GENTEXT/RMKS/1.  Background.  In accordance with the references, Deputy Commandant, Combat Development and Integration (DC, CDI) will conduct an Active Reserve (AR) Structure Review in conjunction with an Individual Mobilization Augmentee (IMA) Structure Review scheduled for 5-8 November 2018, aboard MCB Quantico.  As per ref A, the AR/IMA review is a biennial review designed to validate and prioritize AR/IMA structure requirements ensuring the structure supports the current and future planned force.  Approval of Reserve Force (RF) 2025 and IMA Integration Initiative (I3) drove substantial changes to the laydown of these organizations and a comprehensive review is required.  The review will consider recommendations for structure changes received from the Marine Corps total force and other agencies and commands that possess Marine Corps AR/IMA structure. The board will also approve IMA authorized manning through FY 2019, not to exceed an end strength of 2,631.
2.  Mission.  To conduct a systematic and comprehensive review of all AR/IMA structure to ensure compliance with Department of Defense and Marine Corps directives (ref B through E).  Additionally, the review will ensure structure laydown is nested within the Commandant's vision of Future Force 2025.
3. Execution.  This review will be conducted in three phases.
3.a.  Phase one is the individual command internal review.  HQMC agencies and commands with AR/IMA structure equities will conduct a by-line review and submit recommended changes via the Review SharePoint site hosted by Total Force Structure Division (TFSD) NLT 22 October 2018.  The force structure currently published in the Total Force Structure Management System (TFSMS) is the baseline for all proposed billet and force structure changes.  The source document for this structure review will be the August 2018 Authorized Strength Report (ASR) Ch1.  AR uncompensated structure growth is not authorized.  Accordingly, new billet identification codes (BICs) must be compensated from current structure.  All unit tables of organization spreadsheets and power point templates utilized to submit recommended changes for the AR/IMA structure review will be provided and submitted via the SharePoint portal.  The SharePoint portal will have all required products to allow organizations to view the authorized manning, validate urrent BICs, properly submit BIC change requests, and submit justification for any new BIC requests.
3.b.  Phase two is an operational planning team (OPT) led by the Reserve Capabilities Branch from TFSD, which will meet via VTC 29 October – 1 November 2018.   Specific times will be coordinated via separate correspondence.  Representatives for the OPT will be O4/O5 or civilian equivalent.
3.b.1.  The OPT will evaluate and prioritize all current structure and the recommended changes submitted by the commands during Phase 1, to include structure which is no longer valid.  The OPT will then develop proposed AR/IMA structure courses of action (COAs) to be presented to the O6/GS15 board for a final decision.  Structure solutions will be guided by unit manning precedence (excepted, OPFOR, priority, pro-share), unit input, and recommendations from the OPT.

3.b.3.  Organizations not identified in this MARADMIN that have AR/IMA equities that wish to provide recommendations should contact the POC.
3.b.4.  Subject matter experts, are authorized to participate in the OPT to advise and inform the group.
3.c.  Phase three is the O6/GS15 board chaired by DC CDI (CDD/TFSD) and will be held in Quantico during the week of 5-8 November 2018.  Commands and DCs listed in paragraphs 3.b.2.(1) thru 3.b.2.(17) shall provide a O6/GS15 representative to sit on the board.  The OPT lead will present the AR/IMA structure course of actions to the board and the board will make the final decisions.  OPT participants are encouraged to attend to provide additional support, as needed, by the board.
4.  Tasks
4.a.  HQMC agencies and commands with AR/IMA structure equities.  Conduct a by-line review to determine if the billet is still required, if it needs to be changed (Grade, MOS, Component), moved within the organization, or removed altogether.
4.a.1.  Ensure all AR billets meet the full time staff requirements
prescribed by reference (c) and all IMA billets meet the criteria prescribed by reference (d).
4.a.2.  Identify and prioritize any changes or requirements for additional AR/IMA structure and submit recommended additions with justification.
4.a.3.  Ensure structure change requests are nested within references (c), (d) and the Commandant's priorities for RF 2025.  Requests must be submitted in the prescribed power point format on the SharePoint site or they will not be reviewed by the board.  Requests submitted without justification will not be reviewed by the board.
4.a.4.  All change requests must be received by 22 October 2018.
Structure change requests received after 22 October 2018 will not be considered.

4.c.1.  Chair the AR and IMA Structure Reviews.
4.c.2.  Submit a consolidated TOECR that captures all approved changes to AR/IMA structure for the February 2019 ASR.
5.  Administration and Logistics
5.a.  The O6/GS15 Board will convene 5-8 November 2018 in the Marsh building (3280 Russell Rd.), classroom 255.  Conclusion of the board will be event driven.
5.b.  Orders are a unit responsibility, unit funded, and should be non-reporting.
