GENTEXT/REMARKS/1.  Purpose.  To implement Department of Defense (DoD) policy changes regarding military service by transgender persons and persons with gender dysphoria.
2.  On 12 March 2019, the Office of the Deputy Secretary of Defense announced, via reference (a), changes to the standards for accession, retention, separation, in-service transition, and medical care for Service members and applicants with gender dysphoria.  These standards take effect on 12 April 2019 and apply to all military personnel.  On 18 March 2019, the Department of the Navy (DoN) published reference (b) providing further associated guidance.  Until DoD, DoN, and USMC policies and procedures are updated, references (a), (b) and this MARADMIN take precedence. 
3.  The Marine Corps remains committed to treating all persons with dignity and respect.  No person, solely on the basis of gender identity, will be denied accession, involuntarily separated or discharged, denied reenlistment or continuation of service, or otherwise be subject to adverse action or mistreatment.
4.  Consistent with the policies and procedures set forth in reference (a), non-exempt Marines diagnosed with, or having a history of, gender dysphoria are generally disqualified from retention in the Marine Corps unless a military medical provider has determined that gender transition is not medically necessary to protect the health of the individual, and the Marine is willing and able to adhere to all applicable standards, including those associated with their biological sex.  In-service gender transition is generally not authorized.  When a standard, requirement, or policy depends on whether the individual is a male or a female (e.g., medical fitness for duty and body fat standards; berthing, bathroom, and shower facilities; and uniform and grooming standards), Marines will be subject to the standard, requirement, or policy associated with their biological sex.
5.  As detailed in Attachment 3, Section I of reference (a), Marines who accessed in their preferred gender or confirmed a diagnosis of gender dysphoria with a military medical provider (MMP) before 12 April 2019, are exempt from the requirements of paragraph 4 above per reference (a).  Exempt Marines will be permitted to continue serving under the policies and procedures in effect under reference (c).
6.  Marines who are currently deployed or otherwise unable to access an approved MMP to receive a diagnosis of gender dysphoria prior to 12 April 2019 for the purpose of qualifying as an exempt individual per reference (a) may submit a request for an extension to the DeputyCommandant for Manpower and Reserve Affairs.  The Marine’s request must include a presumptive diagnosis from a medical provider (including an Independent Duty Corpsman or licensed civilian medical provider), and be submitted to their Commanding Officer prior to 12 April 2019.  The Commanding Officer’s endorsement must verify the inability to obtain a timely diagnosis confirmation.  The request must be routed through the first general officer in the chain of command to the Marine Corps Service Central Coordination Cell (SCCC) no later than 13 May 2019.
6.a.  Any other requests to waive the requirements in Attachment 3 of reference (a) must be submitted to the Assistant Secretary of the Navy (Manpower and Reserve Affairs) through the first general officer in the chain of command, via the Deputy Commandant for Manpower and Reserve Affairs.
7.  Recruiters and medical personnel will receive additional guidance or training on the policy and procedures pertaining to accession and service of transgender persons and persons diagnosed with gender dysphoria.
