GENTEXT/REMARKS/1.  The primary purpose of the transition/conversion (T/C) training program is to balance aviator inventories with future Marine Corps requirements.  Transition training for Naval Aviators (NA) is instruction designed to change aircraft type.  Conversion training for NAs is instruction designed to change from one model aircraft to another within a specific aircraft type or to change to a new series of aircraft. 
2.  Eligibility
    a.  Marines must be joining, or be a current member of 4th Marine Aircraft Wing (4th MAW) at the squadron level or below. 
    b.  Marines requesting to retrain must be able to complete all required training without any breaks once training is initiated.
    c.  Marines in a unit affected by Base Realignment and Closure (BRAC) or Force Structure Review Group (FSRG).
    d.  Marines must not have received retraining funding within the past three years.
    e.  Designated NAs must meet the following:
        (1) Majors with less than 4 years time in grade (TIG) may apply for any applicable Type Model Series aircraft.  Waivers will be reviewed on a case by case basis.
        (2) NAs must be approved for conversion by Commanding General (CG), 4th MAW and transition by DC Aviation via CG, 4th MAW.
    f.  Announcement and amplifying guidance for the convening of 4th MAW Boards to select NA transitions to KC-130T (VMGR-452) and T/C to UC-12/UC-35 (VMR) will be released in a separate MARADMIN.
3.  Obligation.  Marines approved for T/C training will incur additional obligated service and an adjustment to their Mandatory Drill Participation Stop Date (MDPSD).
    a.  All Marine NA obligations will be in accordance with reference (c) paragraph 11. 
    b.  The obligation must be fulfilled in a 4th MAW tactical squadron. 
4.  Submission Procedures
    a.  All requests will be submitted through Total Force Retention System (TFRS).
    b.  Training request forms and Statements of Understanding (SOU) for Prior Service Recruiters (PSRs) and Career Planners will be posted to TFRS (forms tab) and located at the Manpower and Reserve Affairs website www.manpower.usmc.mil (select “Reserve Marine”, “RAM”, “RAM-1”, “Link to References”). 
    c.  Marines who receive T/C retraining may only execute an inter-unit transfer with approval from RA via Marine Forces Reserve (MARFORRES).
    d.  Marine NAs applying for affiliation with VMGR-452 with a KC-130J model qualification are required to retrain to the KC-130T model qualification.
    e.  RA is responsible for the following:
        (1) Screen and approve training requests.
        (2) Approve funding regarding T/C training.
        (3) Adjust MDPSD upon completion of the Marine's training once the TFRS request is approved and upon receipt of the MOS certificate of completion from the Marine.
        (4) Approve all order modifications.
    f.  Requests will be adjudicated until funds are exhausted.
    g.  Rescheduling will be submitted by the SMCR unit to RA via TFRS.  Requests must be submitted at least 45 days prior to the originally scheduled training report date.
5.  Waivers 
    a.  Waivers are contingent upon certification of the Marine's completion of Professional Military Education in grade and favorable endorsements. 
    b.  All waivers will be submitted as a part of the initial TFRS request. 
    c.  Waiver submittals are executed as follows: 
        (1) RA will approve/disapprove waiver requests via TFRS.
        (2) All waiver requests must have endorsements from the member's chain of command to include CG, 4th MAW and Commander, MARFORRES.  
        (3) Waiver requests submitted by PSRs will also include an endorsement from CG, Marine Corps Recruiting Command (MCRC). 
6.  Program Disqualifications
    a.  Failure to attend or complete training due to disciplinary action or academic failure.
    b.  Transfer to the Individual Ready Reserve prior to the convening date of the scheduled course without prior approval from RA.
    c.  Unexcused absences within 12 months of application.
    d.  Failure of a Physical Fitness Test (PFT) or Combat Fitness Test (CFT) within 12 months of application.
    e.  Received non-judicial punishment (NJP) within 12 months of application.
    f.  Marines not within height, weight, and body fat standards at the time application is submitted are ineligible. 
    g.  Captains who have previously failed selection to major in the reserve component are ineligible.   
    h.  Contractual obligations for training that take the Marine beyond service limits for grade.
7.  Questions regarding waivers, execution, and processing for this program should be addressed to the RA point of contact (POC).  General questions should be addressed to the 4th MAW POC. 
8.  This MARADMIN is applicable to the Reserve Component.
9.  Cancellation.  This MARADMIN cancels on 30 September 2019.
