GENTEXT/REMARKS/1.  In 2021, the Chemical, Biological, Radiological and Nuclear (CBRN) Defense Community established the Francis D. Gill CBRN Defense Excellence Award to recognize an Occupational Field 57 Noncommissioned Officer (NCO) who continually strives for CBRN Defense professional excellence and possesses outstanding leadership qualities.
2.  This message solicits nominations for the annual Francis D. Gill CBRN Defense Excellence Award.
3.  Eligibility. Nominees for the award must be a Marine NCO, active or reserve, in a primary military occupational specialty (MOS) 5711 or necessary MOS 5713, CBRN Responder, billet.  Based on selection criteria established by the CBRN Operational Advisory Group, nominees must:
3.a.  Be recognized by seniors, peers, and subordinates as a Marine who exemplifies the outstanding qualities associated with this award.
3.b.  Clearly and dramatically demonstrate the core values of honor, courage, and commitment.
3.c.  Possess a genuine concern for the well-being of the Corps, fellow Marines, and the CBRN Defense community.
3.d.  Contribute significantly to the development of esprit de corps, loyalty, and mission accomplishment within their unit.  The nomination letter should describe how actions distinguish the nominee from peers.
4.  Nomination packages must include the following:
4.a.  A detailed narrative describing actions contributing to nomination for the Francis Gill award.
4.b.  Appropriate endorsements through the nominee’s first General Officer.
4.c.  A checklist identifying nomination package contents is located on the CBRN Resource Center SharePoint portal located at https:(slash)(slash)eis.usmc.mil/sites/hqmcppo/PS/PSM/iip/CBRN/default.aspx.
5.  Submission of nominations.
5.a.  The following units are authorized to submit one nomination each, to the message POCs:  I Marine Expeditionary Force (MEF); II MEF; III MEF; Marine Forces Reserve; Marine Special Operations Command; Pentagon Force Protection Agency; and Marine Helicopter Squadron One.
5.b.  The Chemical Biological Incident Response Force, and Marine Corps Security Forces are authorized one submission each via Marine Forces Command.
5.c.  Training and Education Command is authorized one submission.
5.d.  Nominations must be digitally signed and encrypted to protect personally identifiable information, and submitted via electronic mail to message POCs.
5.e.  Marines nominated for this award remain eligible to receive other awards for the same period, action(s), and performance.
5.f.  A summary of action for military awards received during the Francis Gill award period (1 June 2020-1 June 2021) should be included as an attachment to the nomination package.
5.g.  Completed nominee packages must be received NLT15 Sep 2021.
6.  Selection Board.
6.a.  The Occupational Field 57 Manager will convene a selection board consisting of two officers and three staff noncommissioned officers no later than 30 Sep 2021.
6.b.  The FY21 Francis D. Gill CBRN Defense Excellence Award winner will be announced via separate correspondence.
