GENTEXT/REMARKS/1.  This Marine Administrative Message (MARADMIN) announces the Fiscal Year 22 (FY22) United States Marine Corps (USMC) Staff Non-Commissioned Officer (SNCO) Selection Board schedule and provides additional guidance regarding enlisted promotions.  The FY22 USMC SNCO Selection Board schedule with the approximate board length is as follows:

2.  Personal Responsibilities.
2.a.  Marines are responsible for ensuring the accuracy and completeness of their Official Military Personal File (OMPF) and Master Brief Sheet (MBS) to include evidence of required Professional Military Education (PME) completion prior to the convene date of their respective board.  Reference (a) provides amplifying guidance to assist in determining what documents are appropriate for inclusion in the OMPF and further states that Marines are responsible for conducting an audit of their records Understanding that some Marines may require additional assistance in preparation for their board, Active Component (AC) Marines are encouraged to contact the CMC, Manpower Management Records and Performance Branch, Career Counselor Section (MMRP-50) for assistance which is listed in paragraph 8.b.3 below and Reserve Component (RC) Marines should contact Reserve Affairs Management (RAM-3) for assistance which is listed in paragraph 8.c.2 below.
2.b. The RAM-3 Career Advisory Cell provides OMPF review and career counseling for all members of the Reserve Component that includes Active Reserve (AR), Selected Marine Corps Reserve (SMCR), Individual Marine Augmentee (IMA), and Individual Ready Reserve (IRR).  To request counseling services, send an email to smb_manpower_cac@usmc.mil with your name, Electronic Data Interchange Personal Identifier (EDIPI), contact information, and service you are requesting
2.c. Submission Timelines for updates to a Marine’s OMPF.  For Marines being considered for promotion, it is imperative that documents submitted to CMC, Manpower Management Records and Performance, Records Management Section (MMRP-20) for inclusion in the OMPF for a selection board be conspicuously marked "Contains Documents for the FY22 (appropriate board) Selection Board"; with the exception of fitness reports.  All OMPF documents, should be forwarded and received by MMRP-20 at least 60 days prior to the convening date of the Marine's specific selection board in order to allow time for processing into the OMPF.
3.  Board Eligibility.
3.a.  Regular and Career Designated AR Component.  In accordance with (IAW) reference (b), the eligibility criteria for each regular and career designated AR component SNCO selection board will be released via MARADMIN approximately 60 days prior to the convening date of the selection board.  Revisions to the eligibility criteria will be released approximately 30 days before the convening date of the board.
3.b.  Reserve eligibility criteria for SMCR, IMA, Limited Tour AR, and IRR categories will be released via MARADMIN approximately 90 days prior to the convening date of the Reserve SNCO Selection Board.  Revisions to the eligibility criteria will be released approximately 45 days prior to the convening date of the board.
3.b.1.  Career Retirement Credit Record (CRCR).  The CRCR is a quantitative measure of active participation, summarizes retirement qualification, and is used as a continuation eligibility determinant.  It is the responsibility of each Reserve Marine to ensure their CRCR is accurate and certified prior to the convening date of the board.  Screening will be conducted annually.  Marines can view their CRCR via Marine Online (MOL).  Corrections must be annotated and returned by the command with supporting documentation (i.e. muster sheets, orders, historical NAVMC 798's, etc.) to the Marine Corps Individual Reserve Support Activity (MCIRSA) listed below.
3.b.2.  IAW reference (c), to be eligible for promotion consideration by the IRR selection board, Marines must be an active participant in the IRR and have earned at least 50 in their CRCR in the anniversary year completed prior to the convening of the selection board.
3.b.3.  All SMCR Marines affiliated with their current component less than a year must have at least 50 points in their CRCR for the anniversary year completed prior to the convening date of the board to be considered for promotion.  Marines who do not meet the 50 point requirement will not be considered for promotion and will not be considered as being passed over for promotion.
3.b.4.  All SMCR Marines affiliated with their current component over a year do not have a point requirement to be eligible for selection.  All eligible Marines in this category will be considered and will incur a pass if not selected.
3.c.  Lateral Moves (LATMOVE).  Marines who have LATMOVE requests approved with an assigned new basic Military Occupational Specialty (MOS), as reflected in Marine Corps Total Force System (MCTFS) at least one day prior to the convene date of their specific board will be considered in the MOS for which the LATMOVE has been approved.
3.c.1.  Marines who have made a LATMOVE and whose Date of Rank (DOR) and Armed Forces Active Duty Base Date (AFADBD) place them in the above zone but who have not been previously considered for selection in the promotion zone will be considered in the promotion zone.
3.d.  IAW reference (d), a sergeant must have 60 months TIS and 36 months TIG before being eligible for promotion to SSgt.  However, if they are up to 6 months shy of the TIG requirement they will still be considered for promotion if eligible.
3.d.1.  Marines who are selected to the rank of SSgt through SgtMaj/MGySgt must have at least 24-months of obligated service remaining on contract beginning on the date of their promotion.
4.  The following Marines are not eligible for promotion consideration:
4.a.  Marines who submit a voluntary request to transfer to the FMCR, but are not required to transfer to the FMCR, are not eligible for promotion consideration.
4.b.  Marines who are required to transfer to the FMCR due to declining Permanent Change of Station (PCS) orders, or who have declined to reenlist/extend to carry out PCS or deployment orders, are not eligible for promotion consideration.
4.c.  Marines authorized early approval of transfer FMCR requests (greater than 14 months prior to their transfer date) will not be eligible for special promotion consideration.
4.d.  Marines with LATMOVE requests that are approved after the board has convened will not be eligible for consideration in their newly acquired MOS and will be deleted from the board population.  These Marines will compete on the following year's board, if eligible.
4.e.  Marines who are selected with the incorrect Intended MOS (IMOS) by a board will be administratively deleted from the selection list and may rate remedial consideration for promotion in their correct MOS.  Paragraphs 3100.3 and 3602.5 of reference (b) apply.
4.f.  Marines who have previously been selected for promotion and refused to accept the appointment will not be considered.
5.  Personal correspondence to the President of the board.
5.a.  IAW with reference (e), all personal correspondence submitted to the President of the board must arrive not later than (NLT) 2359, 10 calendar days prior to the convene date of the respective board.  Marines may submit any information or material they deem important for consideration before the board with the exception of copies of fitness reports and digital photos.  Address all communications to the President of the appropriate board via U.S. Mail, priority or next day packages, fax, or e-mail.  Marines with the capability to scan their documents may send the scanned documents via e-mail directly to the organizational mailbox for CMC, Manpower Management Promotion Branch, Enlisted Promotion Section (MMPR-2) at enlistedpromotions@usmc.mil.  Ensure the e-mail subject line reads "Update Material for the FY22 (appropriate board) Selection Board".  Material may also be hand-delivered to the main entrance of Harry Lee Hall, Building 17, Marine Corps Base, Quantico, Virginia.
5.b.  Marines must understand that personal correspondence sent directly to the President of the board will not become part of a Marine's OMPF and all personal correspondence is destroyed once the board has adjourned.
5.b.1.  The following guidelines apply, regardless of the means by which a Marine submits update material:  Provide your EDIPI on ALL correspondence in order to achieve positive identification and proper distribution of the material for consideration.  Properly label file attachments as (EDIPI_ltrtoboard).  If more than one file attachment is applicable, label additional files using  arabic numerals enclosed in parenthesis, i.e. EDIPI_ltrtoboard(2).
5.b.2.  Personal correspondence must be submitted under cover letter with the update material included as enclosures.  A sample cover letter is available on the Enlisted Promotion home page.  The cover letter must be addressed to President, FY22 (appropriate board) Selection Board.
5.b.3.  The cover letter must be personally signed by the eligible Marine.  Personal correspondence submitted without a cover letter or received after 2359, EST 10 days prior to the convene date of their respective board WILL NOT be accepted or viewable by the board.
5.b.4.  Personal correspondence must be from the eligible Marine.  For example, if someone wishes to submit a Letter of Recommendation on behalf of a Marine who is being considered, it will only be accepted if provided by the eligible Marine as an enclosure and under an appropriate cover letter.
5.c.  Personal correspondence Receipt Verification.  Marines are personally responsible for ensuring MMPR-2 has physically or electronically received their personal correspondence to the President of the board NLT 2359, EST 10 days prior to the convene date of their respective board.  Marines can verify receipt by contacting MMPR-2 with the information contained in paragraph 8.a below.  In order to verify receipt of material sent to MMRP, (i.e. update material for inclusion to the OMPF and digital photograph), go to the service tab with the OMPF online via Marine Online.  This site updates within approximately 24 hours after the material is received.
6.  Additional Information.
6.a.  Professional Military Education (PME).  IAW reference (f), all Marines eligible for promotion consideration must complete all specified PME requirements prior to the convening date of the board.  Marines who are currently serving or who have served in a Special Duty Assignment (SDA) may qualify for an exemption to resident PME if they meet the requirements as outlined in reference (g).  Marines who have missing evidence of completion or who have not completed the required PME, NLT 2359 EST one day prior to the convening date of their respective board will be considered and briefed as not qualified for promotion and selection.
6.b.  The Commandant of the Marine Corps (CMC) directed the Marine Corps to transition to designated SDAs:  Recruiter, Drill Instructor, and Marine Security Guard Detachment Commander.  Reference (h) outlines a classification system for other type I and type II screenable billets.
6.c.  Prior Service Consideration.  Marines who believe they should be considered eligible for the below zone by virtue of prior service, IAW paragraph 3202 of reference (b), must submit a request for prior service consideration with required source documents to MMPR-2 NLT, 2359 EST 10 days prior to the convene date of their respective board.  Figure 3-4 of reference (b) contains the format for the request.  Replace the social security number with the EDIPI IAW reference (i).  Late submission of requests for consideration based on prior service will be filed without action.  A command endorsement is not required.
6.d.  Special Promotion Consideration.  IAW references (c), and (j) through (m), Marines who have an Expiration of Active Service (EAS) after the board has adjourned and have requested transfer to the Fleet Marine Corps Reserve (FMCR) due to Enlisted Career Force Controls (ECFC) or service limits may request special promotion  consideration.  Active component and career designated AR component Marines should submit correspondence to CMC, Manpower Management Separation and Retirement Branch, Active Duty Retirement Section (MMSR-2).  Reserve component Marine requests should be sent to CMC, Manpower Management Separation and Retirement Branch, Reserve Retirement (MMSR-5) if the Reserve Expiration of Current Contract (RECC) is after the scheduled adjournment date of the promotion board.  Requests for special promotion consideration must be received by MMSR prior to the Marine's respective board convene date.  Marines who are twice failed of selection or approaching service limits, and who are required to request transfer to the FMCR or Retired Reserve are able to request special consideration IAW reference (b).  Special promotion consideration will not authorize a Marine to go beyond service limits.
7.  Commander’s Responsibilities.
7.a.  Commanders will ensure that all eligible Marines understand the current component and reserve category (if applicable) of which they are being considered.  Review the OMPF, MBS, and MCTFS data for all Marines being considered and ensure that height and weight verification comments are IAW reference (n).  Make sure that all reporting officials comply with the fitness report timelines as noted in references (o) and (p), and assist Marines with missing fitness reports or corrections to fitness reports.  Commanders are also reminded to ensure that Marines prepare for their board prior to deployment.  Finally, counsel all Marines who request not to be selected IAW paragraph 3102.1c of reference (b).  Paragraphs 3102.1c and 3102.2e provide amplification and also outline additional responsibilities for commanders regarding the counseling of Marines on the promotion process.  In addition, Commanders will immediately notify MMPR-2 via naval correspondence if any of the following apply:
7.a.1.  Eligible Marines who have an erroneous DOR, AFADBD, Pay Entry Base Date (PEBD), component code, or Primary MOS (PMOS)/IMOS in MCTFS to preclude erroneous consideration or non-consideration.
7.a.2.  If any approved MOS changes for eligible Marines occur during the board, this includes reporting failures of MOS producing schools.
7.b.  Promptly report any Marine eligible for a board who is the subject of a completed disciplinary action (by military or civilian authorities) not previously reported on earlier fitness reports.  Disciplinary action is considered "complete" when one of the following has occurred:
7.b.1.  Convening authority action is adjudicated and reported by unit diary or court-martial results of trial are released by a Military Justice Officer,
7.b.2.  A Marine is found guilty of Non-Judicial Punishment (NJP) and punishment is reported on unit diary,
7.b.3.  Civilian court proceeding or counseling documentation is placed in a Marine's OMPF.
7.b.4.  A Marine is administratively reduced, discharged, or assigned to the Body Composition Program (BCP).  Commanders are reminded to make appropriate MCTFS entries, if warranted.  If a Marine is exonerated via the appeal process or by convening authority action, remedial promotion consideration may be granted upon request to MMPR-2 IAW reference (b).
7.c.  Fitness Reports.
7.c.1.  Commanders are responsible for the timely submission of fitness reports to CMC, Manpower Management Records and Performance Branch, Performance Evaluation Section (MMRP-30) and are responsible for ensuring that all fitness report timelines noted in reference (o) are followed.  The due date for fitness reports by rank is 90 days prior to the convening date of that board.  Fitness reports should never be mailed directly to the President of the board and they will not be considered as update material.  Only fitness reports within the Marine's OMPF will be considered on the enlisted promotion selection board.  For fitness reports to become an official part of the Marine's OMPF, the report must be submitted to CMC (MMRP-30).  The Automated Performance Evaluation System (APES) is the primary means of submitting fitness reports.  However, reporting officials may e-mail .pdf copies to the MMRP-30 organizational mailbox as long as the mailer's e-mail account can be confirmed as either the Reporting Senior's or Reviewing Officer's .mil e-mail address.  If mailing a paper version of a report to MMRP-30, it is imperative that the forwarding envelope be conspicuously marked "Contains Fitness Reports for the FY21 (appropriate board) Selection Board".  Timely submission of fitness reports is critical for board eligible members as MMRP-30  ill need time to review reports for accuracy and compliance.
7.c.2.  Accelerated Fitness Reports.  All current grade sergeants and staff sergeants who do not meet the below zone cutoff and have been properly recommended for accelerated promotion on fitness reports with periods ending within one year of the convene date of the particular SNCO promotion selection board, will be placed into the below zone IAW references (b) and (o), provided there is an allocation for that IMOS.  Identification and eligibility of these Marines are contingent upon compliance with reporting procedures outlined in reference (o) and the timely receipt of the fitness reports submitted to MMRP-30.  IAW reference (b), failure to meet these requirements in a timely manner will not constitute remedial consideration for the Marine reported on.
