NARR/REF A ESTABLISHES THE MARINE CORPS COUNTER INSIDER THREAT PROGRAM AND INCLUDES GUIDANCE ON IDENTIFYING AND SHARING BEHAVIORS OF CONCERN. REF B DEFINES AND DIRECTS THE MANDATORY REQUIREMENTS AND TIMELINES TO REPORT SUSPICIOUS ACTIVITY AND THE REQUIRED CATEGORIES OF SUSPICIOUS ACTIVITY REPORTING THAT MUST BE REPORTED. REF C IDENTIFIES THE THEME AND SLOGAN OF THIS YEARS NITAM//
GENTEXT/REMARKS/1.  Purpose.  This MARADMIN provides guidance on the Marine Corps observance of, and participation in, National Insider Threat Awareness Month (NITAM) 2021.
2.  General.  NITAM, held annually in September, increases awareness of Insider Threats (InT) by inviting all Americans to protect, preserve, and strengthen the security of our public and private organizations.
2.a.  The Office of the Under Secretary of Defense for Intelligence and Security (OUSD (I&S)), the National Insider Threat Task Force, and the Defense Counterintelligence and Security Agency (DCSA), have partnered with stakeholder organizations to provide InT training, awareness products, and virtual engagements/events to expand the impact and audience of the NITAM.
2.b.  The theme of NITAM 2021 is Cultural Awareness.  Cultural Awareness is the ability of individuals to use academic, experiential, and interpersonal skills to increase their understanding and appreciation of cultural differences and similarities within, among, and between groups.
2.c.  Recognizing the nuances of one’s own and other cultures helps individuals to identify anomalous behavior and the concerning behavioral indicators of potential insider threats.
2.d.  Individuals trained on the customs and traditions of other cultures, are better equipped to make accurate and flexible choices in stressful situations, making them more successful in day-to-day military operations.
3.  Marine Corps participation in NITAM 2021.
3.a.  The Marine Corps Counter Insider Threat Program (MCCInTP) shall lead the NITAM effort for the Marine Corps.
3.b.  The MCCInTP shall develop and distribute leaflets, pamphlets, posters, and other training and awareness materials to command security managers and counter insider threat liaison officers to promote NITAM goals, themes, and messages.
4.  Goals.  The MCCInTP’s goals for NITAM 2021 include: 
4.a.  Emphasize deterrence, detection, and mitigation of risks.
4.b.  Increase awareness to the threats posed by trusted insiders.
4.c.  Emphasize individual responsibilities for recognizing and reporting behavioral indictors.
4.d.  Promote the goal of early intervention.
4.e.  Educate the general workforce on the definition and importance of Cultural Awareness. 
4.f.  Emphasize Cultural Awareness and competence as tools to avoid social missteps and unintentional harm.
4.g.  Facilitate dialogue and understanding on organizational and workplace culture. 
4.h.  Educate the workforce on characteristics of toxic workplace cultures to include:  toxic leadership, micro-aggressions in the workplace, and workplace conflict.
5.  Actions.  To assist the MCCInTP achieve its NITAM 2021 goals, commanders and leaders are encouraged to conduct the following:
5.a   Review references (a) through (c).
5.b.  Reinforce a security mindset and the responsibility and duty to report issues of concern.
5.c.  Redouble efforts toward fostering Cultural Awareness.
5.d.  Demonstrate the practical utility and effectiveness of the Marine Corps leadership principles.
5.e.  Display counter insider threat messaging in high visibility areas to include common areas, read boards, billboards, and marquis.  
5.f.  Facilitate fair, just, and equitable command climates.
5.g.  Recognize most insider threats display concerning behaviors or risk indicators prior to engaging in negative events.
5.h.  Conduct annual counterintelligence and insider threat awareness training provided by your local Naval Criminal Investigative Service field office.
5.i.  Promote the use of available counseling resources such as,  financial, faith-based, mental health, or simply kneecap-to-kneecap leadership counseling by members of the chain of command.

7.  Reporting insider threats.  To reiterate, the key to successful detection, deterrence, and mitigation of insider threats is timely, accurate reporting.
7.a.  Imminent threats should be reported to local law enforcement.
7.b.  If commanders, civilian leaders, security managers, or liaison officers have insider threat concerns email insiderthreat@usmc.mil or call the POCs directly for assistance.
8.  This MARADMIN is applicable to the Marine Corps Total Force.
