GENTEXT/REMARKS/1. The purpose of this MARADMIN is to provide interim policy ensuring Marines expending Ammunition and Explosives (A&E) are aware of and comply with all unique precautionary safety information before employing A&E affected by an Ammunition Information Notice (AIN).
2. Reference (a) delegates the implementation of the Marine Corps Explosives Safety Program to Marine Corps Systems Command (MARCORSYSCOM).  Further identified in reference (b), the Program Manager for Ammunition (PM Ammo), MARCORSYSCOM is the process owner for AINs applicable to Marine Corps owned Class V(W), also known as ground conventional ammunition.      
3. AINs are published, in reference (c), to provide general user precautions or instructions about specific A&E items.  Some AINs are safety-related and others provide general precautionary information about packaging anomalies and other non-safety-related factors.  AINs remain active until the precautionary information in the AIN is incorporated into the requisite technical manuals/training syllabus or the precautionary information is no longer valid. 
4. Analyses of mishap reports have noted a lack of awareness of applicable safety-related AINs.  The safety-related precautionary information does not always reach the end user, which creates an unnecessary safety risk, resulting in the potential for A&E mishaps and/or malfunctions causing injuries to the user.
5. Action. The following mitigation steps will be implemented to reduce the risk of safety-related precautionary information not being communicated to the appropriate levels:
5.A. MARCORSYSCOM, PM Ammo will maintain a list of all published range safety-related AINs. The list can be found on the Marine Ammunition Knowledge Enterprise (MAKE).  The “Range Safety-Related AINs (printer friendly)” list is published in the “Library” under the heading “Range Safety-Related AINs.” To access the MAKE site, any user with a common access card (CAC) can create an account using the following URL: https:(slash)(slash)make.mceits.usmc.mil
5.A.1. The above MAKE site will only contain the current list of range safety-related AINs that must be printed and delivered to the range.  The complete list of all Notices of Ammunition Reclassification (NAR), AINs, and munitions cleared for overhead fire (OHF), can be found in the latest edition of reference (c), which can be accessed via the Naval Logistics Library at the following URL: https:(slash)(slash)nll.navsup.navy.mil/default.cfm
5.A.2. Another great source of NAR, AIN and OHF information can be found within various modules on the Conventional Ordnance Resource Program (CORP) website, at the following URL:https:(slash)(slash)corp.dc3n.navy.mil 5.B. Supporting activities will continue to print/annotate applicable safety notice reference numbers on issue documents prior to issuing Class V to supported units.
5.B.1. Supported units will review all applicable safety notices annotated on issue documents provided by the supporting activity.
5.B.2. Supported units are directed to download and print the range safety-related AIN list, for the Department of Defense Identification Codes (DODICs) they are allocated, maintain hard copies of the AINs, and deliver a hard copy of the AIN to the Range Officer-in-Charge (OIC) when delivering affected A&E to the range.
5.C. The Range OIC or Range Safety Officer (RSO) will incorporate the precautionary information into the range safety brief.  This will ensure all users are aware of and comply with the precautionary measures described within each AIN before each training event commences.
6. Range policy contained in reference (d) will be updated by TECOM to reflect these procedures during its next revision.  TECOM will also revise applicable range SOPs and Range OIC/RSO training syllabus to institutionalize these policies and procedures.
7. MARCORSYSCOM has also collaborated with DC I&L to incorporate these policies and procedures into the pending publication of Volume 7 (Ammunition and Explosives (A&E)) within reference (e).
