GENTEXT/REMARKS/1.  Purpose.  To announce the Fiscal Year 2022 (FY22) Commandant's Career-Level Education Board (CCLEB) convening on 7 September 2021.  The deadline to complete board instructions and submit letters to the board is 8 August 2021.  Letters to the board are not required and are at the discretion of the officer to submit correspondence.
1.a.  Marines are encouraged to review the graduate education order (ref a) found at:  https:(slash)(slash)www.marines.mil/portals/1/Publications/MCO%201524.1.pdf?ver=2019-06-03-083458-743.
2.  Programs.  The board will convene for approximately four weeks to select officers for:
2.a.  Career-Level Schools (CLS) to include Expeditionary Warfare School and the PMOS-specific Army Captains Career Courses.
2.b.  Congressional Fellowship Program (CFP).
2.c.  International Affairs Programs (IAP).  Foreign Area Officer Program (FAO)-Limited to officers with no more than 11 years of commissioned service.
2.d.  Graduate Education at:
2.d.1.  Naval Postgraduate School (NPS).
2.d.2.  Air Force Institute of Technology (AFIT).
2.d.3.  George Washington University (GWU)-Under the Leadership, Education and Development (LEAD-8803 AMOS) Program.
2.d.4.  Civilian Institutions-Restricted to Education (8802 AMOS), History (8878 AMOS), and Environmental Engineering (8831) curriculums.
2.d.5.  Advanced Civilian Schools Program (ACSP).

3.  General Eligibility Guidelines
3.a.  All company grade officers with a date of departure from their current command no later than 30 September 2022 will be screened on the FY22 CCLEB.  Questions regarding tour lengths and dates of departure should be directed to the appropriate PMOS monitor.
3.b.  The following officers are not eligible for consideration:
3.b.1.  Officers with a training PMOS or departing PMOS training.
3.b.2.  Officers in zone for major on the CY21(FY23) Major Promotion Selection Board.
3.b.3.  Officers completed with or currently enrolled in a program slated by a previous CCLEB.
3.b.4.  Officers who have not fulfilled an obligated payback tour for a previously attended program.
3.b.5.  Officers enrolled in or having completed the Expeditionary Warfare School Blended Seminar Program (EWSBSP).  Officers in this category, who are interested in CCLEB programs other than resident PME schools (e.g. NPS, CFP, FAO, Olmsted, etc.), must submit a request to be considered.  Submit requests using an Administrative Action Form (NAVMC 10274) directed to the respective PMOS monitor and received by MMOA NLT 2 August 2021 to be considered by the board.
3.b.6.  Officers with an approved separation or retirement date.
3.b.7.  Restricted Officers.
4.  Eligible Population.  All officers due for permanent change of duty orders/assignment (PCS/PCA) in FY22 are required to complete the specific instructions outlined in paragraph 5.
4.a.  The list of eligible officers screening for CCLEB can be found on the CPIB/CCLEB Updates page on USMC Manpower website at:  https:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/OA3CEB/pages_cpibcclebupdates.
4.b.  Within the list, officers with sufficient career timing to participate in programs longer than one year will have a Note 1 beside their name.
5.  Instructions for the Eligible Population.
5.a.  Officers with a Note 1 beside their name are required to complete the FY22 Commandant's Education Board Questionnaire and upload a copy of their unofficial undergraduate transcripts to the questionnaire.  Do not request to have transcripts sent directly to MMOA-3 by mail or sent electronically.  All transcripts must be copies uploaded as a Transcript file within the FY22 Commandant's Education Board Questionnaire.  Transcripts uploaded to the questionnaire will not be sent to Official Military Personnel Files (OMPF) by MMOA-3.  Officers should have their transcripts put in their record by sending a copy to MMRP at:  smb.manpower.mmrp@usmc.mil.  Each page in the copy must contain the grade, full name and EDIPI (DOD ID) legibly handwritten or typed.
5.b.  The below subparagraphs also apply to officers with a Note 1 by their name:
5.b.1.  Officers are required to apply to the NPS NLT 8 August 2021.  After submitting an application, official transcripts must be ordered from all attended undergraduate and graduate institutions and delivered from the institution(s) directly to NPS Admissions.  Transcripts must come directly from the institution or their designated transcript exchange service, NPS does not accept transcripts submitted by the applicant.  Officers that have previously applied to NPS must submit an additional application, but do not have to resubmit transcripts.  Officers can submit up to three applications for different programs at NPS listed in paragraph 2.j above.  NPS will notify MMOA-3 of an officer’s acceptance.  NPS does not provide an acceptance letter or status of acceptance to individual officers.  Officers desiring graduate education are required to have “Graduate Education” within their top three preferences for available programs listed on the questionnaire.  Marines holding a PMOS of 4402 are not required to apply to NPS.  NPS Admissions website can be found at:  https:(slash)(slash)nps.edu/web/admissions/apply.
5.b.2.  Officers who prefer a graduate education program not offered at NPS are required to take the GRE and submit applications to the desired school.  Upload GRE scores, conditional acceptance letters, and transcripts to the questionnaire.  These programs include:
5.b.2.a.  Mass Communication and Media Studies at San Diego State University - Restricted to 4502 PMOS.
5.b.2.b.  Aeronautical Engineering at AFIT - Restricted to 75XX PMOSs.
5.b.2.c.  Masters of Environmental Engineering/Science/Policy (8831) from a civilian university must be verified by the program officer listed in paragraph 10 below.  Interested officers are required to have current GRE scores and rank this program within their top three choices for graduate education preferences.
5.b.2.d.  Masters of Education (8802) from a civilian university-Curriculums must be verified by the program officer listed in paragraph 10 below.  Interested officers are required to have current GRE scores and rank this program within their top three choices for graduate education preferences.  Interested officers shall also compose a letter to the board which states your educational philosophy and desired focus of education study (ex:  curriculum design/development, methodology, policy, embodied learning, learning analytics, emerging technology, etc.).
5.b.2.e.  Masters of History (8878) from a civilian university-Curriculums must be verified by the program officer listed in paragraph 10 below.  Interested officers are required to have current GRE scores and rank this program within their top three choices for graduate education preferences.  Officers who list 8878 as their top choice are encouraged to submit a letter to the board stating their preferred area of historical study and three prospective universities.
5.b.2.f.  Financial Management curriculum is currently limited to PMOS 3404.
5.b.2.g.  Special Operations (Irregular Warfare) is limited to PMOS 0370.
5.b.2.h.  Advanced Civilian Schools Program (ACSP).
5.b.2.h.1.  The purpose for ACSP is to provide additional education opportunities for Marine Corps officers.  The ACSP allows officers the opportunity to earn an advance degree while maintaining career progression.  Participants are highly encouraged to pursue areas of study and research topics of interest to the Marine Corps.  Interested officers are required to have current GRE scores, submit an application, and rank this program within their top three choices for graduate education preferences.
5.b.2.h.2.  Program Details.  The board will select up to five officers to participate in this education program lasting no longer than 12-months.  This program qualifies as partially-funded education per reference (h).  Participating officers will receive their regular pay and allowances, but application fees, tuition and matriculation fees, cost of textbooks and materials, and all similar fees and expenses will be borne by the officer.  The area of study and research is at the discretion of the officer and no utilization tour is required.  Participants follow-on assignment will be based on the needs of the Marine Corps and the participants career progression.
5.b.2.h.3.  Marines who complete the ACSP are required to have their diplomas and transcripts included in their OMPF.
5.b.2.h.4.  Marines may be awarded a secondary AMOS (i.e. 88XX) for their masters degree if approved by the Occupational Field Manager for that discipline.
5.b.2.h.5.  Selectees must send an official acceptance letters to MMOA-3 via smbmmoagradedu(at)usmc.mil no later than 1 April 2022.  Failure to produce an acceptance letter or failure to communicate a potential delay in receiving an acceptance letter by this deadline will result in removal from the program.
5.b.2.h.6.  Professional Military Education (PME) Requirement.  This program is not a service equivalent for PME and does not meet any JPME requirements.  Marines participating in ACSP are required to pursue completion of a PME program commensurate with their grade.
5.b.2.h.7.  Questions may be directed to MMOA-3 via e-mail at smbmmoagradedu@usmc.mil, subject titled, “Advanced Civilian Schools Program.”
5.b.2.h.8.  The ACSP application detailing all requirements is found at the CCLEB/CPIB website provided in paragraph 4.
5.b.3.  Officers interested in the FAO program must annotate the program as one of their top three preferences, have less than 11 years of commissioned service by June 2022, and are required to have a DLAB score in their record.  The DLAB score does not expire and can be retaken with the most recent score considered. Additionally, interested applicants must submit a memorandum to the board in naval letter format with the information below:
5.b.3.a.  Current DLAB and Defense Language Proficiency Test (DLPT) scores.
5.b.3.b.  Statement highlighting interest in the FAO program, to include international experience, foreign language exposure, and desire to serve as a FAO.
5.b.4.  Officers interested in JOSIP/JOCCP, Olmsted, CFP or LEAD must submit completed applications to the program points of contact listed in paragraph 10 below.  Applicants are responsible for ensuring time-in-service and PMOS requirements are met before applying.  LEAD program applicants need not apply to GWU.  Once selected, USNA LEAD program representatives will facilitate admissions to the GWU Masters Program.  Applications are required to have the appropriate endorsements at the battalion/squadron level.  All applications can be found on the CCLEB/CPIB updates page in paragraph 4 and are due to the program POCS NLT 1 August 2021.
5.b.5.  Officers applying for CFP must submit their applications to The Office of Legislative Affairs (OLA) at HQMC_OLA_CFP@usmc.mil.  Applications are due to OLA no later than 2359 on 6 August 2021.  Unlike in past years this message is applicable to all 3404 officer CFP applicants.  For more information, guidance and FAQ reference:  https:(slash)(slash)www.hqmc.marines.mil/Agencies/Office-of-Legislative-Affairs/Congressional-Fellowship-Program/
5.b.6.  Officers interested in the Olmsted Scholar Program should submit completed and signed applications to the questionnaire.  Applications formats are provided at the CPIB/CCLEB updates website.  Applicants are responsible for ensuring time-in-service and PMOS requirements are met.
5.b.6.a.  Olmsted Scholar applications now require the submission of a command photo taken in Service "A" with National Ensign and Service flag in the background.  A high-quality digital file of this photo must be sent with the Olmsted application.
5.b.6.b.  Electronic photos must be less than 10MB in file size and should be emailed to the MMOA-3 Graduate Education Section email address:  SMBMMOAGRADEDU@USMC.MIL with a subject and file titled, “LNAME_FNAME_OLMSTED_PHOTO.” Additional information may be found at:  http:(slash)(slash)www.olmstedfoundation.org/what-we-do/eligibility-requirements.
5.c.  Officers without a Note 1 beside their name are still required to complete and submit the FY22 Commandant's Education Board Questionnaire prior to 8 August 2021.  The option for longer programs (e.g., NPS, CFP, FAO, Olmsted, etc.) will only be available to those designated by a Note 1 on the eligibility roster.  Officers without a Note 1 who believe they have the career timing to screen for long programs should contact their PMOS monitor.  Questions concerning overall career timing should be directed to the respective PMOS monitor.
5.d.  For specifics on any of the programs, reference the PME order and/or contact the program officer in paragraph 10 below.  Program information can also be found under Grad Ed Programs Info section on the CPIB/CCLEB Updates webpage listed in paragraph 4.
6.  Board Correspondence.  All correspondence to the board must originate from or be endorsed by the officer being screened.  All submissions (letters of recommendation, clarifying statements of service, etc.) must be uploaded into the Letters to the Board file on the FY22 Commandant's Education Board Questionnaire no later than 8 August 2021.
7.  FY22 Commandant's Education Board Questionnaire can be found at https:(slash)(slash)go.max.gov/dod/FY22CEB.  The questionnaire will be made available until the deadline for those listed on the eligibility roster.  See paragraph 4 above for directions to the roster.  Eligible officers will be able to submit program preferences as well as upload transcripts, GRE scores, applications, and letters to the board.  All eligible officers are directed to the manpower website for further information and eligibility requirements for each program.  Note:  Your EDIPI is required to access the website.  Issues regarding survey functionality and accessibility should be directed to SMBMMOAGRADEDU@usmc.mil
8.  Non-Compliance.  Officers are considered non-compliant with the above instructions:
8.a.  If they have a Note 1 next to their name on the eligibility roster and do not complete the questionnaire and upload a legible copy of their transcripts.
8.b.  If they are listed in the eligibility roster with a Note 1 next to their name and they do not complete the questionnaire or fail to apply to NPS.
8.c.  Officers who fail to complete the questionnaire, fail to apply to NPS or submit transcripts will still screen and may be slated or assigned to a program at the board's discretion.
8.d.  A list of non-compliant officers will be provided to a Marines command on a weekly basis starting on 2 Aug 2021.
9.  A subsequent MARADMIN will announce FY22 CCLEB board results.  The results MARADMIN will serve as notification of orders for all primary selectees.
