copies of this publication should be available for ordering via MCPDS within 10 to 12 weeks of the date of this MARADMIN.
