GENTEXT/REMARKS/1.  Purpose.  To provide Marines serving on active duty or in the Selected Reserve (SELRES) notice of a change to Department of Defense (DoD) policy regarding Post-9/11 GI Bill transfer of educational benefits (TEB) to dependents.  Marines in the following categories, who may be eligible to TEB, are especially encouraged to review this MARADMIN:
    a.  Marines with more than nine (9) years of service (YOS), and particularly those with more than fifteen (15) YOS.
    b.  Marines who are Purple Heart recipients.
2.  Information.  DoD updated reference (a), and subsequently provided references (b) and (c) regarding TEB policy.
    a.  Two particularly time-sensitive updates are effective 12 July 2019:
        (1) Eligibility to TEB will be limited to Marines with at least six (6), but not more than sixteen (16) YOS.
        (2) All applicants must be eligible to be retained for four (4) years from the date of election, and not be prevented from doing so.
    b.  Effective 31 August 2018, Purple Heart recipients who are serving on active duty or in the SELRES are eligible to request to TEB regardless of their YOS or ability to complete an additional period of obligated service.
3.  Action
    a.  Effective 12 July 2019:
        (1) M&RA (MM and RA) will disapprove new TEB requests from Marines who have more than sixteen (16) YOS.
        (2) M&RA (MM and RA) will disapprove new TEB requests from Marines who are not eligible to be retained for four (4) years from the date of election or are precluded, prior to approval, by either standard policy or statute.  Reasons could include a mandatory retirement date, high-year tenure, retention control point, or not being medically qualified.
    b.  Effective immediately, M&RA (MM and RA) may approve TEB requests received on or after 31 August 2018 from Purple Heart recipients who are serving on active duty or in the SELRES, regardless of years of total service or ability to complete an additional period of obligated service.
4.  Coordinating Instructions
    a.  Effective 12 July 2019, all TEB applicants must be eligible to be retained for four (4) years from the date of election and not be precluded, prior to approval, by either standard policy or statute.
        (1) The provision that TEB applicants must have at least six (6) years of military service (active duty or SELRES) has not changed.
        (2) The provision that TEB applicants with at least six (6), but less than ten (10) YOS, must commit to serve four (4) years from the date of election has not changed.
        (3) The particular provision that allowed members with at least ten (10) YOS to TEB, regardless if they could serve the additional four (4) years of incurred service (i.e., precluded by a policy or statute like mandatory retirement, high-year tenure, or retention control point) is no longer applicable.
    b.  Eligibility provisions regarding years of total service or ability to complete an additional period of obligated service do not apply to Purple Heart recipients.  All other TEB requirements remain in effect, to include the requirement that TEB is only authorized formembers currently serving on active duty or in the SELRES.
    c.  Marines already approved to TEB do not need to reapply, but are reminded to review their current TEB-related service obligation date at the Defense Manpower Data Center (DMDC) website https:(slash)(slash)milconnect.dmdc.osd.mil/milconnect.
    d.  Marines interested in TEB are encouraged to review this MARADMIN, the application process provided in reference (d), paragraph 6, and to contact the appropriate point of contact (POC).
        (1) Primary POCs are provided in paragraph 5.
        (2) Purple Heart recipients who are applying to TEB should contact their respective primary POC to provide award information in conjunction with their application.
    e.  For the purposes of this MARADMIN and TEB:
        (1) In the case of the Active Component, the term active duty means full-time duty in the Armed Forces, other than active duty for training.
        (2) In the case of the Reserve Component, the term active duty means service on active duty under a call or order to active duty under sections 688, 12301(a), 12301(d), 12301(g), 12301(h), 12302, 12304, 12304a, or 12304b of title 10 or section 712 of title 14 USC.
        (3) The term SELRES includes:  members of Selected Marine Corps Reserve (SMCR) units, Individual Mobilization Augmentees (IMA), and members of the Active Reserve (AR).  It does not include the Individual Ready Reserve (IRR), Standby Reserve, or Retired Reserve, unless they are serving on active duty.
        (4) Creditable years of service is active federal service or qualifying years computed pursuant to section 12732 of title 10 USC (i.e., 50 points or more of service for a full Reserve Component year).
    f.  There is no waiver to the actions listed in paragraph 3.
    g.  Further guidance regarding this MARADMIN will be provided as follows:
        (1) All current active duty and SELRES Marines who have six (6) or more YOS will be notified of this MARADMIN via Marine-on-Line (MOL).
        (2) All current active duty and SELRES Marines who are Purple Heart recipients will be notified of this MARADMIN via MOL. 
        (3) Career Planners will receive further guidance via the Total Force Retention System (TFRS).
5.  TEB points of contact
    a.  Active Component enlisted Marines:  Manpower Management Enlisted Assignments (MMEA-1) is the primary POC for all TEB matters.
    b.  Active Component officers:  Manpower Management Officer Assignments (MMOA-3) is the primary POC for all TEB matters.
    c.  SELRES Marines:  Reserve Affairs (RAM-1) is the primary POC for all TEB matters.
    d.  General Officers:  Manpower Management Senior Leadership (MMSL) is the primary POC for all TEB matters.
    e.  Manpower Military Policy (MPO) is responsible for the TEB policy and assisting the primary POCs with TEB policy determinations.
6.  This MARADMIN is applicable only to Marines serving on active duty or in the SELRES.
