GENTEXT/REMARKS/1.  Purpose.  To announce the convening of the Marine Helicopter Squadron One (HMX-1) aviation ground officer selection panel for FY20.  All Marines assigned to HMX-1 must meet specific and very stringent criteria mandated by the White House Military Office as outlined in reference (a).
2.  HMX-1 is responsible to the White House Military Office for worldwide helicopter transportation of the President of the United States.  Based at Marine Corps Air Facility Quantico, Virginia, the HMX-1 Nighthawks fly a fleet of VH-3D, VH-60N, and MV-22B aircraft.  Additional HMX-1 missions include helicopter transportation within the National Capital Region for the Vice President of the United States, visiting Heads of State, Headquarters Marine Corps, and the Marine Corps Combat Development Command.
3.  HMX-1 seeks applicants who possess the professionalism, maturity, judgment, and initiative that match the gravity of the mission they are being selected to perform.  While there are no specific billet experience requirements for selection, competitive applicants will be well rounded in all aspects of their respective MOS and be able to operate independently.
4.  In accordance with reference (a), the following criteria will be used to determine eligibility for selection:
4.a.  Time on station (TOS): only those candidates who have met TOS requirements and are eligible to execute permanent change of station orders (PCSO) or permanent change of assignment orders (PCAO) during FY20, no later than 30 June 2020, will be eligible to apply.  TOS requirements are established in reference (b) (CONUS para 1101, OCONUS para 2101) and questions regarding tour lengths should be directed to the Aviation Ground Monitors.  Waivers to TOS requirements will be considered on a case-by-case basis and waiver requests via AA form must be endorsed by the command and routed to CMC (MMOA-2).
4.b.  This panel is intended for the following active duty officers:
4.b.1.  6004 MOS CWO3 (Aircraft Maintenance Engineer Officer)
4.b.2.  6302 MOS CWO3 (Avionics Officer)
4.b.3.  6602 MOS Captain (Aviation Supply Officer) Selected applicants can expect a 48-month tour obligation.
4.c.  Selections will be made considering community health and individual career timing.
4.d.  Applicants must be capable of passing a thorough background investigation and be able to obtain a TS/SCI (Yankee White) security clearance.
5.  Applicants will complete and submit the Ground Officer Volunteer Form and the HMX-1 Pre-Screen and Contact Form.  All are available under the documents column on the HMX-1 website, http:(slash)(slash)www.hqmc.marines.mil(slash)hmx-1(slash)Recruiting(slash)Officer.  These documents are also available via the HMX-1 Manpower POC and respective HMX-1 MOS POC noted in paragraph 13.  Letters of recommendation are highly encouraged.
6.  Applicants are required to have a current photo in their OMPF.
7.  Packages must be endorsed at the Squadron/Battalion level.  Aviation Maintenance and Supply Officer applicants currently assigned to non-MALS billets should forward an endorsement from the ASO/AMO and Commanding Officer of their previous MALS assignment.
8.  Applicants should email their intention to apply for this panel, including name, rank, MOS, email address, and phone number to their monitor and the Officer Recruiter, HMX-1.  POCs are listed below.  All endorsements and any letters of recommendation shall be submitted via email or by mail.  Scanned packages will be accepted via email.  Signed original packages can be mailed to the following address: HMX-1, 2134 Rowell Road, Quantico, VA 22134.  Attention:  S-1 Manpower Division.  All packages must be received prior to 30 June 2019 in order to be considered by the FY20 HMX-1 ground officer selection panel.
9.  The HMX-1 selection panel will meet on or about 26 July 2019 to select officers for assignment to HMX-1 during FY20.
10.  Selection for service at HMX-1 is based upon selection panel results, screened by the Deputy Commandant Manpower and Reserve Affairs (MMOA), with final recommendations by the Commanding Officer, HMX-1.  Panel results will be passed via separate correspondence to applicants after final approval is received.
