GENTEXT/REMARKS/1.  Upon regional AOR HPCON routine or Alpha determination and DoD travel restrictions lifted, FSMAO will resume on-site analyses outside local commuting area continuing to use the FSMAO FY21 checklists.  With HPCON Bravo, FSMAO will conduct on-site analyses within local commuting area as defined by the regional installation.  Analyses will continue to use FSMAO FY21 checklists.  While on-site, FSMAO personnel will adhere to social distancing precautions, use appropriate PPE and task organize personnel to limit group gatherings for analysis requirements.  With locations assigned HPCON Charlie guidance will be provided via separate correspondence.
2.  The FSMAO FY21 checklists are posted on FSMAO sharepoint site:  https:(slash)(slash)eis.usmc.mil/sites/fsmao.
2.A.  On-site analyses will be conducted by physical validation and review of Automated Information System-generated reports and unit-provided Key Supporting Documentation (KSD).  The unit is responsible for providing all samples required for the analysis upon the arrival of FSMAO personnel.
2.B.  Corrective Action Plans (CAP) will be required for a commodity with functional areas scoring less than 80%.
3.  In accordance with ref (b), the following timeline for units designated with a one week analysis will be used for planning and execution purposes:
3.A.  D-30:  FSMAO sends a Letter of Notification (LoN) to the unit.  The LoN will detail the dates and events for the analysis, identify the team Officer in Charge (OIC), and provide FSMAO point of contact (POC) information.
3.B.  D-14:  FSMAO Team OIC initiates communication with the unit's POC to identify unit representatives from the following areas:  Supply, Unit User Account Management, Maintenance Management, Ground Electronics Maintenance, Engineering Maintenance, Motor Transport Maintenance, and Ordnance Maintenance.
3.C.  D-10:  The unit provides the FSMAO Team OIC with names of unit representatives.  This ensures the respective FSMAO analysts and unit representatives have confirmed the means and lines of communication have been established.  Continuous communication between FSMAO and the unit is encouraged and will continue throughout the entirety of the on-site assistance visit.
3.D.  D-7:  FSMAO provides the unit samples and KSD record requests via email to the primary POC.
3.E.  D-day:  An on-site in-brief with unit leadership is conducted by the FSMAO Team OIC and FSMAO Team Chief.  The FSMAO analysis begins with a 100 percent inventory of all Readiness Reportable Ground Equipment (RRGE).  FSMAO will begin review of the unit sample KSD.
3.F.  D+1 – D+3:  FSMAO conducts on-site analysis.
3.G.  D+4:  FSMAO Team OIC provides the out brief to the unit leadership, which includes functional area analysis results.
3.H.  D+24:  FSMAO sends the final report to HQMC I&L for review and endorsement.
3.I.  HQMC I&L completes final report endorsement and returns the completed package in DoN-Tracker to the unit via their chain of command.
3.J.  If required, the unit submits their Corrective Action Plan (CAP) in DoN Tracker via their chain of command to HQMC I&L.
3.K.  HQMC I&L (LP) processes the unit cap and adds the document to the final report for historical filing.  Further CAP remediation is an inherent responsibility of the Major Subordinate Command and supporting element inspection teams.
4.  The timeline will be extended by seven calendar days starting at D+3 for units with multiple DoDAACs, MFR units with multiple sites, and other designated units. FSMAO will provide the timeline in LoN for these units.
5.  When regional HPCON elevates to Charlie or Delta, SepCor will be provided for remote analyses.
6.  Timelines subject to change dependent on analysis progress.
