NARR/REF A ESTABLISHES THE DEPARTMENT OF DEFENSE (DOD) INSIDER THREAT PROGRAM/REF B SERVES AS THE INITIAL ROADMAP FOR IMPLEMENTING DOD INSIDER THREAT PROGRAM POLICY/ REF C DIRECTED INTERIM MARINE CORPS COUNTER INSIDER THREAT POLICY AND ASSIGNED INITIAL RESPONSIBILITIES TO DETER, DETECT, AND MITIGATE THE INSIDER THREAT/REF D ESTABLISHES THE ENDURING MARINE CORPS COUNTER INSIDER THREAT PROGRAM POLICY.//
GENTEXT/REMARKS/1.  Reference (a), published in September of 2014, directed all DoD components to establish Counter Insider Threat Programs.  The Assistant Deputy Commandant for Plans, Policies, and Operations (Security) released initial guidance in February 2016, reference (b), to assist commands and organizations prepare for program implementation.  In May 2018, reference (c), directed the establishment of a Marine Corps Counter Insider Threat Program, hereafter referred to as Program.  In November of 2020, reference (d) was published as enduring policy providing additional guidance on Program requirements.  In March of 2021, the Program achieved National Insider Threat Task Force (NITTF) standards for full operating capability (FOC).  Achieving FOC status demonstrates that the majority of Program requirements have been successfully implemented; however, there are several items that may require additional attention. 
2.  The purpose of this MARADMIN is to supplement guidance provided in the references to ensure that those implementation requirements needing additional attention, are, or have been, appropriately addressed.  Reference (d) is the source document for all Offices of Primary Responsibility (OPR) and implementation requirements addressed in this MARADMIN.
3.  The following actions are requested of OPRs listed in paragraphs 4 through 7.  Review the implementation requirement(s) aligned to your organization and determine the status of each.  For the purpose of this MARADMIN, “status” is defined by one of the following three descriptors:  Fully Implemented, Partially Implemented, or No Action Taken.  Once a status determination has been made notify the Program POC assigned to assist your organization.
4.  Deputy Commandant for Plans, Policies, and Operations (DC PP&O) shall serve as the OPR for the implementation tasks outlined in subparagraphs 4a and 4b.
4a.  In coordination with the Commanding General, Training and Education Command (CG TECOM), develop and publish the Program’s Training and Education Plan.  This plan shall provide the scope, philosophy, LOE, major objectives, and critical tasks for training and educating the workforce along with the development of the level of expertise needed for information analysis and other critical functions of the Program.
4b.  Oversee the preparation of an annual report, for delivery to the Deputy Undersecretary of the Navy (DUSN), which provides an update on the completion of requirements found in this implementation plan, the National Insider Threat Task Force minimum standards, and DOD and DON insider threat program policies, resources allocated, insider threat risks identified, recommendations, and goals for program improvement, and which identifies major impediments or challenges to the Program. 
4c.  The point of contact for tasks 4.a and 4.b is Adam Batchelder, Marine Corps Counter Insider Threat Program Analyst at adam.r.batchelder@usmc.mil.
5.  Deputy Commandant for Manpower and Reserve Affairs (DC M&RA) shall serve as the OPR for the implementation task outlined in subparagraph 5a.
5a.  Collaborate with the Office of Personnel Management, Marine Corps Recruiting Command, and Office of Civilian Human Resources to update the OF-306, pre-employment screening tool, to counter insider threat.
5b.  The Point of contact for task 5.a is Brian Bossenberger Marine Corps Counter Insider Threat Program Analyst at brian.bossenberger@usmc.mil.
6.  Commanding General, Training and Education Command (CG TECOM) shall serve as the OPR for the implementation tasks outlined in subparagraphs 6a and 6b.
6a.  In coordination with the Senior Official and the Program Manager, support the development of the Program’s Training and Education Plan.  The plan shall provide the scope, philosophy, LOE, major objectives, and critical tasks for training and educating the workforce on insider threat.
6b.  Incorporate counter insider threat curriculum, developed by DC PP&O (PS), NCIS, PSL, and DC I, in the syllabus for annual training and all professional military education courses.
6c.  The Point of contact for task 5.a is Terence McManus Marine Corps Counter Insider Threat Training and Education Manager at terence.mcmanus.ctr@usmc.mil.
7.  Director, Communication Directorate (CD) shall serve as the OPR for the implementation task outlined in subparagraph 7a.
7a.  Revise “The Social Marine, The U.S.M.C. Social Media Principles” handbook to include counter insider threat principles and maintaining operational security.
7b.  The Point of contact for task 5.a is Terence McManus Marine Corps Counter Insider Threat Training and Education Manager at terence.mcmanus.ctr@usmc.mil.
8.   The effectiveness of the Program is largely dependent upon the efficient, secure, and timely sharing of information between Program stakeholders from a wide range of occupational disciplines and mission sets.
8a.  The following Commands were directed in Chapter 8 of reference 
(d) to provide the Program with information that meets established notification thresholds to support the Program’s analytical process to counter insider threats.

(2)  Counsel for the Commandant
(3)  Staff Judge Advocate to the Commandant of the Marine Corps
(4)  Commanding General, Marine Corps Recruiting Command 
(5)  Director, Marine Corps Directorate of Analytics and Performance Optimization
(6)  Inspector General of the Marine Corps 
(7)  Deputy Commandant for Manpower and Reserve Affairs 
(8)  Deputy Commandant for Aviation
(9)  Deputy Commandant for Information 
(10) Commander, Marine Forces Cyberspace Command 
(11) The Medical Officer of the Marine Corps 
8b.  To facilitate the sharing of information, the commands listed in paragraph 9.a shall appoint, in writing, an organizational liaison, with the appropriate level of authority, to establish information  sharing procedures and protocols with the Program’s Manager.
8c.  Submit appointment letters to Adam Batchelder, Marine Corps Counter Insider Threat Program Analyst at adam.r.batchelder@usmc.mil within (30) days of this MARADMINs publication.
9.  Questions related to this MARADMIN can be directed to the POCs directly for assistance.
10.  This MARADMIN is applicable to the Marine Corps Total Force and shall be reviewed annually for currency and relevancy.
