GENTEXT/REMARKS/1.  Purpose.  To announce the Fiscal Year 2021 (FY21) Commandants Intermediate-Level Education Board (CPIB) convening on 8 September 2020.  The deadline to complete board instructions (contained within this message) and submit letters to the board is 8 August 2020.  Letters to the board are not required and are at the discretion of the officer being screened.
1.a.  Marine Corps orders regarding graduate education for officers have been substantially revised.  Marines are encouraged to review the graduate education order found at:  https:(slash)(slash)www.marines.mil/News/Publications/MCPEL/Electronic-Library-Display/Article/1863862/mco-15241.
2.  Programs.  The board will convene for approximately four weeks to select officers for:
2.a.  Intermediate-Level Schools (ILS) to include Foreign Professional Military Education.
2.b.  Fellowships to include the Congressional Fellowship Program (CFP), the Commandants National Fellows, and the Commandants Fellows.
2.c.  International Affairs Programs (IAP)
2.c.1.  Regional Affairs Officer Program (RAO) (Must be a major or major select having between nine and 15 years of commissioned service).  Majors, major selects and captains screening for major on the CY20(FY22) Majors Promotion Selection Board are not currently authorized to apply for the Foreign Affairs Officer (FAO) Program).
2.d.  Graduate Education at:
2.d.1.  Naval Postgraduate School (NPS).
2.d.2.  Air Force Institute of Technology (AFIT).
2.d.3.  San Diego State University (SDSU)-Restricted to 4502 Primary Military Occupational Specialty (PMOS).
2.d.4.  Civilian Institutions-Restricted to Education (8802 AMOS) and History (8878 AMOS) curriculums.
2.d.5.  Advanced Civilian Schools Program (ACSP).
2.e.  United States District Court (Phoenix, Arizona) Fellowship-Restricted to 4402 PMOS.
2.f.  National Geospatial Intelligence Agency Fellowship-Restricted to 4402 PMOS.
2.g.  The Judge Advocate Generals Legal Center and School (TJAGLCS)-Restricted to 4402 PMOS.
2.h.  Olmsted Scholar Program (OSP)-Limited to officers with no more than 13 years of total federal service as of 1 April 2021 and certain PMOSs, as determined by the Olmsted Scholar Foundation.

3.  General Eligibility Guidelines
3.a.  All majors, major selects, and those in zone for the CY20 (FY22) Majors Promotion Selection Board with a date of departure from their current command no later than 30 September 2021 will be screened on the FY21 CPIB.  Specific questions regarding tour lengths should be directed to the appropriate PMOS monitor.
3.a.1.   Due to inventory shortfalls within the 75XX community, all 75XX officers that meet the eligibility criteria who are not listed on the eligibility roster, but interested in attending ILS, should contact their PMOS monitor to discuss additional eligibility criteria.
3.b.  The following are not eligible for consideration:
3.b.1.  Officers in the above-zone for promotion to major.
3.b.2.  Majors who are in zone for the CY20 (FY22) Lieutenant Colonels Promotion Selection Board.
3.b.3.  Majors previously passed for promotion to lieutenant colonel.
3.b.4.  Officers who are currently enrolled in a program designated to them by a previous Commandants Education Board (CCLEB or CPIB).
3.b.5.  Officers who have not fulfilled an obligated payback tour for a previously attended program CCLEB or CPIB.
3.b.6.  Officers participating in or having completed the Command and Staff Blended Seminar Program (BSP) for PME in-grade or have completed Advanced-ILS (i.e. SAW, SAMS, MAWS, SAASS).  Officers in this category, who are interested in programs other than ILS, must submit a request to be considered via Administrative Action Form (NAVMC 10274) to their PMOS monitor NLT 2 August 2020 to be considered by the board.
3.b.7.  Officers with an approved separation or retirement date.
3.b.8.  Restricted Officers.
4.  Eligible Population.  All officers due for permanent change of duty orders (PCS/PCA) in FY21 are required to complete the specific instructions outlined in paragraph 5.  The list of eligible officers that will be screened can be found on the CPIB/CCLEB Updates page on the main USMC Manpower website at:  https:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/OA3CEB/pages_cpibcclebupdates.
4.a.  Within the list, officers with sufficient career timing to participate in programs longer than one year, such as graduate education programs, CFP, Olmsted, etc., will have a Note 1 beside their name.
5.  Instructions for the Eligible Population.
5.a.  Officers will ensure their official photograph in their OMPF is no older than 8 September 2019 prior to the convening date of the board.
5.b.  Officers with a Note 1 beside their name are required to complete the questions on the FY21 Commandants Education Board Questionnaire and upload a copy of their undergraduate transcripts to the questionnaire.  Do not request to have transcripts sent directly to MMOA-3 by mail or sent electronically.  All transcripts must be copies uploaded as a Transcript file within the FY21 Commandants Education Board Questionnaire.  Transcripts uploaded to the questionnaire will not be sent to Official Military Personnel Files (OMPF) by MMOA-3.  Officers should have their transcripts put in their record by sending a copy to MMRP at smb.manpower.mmrp@usmc.mil.  Each page in the copy must contain the grade, full name and EDIPI (DOD ID) legibly handwritten or typed.
5.c.  The below subparagraphs also apply to officers with a Note 1 by their name:
5.c.1.  Officers are required to apply to the Naval Postgraduate School (NPS) NLT 8 August 2020.  Official copies of transcripts from all undergraduate and graduate schools attended are required for this application.  The transcripts must come directly from the school(s) attended to NPS.  Officers that have previously applied to NPS must submit an application. Officers can submit up to three applications for different programs at NPS listed in paragraph 2.i above.  NPS will notify MMOA-3 of an officer’s acceptance.  NPS does not provide an acceptance letter or status of acceptance to individual officers.  Officers desiring graduate education are required to have “Graduate Education” within their top three preferences for available programs listed on the questionnaire.  Marines holding a PMOS of 4402 and 4502 are not required to apply to NPS.

5.c.2.  Officers who prefer a graduate education program not offered at NPS are required to take the GRE and submit applications to the desired school.  Upload GRE scores, conditional acceptance letters, and transcripts into the questionnaire in order to be considered.
These programs include:
5.c.2.a.  Mass Communication and Media Studies at San Diego State University-Restricted to 4502 PMOS.
5.c.2.b.  Aeronautical Engineering at AFIT-Restricted to 75XX PMOSs.
5.c.2.c.  Environmental Engineering at AFIT.
5.c.2.d.  Masters of Education (8802) from a civilian university-Curriculums must be verified by the program officer listed in paragraph 10 below.  Interested officers are required to have current GRE scores and rank this program within their top three choices for graduate education preferences.  Interested officers shall also compose a letter to the board which states your educational philosophy and desired focus of education study (ex:  curriculum design/development, methodology, policy, embodied learning, learning analytics, emerging technology, etc).
5.c.2.e.  Masters of History from a civilian university must be verified by the program officer listed in paragraph 10 below.  Interested officers are required to have current GRE scores and rank this program within their top three choices for graduate education preferences.
5.c.2.f.  Advanced Civilian Schools Program (ACSP)
5.c.2.f.1.  The purpose for ACSP is to provide additional education opportunities for Marine Corps officers.  The ACSP allows officers the opportunity to earn an advance degree while maintaining career progression.  Participants are highly encouraged to pursue areas of study and research topics of interest to the Marine Corps.  Interested officers are required to have current GRE scores, submit an application, and rank this program within their top three choices for graduate education preferences.
5.c.2.f.2.  Program  Details.  The board will select up to five officers to participate in this education program lasting no longer than 12-months.  This program qualifies as partially-funded education per reference (h).  Participating officers will receive their regular pay and allowances, but application fees, tuition and matriculation fees, cost of textbooks and materials, and all similar fees and expenses will be borne by the officer.  The area of study and research is at the discretion of the officer and no utilization tour is required.  Participants follow-on assignment will be based on the needs of the Marine Corps and the participants career progression.
5.c.2.f.3.  Marines who complete the ACSP are required to have their diplomas and transcripts included in their OMPF.
5.c.2.f.4.  Marines may be awarded a secondary FMOS (i.e. 88XX) for their masters degree if approved by the Occupational Field Manager for that discipline.
5.c.2.f.5.  Selectees must send an official acceptance letter to MMOA-3 via smbmmoagradedu@usmc.mil no later than 1 April 2021.  Failure to produce an acceptance letter or failure to communicate a potential delay in receiving an acceptance letter by this deadline will result in removal from the program.
5.c.2.f.6.  Professional Military Education (PME) Requirement.  This program is not a service equivalent for PME and does not meet any JPME requirements.  Marines participating in ACSP are required to pursue completion of a PME program commensurate with their grade.
5.c.2.f.7.  Questions may be directed to MMOA-3 via e-mail at smbmmoagradedu@usmc.mil, subject titled “Advanced Civilian Schools Program.”
5.c.2.f.8.  The ACSP application detailing all requirements are found at the CCLEB/CPIB website provided in paragraph 4.
5.c.3.  Officers interested in the RAO program must annotate the program as one of their top three preferences but are not required to have a DLAB score in their record.  Officers must have more than nine years and less than 15 years of commissioned service by December 2021 for the RAO program.  Additionally, interested applicants must submit a memorandum to the board in naval letter format with the information below.
5.c.3.a.  Statement highlighting interest in the RAO program, international experience, and desire to serve in RAO billets across the Marine Corps.
5.c.4.  Officers interested in the Olmsted Scholar Program must submit completed and signed applications to the questionnaire.  Application formats are provided at the CPIB/CCLEB updates website.  Applicants are responsible for ensuring time-in-service and PMOS requirements are met before applying.  Additional information may be found at:  http:(slash)(slash)www.olmstedfoundation.org/what-we-do/eligibility-requirements.
5.c.4.a.  Olmsted Scholar applications now require the submission of a command photo taken in Service "A" with National Ensign and Service flag in the background.  A high-quality digital file of this photo must be sent with the Olmsted application.  Electronic photos must be less than 10MB in file size and should be emailed to the MMOA-3 email address:  smbmmoagradedu@usmc.mil with a subject and file titled, “LNAME_FNAME_OLMSTED_PHOTO.”
5.d.  Officers without a Note 1 beside their name are required to complete and submit the FY20 Commandants Education Board Questionnaire prior to 8 August 2020.  The option for longer programs (e.g., NPS, CFP, RAO, Olmsted, etc.) will only be available to those designated by a Note 1 on the eligibility roster.  Officers without a Note 1 who believe they have the career timing to screen for long programs should contact their PMOS monitor.  Questions concerning overall career timing should be directed to the respective PMOS monitor.
5.e.  For specifics on any of the programs, reference the PME order and/or contact the program officer in paragraph 10 below.  Program information can also be found on the CPIB/CCLEB Updates webpage.
5.f.  Foreign PME.  Officers with or without a Note 1 are eligible to apply for Foreign PME.  To be considered, officers must have a DLAB score in their record and rank it accordingly as a preference in the questionnaire.  The DLAB requirement pertains to English speaking programs as well.  All applications can be found on the CCLEB/CPIB updates page in paragraph 4 and are due to the program POCS NLT 24 July 2020.
5.g.  Officers applying for CFP must submit their applications to The Office of Legislative Affairs (OLA) at HQMC_OLA_CFP@usmc.mil.  Applications are due to OLA no later than 24 July 2020.  Unlike in past years this message is applicable to all 3404 officer CFP applicants.  For more information, guidance and FAQ please reference:  https:(slash)(slash)www.hqmc.marines.mil/Agencies/Office-of-Legislative-Affairs/Congressional-Fellowship-Program/
6.  Board Correspondence.  All correspondence to the board must originate from or be endorsed by the officer being screened.  All submissions (letters of recommendation, clarifying statements of service, etc.) must be uploaded into the Letters to the Board file on the FY21 Commandants Education Board Questionnaire no later than 8 August 2020.
7.  FY21 Commandants Education Board Questionnaire can be found at https:(slash)(slash)surveys.max.gov/index.php/567163.  The questionnaire will be made available until the deadline for those listed on the eligibility roster.  See paragraph 4 above for directions to the roster.  Eligible officers will be able to submit program preferences as well as upload transcripts, GRE scores, applications, and letters to the board.  All eligible officers are directed to the manpower website for further information and eligibility requirements for each program.  Note:  Your EDIPI is required to access the website.  Issues regarding survey functionality and accessibility should be directed to smbmmoagradedu@usmc.mil.
8.  Non-Compliance.  Officers are considered non-compliant with the above instructions:
8.a.  If they have a Note 1 next to their name on the eligibility roster and do not complete the questionnaire and upload a legible copy of their transcripts.
8.b.  If they are listed in the eligibility roster with a Note 1 next to their name and they do not complete the questionnaire or fail to apply to NPS.
8.c.  Officers who fail to complete the questionnaire, fail to apply to NPS or submit transcripts will still screen and may be slated/assigned to a program at the board and/or monitors discretion.
8.d.  A list of non-compliant officers will be provided to a Marines command on a weekly basis starting on 1 August 2020.
9.  A subsequent MARADMIN will announce FY21 CPIB slating results.  The results MARADMIN will serve as notification of orders for all primary selectees.
