GENTEXT/REMARKS/1.  Situation.  Joint-service professional development opportunities for enlisted Marines are limited.  The United States Navy Senior Enlisted Academy (NAVSEA) offers a controlled number of seats for the Marine Corps.  This academy is located at Naval Station (NS) Newport, Rhode Island.  The NAVSEA conducts an intense 10-week blended course with a curriculum focused in the following core areas:  Leadership, Communications, Organizational Behavior, National and International Studies.
2.  Mission.  The Director and Deputy Director, Senior Enlisted Academy will manage quotas and coordinate the attendance of qualified Marines to attend NAVSEA.
3.  Execution.  The following eight iterations of NAVSEA have a seven-week Distance Learning (DL) phase followed by a three-week resident phase.  The DL phase must be completed in order to proceed to the resident phase.  The submission timeline for the DL phase is approximately 60 days prior to the DL convene date.

3.b.  Allocations for each course are as follows:

3.c.  Funding is available through Training and Education Command Worldwide Travel (WWT).  The Senior Enlisted Academy is responsible for requesting funding for the course.  A rental vehicle is encouraged but will not be funded by WWT.  The student's parent command is responsible for rental car funding.
3.d.  Marine Corps Forces (MARFOR) and allocated commands shall nominate Marines in the rank of Master Sergeant and First Sergeant to attend the course.  Nominees must be submitted by the Marines MARFOR or allocated commands (G-3 in coordination with the respective MARFOR Sergeant Major.  Nominations will only be accepted from the MARFOR commands.)
3.e.  Course prerequisites
3.e.1.  Nominees must have completed the Senior Enlisted Joint Professional Military Education II accessed at https:(slash)(slash)jkodirect.jten.mil/.
3.e.2.  Nominated First Sergeants must have completed the resident First Sergeants Course and the First Sergeant/Master Sergeant Regional Seminar.  Nominated Master Sergeants must have completed the First Sergeant/Master Sergeant Regional Seminar.  The respective course completion codes must be reflected in Marine Corps Total Force System (MCTFS) prior to student nomination.
4.  Administration and Logistics
4.a.  The following information must be submitted for consideration of attendance at the NAVSEA:
4.a.1.  Course number
4.a.2.  Last name, First name, MI, EDIPI, and Military Occupational Specialty
4.a.3.  Grade and date of rank
4.a.4.  End of current contract
4.a.5.  MCTFS confirmation of the prerequisites listed in para 3.e.1. and 3.e.2.
4.a.6.  A professional resume.  Resume format can be found at  https:(slash)(slash)www.usmcu.edu/CEME/.
4.b.  MARFOR G-3s will submit nominees directly to the Director Senior Enlisted Academy:  eric.cayson@usmc.mil and Sepme.3@usmcu.edu.
4.c.  All nominations must be received by the submission deadline in para 3.a. for the respective course number the nominee desires to attend.
4.d.  Deputy Director, Senior Enlisted Academy, will coordinate student registration with NAVSEA.
4.e.  Lodging.  All attendees are required to lodge at the NAVSEA Bachelor Enlisted Quarters (BEQ), NS Newport, RI.
4.f.  Messing.  All attendees are authorized proportional meal rate and incidental expenses.
4.g.  Orders.  Parent commands are responsible for proper orders preparation.  Indicate that orders are reporting orders, government quarters are available, and government messing is not available.
4.h.  Reporting.  All approved students will check-in on the respective report date (resident course/portion only) to the NAVSEA BEQ, Building 1312, NS Newport, RI.  Attendees will receive further reporting guidance upon checking into the BEQ.
4.i.  Uniform requirements.  Will be provided via separate correspondence.
4.j.  During the course, students will be required to complete extensive reading and writing assignments, self-study, and public speaking.  There will be a short gap between the distance and resident phase.  NAVSEA staff will provide validation of completion of the DL phase to this office before the individual Marine is provided orders for the resident block.
