Gentext/rmks/1.  Effective 31 March 2019, Commanding General, Training and Education Command (CG TECOM) became the commandant's executive agent for developing, reviewing, maintaining, and publishing Marine Corps’ service doctrine.  Recognizing that the legacy process for managing and authoring the doctrine portfolio could not sustain currency (timeliness and relevance), CG TECOM directed a revision of the entire doctrine process.  Effective 8 July 2020, CG TECOM authorized select O-6 commands, directors, and special staff to manage, author, and approve assigned doctrine and training publications and initiated efforts to leverage a new, web-based collaboration tool.
1.a.  Doctrine and training publication managers oversee a publication portfolio and are responsible to ensure their doctrine and training publication’s content is current, accurate, and consistent with authorized doctrine and best practices.  They are empowered to create additional training publications as needed to address emerging or evolving topics.  In addition, they are empowered and expected to archive irrelevant or outdated publications.  When the manager and author agree that a publication is complete, the manager signs as the approval authority.
1.b.  Doctrine and training publication authors are responsible to ensure their doctrine and training publication’s content is timely, relevant, and is suitable for the intended audience.  They ensure that the content does not conflict with authorized doctrine.
1.c.  The collaboration tool is an adobe experience manager based application hosted on the MarineNet website that will enable managers and authors to streamline and execute the doctrine and training publication development, revision, and approval processes in real time.  The collaboration tool will reach initial operating capability in December 2020.
2.  There are two levels of doctrinal publications (Marine Corps doctrine publications (MCDP) and Marine Corps warfighting publications (MCWP)) and two levels of training publications (Marine Corps tactical publications (MCTP) and Marine Corps reference publications (MCRP)), each with a singular purpose and focus.
2.a.  MCDPs describe the fundamental principles and institutional thinking regarding warfighting and conducting major warfighting activities.  Collectively, MCDPs are the philosophical underpinning of the Marine Corps and the Marine ethos.  MCDP development and sustainment processes will continue to be overseen by TECOM.  The Commandant of the Marine Corps will sign MCDPs.
2.b.  MCWPs articulate the overarching and fundamental operational doctrine and tactics, techniques, and procedures (TTP) utilized by the Marine Corps when prosecuting war or other assigned missions in support of national strategy and objectives.  MCWPs inform and influence MCTP and MCRP content.  MCWPs will be managed and approved by Capabilities Development Directorate’s (CDD) O-6 division directors.  MCWP author responsibilities are assigned based on subject matter and spread across the Marine Corps.
2.c.  MCTPs describe focused or specific TTP relating to a specific function, area, or subject.  Each MCTP must be clearly nested under and linked to an MCWP and follow, align, amplify, and further explain the MCWP’s content.  They are managed and authored by selected O-6 commands in Marine Air-Ground Task Force Training Command and Marine Corps Intelligence Activity and division directors at CDD and TECOM.
2.d.  MCRPs describe TTP used by small unit leaders, or individual Marines to ensure mission success.  They may or may not have a respective MCTP or MCWP and are intended for the individual Marine or Marines within the subject community.  They are managed and/or authored by O-6 commands and division directors who are authorized to develop, revise, adjudicate, and approve their assigned publication.  Where possible, MCRPs will be managed, authored, and approved by the same schools and organizations that currently teach the subject matter.  The assigned O-6 commanders and division directors will determine when an MCRP is satisfactory and only their signature is required for approval.
3.  TECOM, Policy and Standards Division, Doctrine Branch will perform random quality assurance (QA) spot checks on training publications after approval.  The primary purpose of the QA spot check is to ensure the publication uses current, approved terminology and does not contradict authorized doctrine.  Training publication managers and authors can immediately correct noted issues or during normally scheduled revision.
4.  Publication content identified as potentially illegal or hazardous to human life if followed, regardless of who identifies it, will be immediately investigated and, if warranted, corrected by the author and/or manager.
5.  To reduce the number of publications, any publication, other than an MCDP, with an approval date greater than 20 years old and not currently being updated will be archived.  Should an archived publication be updated in the future, Doctrine Branch will assign a new designator and return it to the training publications portfolio.
5.a.  Marine Corps interim publications (MCIP) and training circulars (TC) requiring Service retention shall be updated and converted into a MCRP.
5.b.  MCIPs or TCs that do not warrant Service retention or cannot be consolidated into other publications will be archived.
6.  Once publication assignments are validated, doctrine branch will revise ref (a) and ref (b).  Ref (c) is hereby cancelled.
