GENTEXT/REMARKS/1.  This message announces the annual Marine Corps Manpower and Personnel Administration (MPA) Symposium taking place aboard Marine Corps Base Quantico (MCBQ) from 6 to 10 April 2020.  The symposium, whose target audience is comprised of senior Manpower Officers, Personnel Officers, senior enlisted administrators, and civilian Marines, provides a forum to share insights and ideas, enhance professional development, and develop a long term vision for the MPA community.  The theme of this year’s symposium is:  “Meeting the Intent:  How the Manpower and Personnel Administration community will implement the Commandant’s Planning Guidance.”
2.  Symposium Events.  The following is a preliminary list of symposium events.  A comprehensive schedule will be posted on the Manpower & Reserve Affairs website when finalized.  The schedule will be located at:  www.manpower.usmc.mil under the  banner “2020 Manpower Symposium Schedule.”  All events, with the exception of the Marine Corps Manpower and Personnel Awards Program (MCMPAAP) award ceremony on Wednesday, 8 April, will be held at the Gray Research Center, Marine Corps University.  The awards ceremony will take place at Harry Lee Hall.
3.  Monday, 6 April
3.a.  The Assistant Deputy Commandant and Executive Assistant, Manpower & Reserve Affairs will provide opening remarks and discuss the transformation of the Department of the Navy Business Operating Procedures.
3.b.  The Sergeant Major of the Marine Corps will discuss proposals to more capably assess, identify, promote, and retain the best and brightest junior Marines, Non-commissioned Officers, and Staff Noncommissioned Officers.
3.c.  Guest speaker Dr. Frank Hoffman (USMC)(Ret), a Distinguished Research Fellow from National Defense University, will discuss “The Human Dimension in the Age of Autonomous Systems.”
3.d.  Guest speaker Dr. Susan Bryant (USA)(Ret), a Visiting Research Fellow from National Defense University, will discuss the publication “Finding Ender:  Exploring the Intersections of Creativity, Innovation, and Talent Management in the U.S. Armed Forces.”
3.e.  United States Army Talent Management Task Force representatives will provide an overview of newly implemented talent management initiatives, particularly an update of the Battalion Command Assessment Program and the Army Talent Alignment Process.
4.  Tuesday, 7 April
4.a.  A Marine from Naval Amphibious Force, TF 51/5th Marine Expeditionary Brigade, with several degrees in Information Sciences, will discuss human resource management in the age of automation and the increasing necessity of manpower professionals performing tasks of data assimilation, comparative analysis, and predictive analytics.
4.b.  An Intelligence Department, Deputy Commandant, Information, Headquarters Marine Corps representative will provide insight and “lessons learned” during the planning and execution of 02xx modernization plan.
4.c.  Dr. Lenny Wong (USA) (Ret), Army War College, will discuss “Lying to Ourselves:  Dishonesty in the Army Profession,” a publication that examines indications of ethical and moral problems in the profession of arms.
4.d.  A Deputy Chief of Naval Operations (Manpower, Personnel, Training and Education) representative will discuss Sailor 2025 and provide an overview of the three pillars of the program: Personnel System Modernization, Ready Relevant Learning, and Career Readiness.
4.e.  Site Visit:  National Museum of the Marine Corps (NMMC).  During the afternoon of Tuesday, 7 April Symposium participants will receive a period of instruction from NMMC docents, exploring Marine Corps heritage and history with a focus upon Navy and Marine Corps integration during World War II and Korea.
5.  Wednesday, 8 April
5.a.  The Calendar Year 2019 MCMPAAP Awards Ceremony will take place at 10:00 at Harry Lee Hall, MCBQ.  Plaques, provided courtesy of the Marine Corps Association & Foundation, will be presented to award recipients and personnel representing the Personnel Administration Center of the Year.  A no-host luncheon at the Clubs at Quantico will take place immediately following the award ceremony.
5.b.  Manpower and Reserve Affairs Divisions will brief senior MPA community stakeholders.  Additionally, agencies responsible for development of functional line of effort (LOE) tasks outlined in reference (a) will finalize out-briefs to the Deputy Commandant for Manpower and Reserve Affairs (DC, M&RA).
6.  Thursday, 9 April.  LOE leads will provide an in-progress review of LOE objectives to DC M&RA, identifying intermediate and long-term milestones associated with each LOE.  Time TBD.
7.  Coordinating Instructions
7.a.  To ensure effective stakeholder representation and collaboration, Symposium events listed in paragraphs (5.b) and (6.a) are reserved for senior members of the MPA community.
7.b.  The Secretariat will coordinate with LOE leads and Action Officers to ensure coordinated planning and cross-functional integration.
7.c.  Symposium participants must confirm attendance no later than 8 March 2020 by sending an email to the following organizational mailbox:  DC.MRA.SECRETARIAT.OFFICE@usmc.mil.  Lodging has been reserved at Crossroads Inn and, upon receipt of symposium attendees, will be equitably distributed among participants assigned to commands outside of the National-Capital Region.
7.d.  Staff Noncommissioned Officers and Restricted and Unrestricted Officers with a primary military occupational specialty of 0111, 0170, and 0102 and Civilian Marines in the field of Manpower and Personnel Administration serving in commands located in the National-Capital Region are strongly encouraged to attend the presentations listed in paragraph 3.a through 4.e.
