GENTEXT/REMARKS/1.  Purpose.  This message provides amplifying guidance on the Marine Corps Total Force System (MCTFS) reporting of additional Military Occupational Specialties (AMOS) for Marines who have successfully completed AMOS-producing courses, enabling actionable identification of Marines with special technical skills.
2.  Background
2.a.  Marine Corps Training Information Management System (MCTIMS).  MCTIMS is the enterprise-wide training information management system and the authoritative data source for all training data.
2.b.  Marine Corps Total Force System (MCTFS).  MCTFS is the Marine Corps system of record that provides information for pay, personnel administration, and manpower management within the Marine Corps.
2.c.  During 2016 MCTFS reporting procedures were modified to allow local reporting units and Personnel Administration Centers (PAC) to report additional MOS on behalf of Marines who successfully complete AMOS-producing courses.
2.d.  Reference (a) defines the Marine Corps Occupational System as a four-digit number code constructed on the concept that occupations with similar skill, knowledge, or functional application requirements are grouped into functional areas, known as Occupational Fields, and skill-knowledge sets, known as MOSs.
3.  Situation.  Information contained in MCTIMS and MCTFS indicates Marines who successfully complete an additional MOS-producing (AMOS) schools, as annotated in MCTIMS, may not have the appropriate AMOS accreditation listed in MCTFS.  For example, MCTIMS data reflects a Marine’s successful completion of the Winter Mountain Leader course (School Code M7B) however, the Marine’s MCTFS record does not include the appropriate AMOS of 0941, Winter Mountain Leader.
4.  The discrepancies between MCTIMS and MCTFS data necessitates consideration of automating AMOS entry as a result of MCTIMS course completion.  However, until an integrated training and manpower data system can be implemented, this message formally announces the capability of local reporting units and PACs throughout the Marine Corps to report AMOS information for enlisted Marines and Officers in MCTFS.
5.  Procedural Guidance
5.a.  Source documentation for AMOS that Entitle Marines to Special Pay and Entitlements.  Reporting the completion of AMOS-producing courses require source documentation, specifically a valid training certificate issued to the Marine, particularly for courses that entitle Marines to special pay and entitlements such as language proficiency examinations.
5.b.  Source documentation for Non-pay and Entitlement-related AMOS.  Due to the significant number of Marines who successfully complete non-pay impacting service level training events, individual certificates are not necessary.  Local reporting Units and PACs may use MCTIMS generated reports that identify the course, course dates, completion status or code of 'PA' and individual Marine data such as rank, name and EDIPI.
5.c.  The Marine Online (MOL) Electronic Personnel Action Request (EPAR) is the preferred method of submission for unit and individual personnel record update requests.  Source documentation, MCTIMS rosters and/or completion certificates, will accompany all requests.  Marines who do not complete the course, as annotated by the school incompletion code listed are not eligible.
6.  This message was coordinated with Marine Corps Combat Development Command Total Force Structure Division, Training and Education Command, and Manpower Management and Manpower Plans and Policy, Manpower & Reserve Affairs, and is applicable to the Marine Corps Total Force.
