GENTEXT/REMARKS/1.  Due to the ongoing 2019 Novel Coronavirus (COVID-19) pandemic, and the stop movement directed by the Secretary of Defense addressed in reference (a), the following guidance is provided regarding Basic Allowance for Housing (BAH) waivers in conjunction with (ICW) delay dependent travel (DDT) and Overseas Tour Extension Incentive Program changes. The guidance provided herein supersedes and is a detailed update to the guidance provided in paragraph 3g of reference (a). During the stop movement period, Marines who fit the scenarios and criteria described in paragraph
1a, 1b, and 2a below are not required to request approval from MMIB-3, the Secretarial Process authority for the Commandant of the Marine Corps. Installation Personnel Administration Centers (IPAC) will use this publication as source documentation to report payment of BAH ICW DDT and changes of Overseas Incentive elections as described herein.
1.a.  Marines approved for BAH waivers ICW DDT, whose waivers will expire during the stop movement period (14 March – 30 June 2020), may maintain their BAH waivers until 30 September 2020. BAH waivers that expired prior to the release of this MARADMIN should be retroactively re-reported if they meet the criteria contained herein.
1.b.  Marines approved as an exception to policy (ETP) to existing travel restrictions, who will be executing Permanent Change of Station Orders (PCSO) during the stop movement period and who elect DDT are also approved for BAH ICW DDT.  Marines approved to execute ETP PCSO who elect DDT are entitled to BAH ICW DDT until 30 September 2020.
1.c.  Marines executing PCSO based on approved ETP who need more than the authorized length of delay as listed above in paragraph 1b, may request a BAH waver ICW DDT for the reasons as listed in reference (b).  In accordance with reference (c), BAH ICW DDT can be authorized up to 180 days. Such requests should be submitted to MMIB-3 at smb.manpower.mmib3@usmc.mil and should include an AA form stating the reason for the request, a command endorsement from an O-5 or higher, any substantiating documents, and the Basic Orders.
1.d.  Marines executing PCSO on or after 1 July 2020 who desire a BAH waiver ICW DDT will submit their requests using the guidance from the last sentence of the preceding paragraph.
1.e.  Reporting of BAH ICW DDT does not constitute authorization for dual entitlement to housing as addressed in reference (d).  Specifically, Marines who execute OCONUS PCSO with DDT, and who subsequently accept assignment to government family type quarters will no longer be entitled to BAH.
1.f.  Reporting of BAH ICW DDT does not constitute payment of FSA. Marines with dependents are authorized dependent travel to the new PDS unless specifically ordered to an unaccompanied or dependent restricted tour.  Marines with questions regarding FSA are directed to contact their IPAC.
2.  Overseas Tour Extension Incentive Program (OTEIP).
2.a.  In accordance with reference (e) and due to the current globaltravel restrictions, Marines who previously elected fifteen days special rest and recuperation (SR&R) and round-trip travel to the nearest continental United States point of embarkation may change their elected incentive to either thirty days SR&R or $166.66/month bonus.
2.b.  Marines requesting to change incentives listed in paragraph 2a must notify their supporting IPAC for proper reporting and documenting of their request to change the elected incentive.  Changes to incentives must be reported as directed by reference (e).  For the purposes of full financial audit all changes of incentive must be documented by page 11 entry and filed in the service-member official military personnel file.
2.c.  The temporary procedure/authority to change overseas incentives in accordance with this MARADMIN will remain in effect until 30 September 2020 at which time requests to change incentives will resume the standard approval process to MMIB-3.
