GENTEXT/REMARKS/1.  SITUATION.
1.a.  This is a joint MARADMIN between Headquarters Marine Corps (HQMC) Programs and Resources (P&R) and Installations and Logistics (I&L).  The United States Marine Corps (USMC) will transition from multiple legacy systems to the Defense Agencies Initiative (DAI).  Purchase Request Builder (PR Builder) will transition to the iProcurement Module within DAI.
1.b.  The capability to create new purchase requests in PR Builder after 26 October 2021, will no longer exist.  That capability will be replaced by iProcurement within the Procure to Pay (P2P) module in DAI effective 26 October 2021.  iProcurement offers very similar functionality to PR Builder and is integrated with the General Ledger (GL) accounting system for cost accounting.
1.b.1.  During the transition from PR Builder to iProcurement, there will be an expected Blackout Period for DAI from 01 to 25 October 2021.
1.b.2.  During this Blackout Period, PR Builder will not have an interface with DAI.  As such, the business processes will be revised and published to allow for the successful transition to iProcurement.
1.b.3.  As the Marine Corps identifies a need to obtain goods or services, orders will need to be created in DAI to capture those needs, commit the funds, and generate the proper documents to move forward with fulfilling the needs of the Marine Corps.
1.c.  The Standard Accounting, Budgeting, and Reporting System (SABRS) Lines of Accounting (LOA) have been made available for Fiscal Year (FY) 2022 in PR Builder by P&R. 
1.d.  PR Builder will be open for FY22 Subject to Availability of Funds (SAF) orders beginning 16 August.
1.e.  All current PR Builder forms are not available within iProcurement, requiring new forms to be utilized for orders with the Navy to ensure requests exist within a procurement system. 
1.f.  Only unliquidated obligations will be converted into DAI from SABRS.
2.  MISSION.  The USMC will transition the capability to create new electronic orders from PR Builder to iProcurement within DAI, on 26 October 2021.
3.  EXECUTION.
3. a.  CONCEPT OF OPERATIONS.  The transition from PR Builder to iProcurement will occur in three phases:
3.a.1.  Phase 1:  Pre-Cutover, Current date through 30 September 2021.
3.a.2.  Phase 2:  Cutover, 1 through 25 October 2021.
3.a.3.  Phase 3:  Post-Cutover, commences 26 October 2021.
3.b.  TASKS.  The following Tasks must be completed prior to 30 September in support of Phase 1.
3.b.1.  Requirements Generator.
3.b.1.a.  Requirements Generators will create orders for FY22 SAF via PR Builder beginning 16 August through 30 September utilizing PR Builder workflows that include routing to SABRS.  The approved documents will appear in SABRS as FY22 Initiations (INT) but will not be converted to DAI.
3.b.1.b.  iProcurement does not contain the NAVCOMPT 2275, NAVCOMPT 2276 or 7600B, therefore Requirements Generators will create orders via the DD 448 (Military Interdepartmental Purchase Request (MIPR)) template when working specifically with the Navy, to ensure the requests stay within a procurement system and can be modified within iProcurement. 
3.b.1.c.  Be prepared to monitor and track all SAF requests throughout the entire migration.
3.b.2.  Programs and Resources.  Be prepared to track all SABRS INTs to ensure transactions are properly accounted for approaching the end of the Fiscal Year.
3.b.3.  Installations and Logistics.  Be prepared to publish guidance for detailed actions for Phases 2 and 3 pertaining to requirements generator responsibilities.
3.b.4.  MARCORSYSCOM.  Be prepared to provide PR Builder Support to Requirements Generators, P&R, and I&L regarding data retrieval and archival.
3.c.  COORDINATING INSTRUCTIONS.
3.c.1.  The Global Upload Template will be utilized for the rollover of FY22 documents and corresponding financial data from PR Builder to iProcurement during Phase 2.
3.c.2.  Any off-line requests already routed to Marine Corps RCO will be manually entered into the Global Upload Template for transfer to iProcurement.
3.c.3.  Any off-line requests to the Navy utilizing the NAVCOMPT 2275 or NAVCOMPT 2276 forms that  require amendment post cut-over will have to be manual due to iProcurement not containing the formats for those forms.  If the request and corresponding data is manually transferred to iProcurement via the Global Upload Template, any modification post cut-over would only be available via the forms within iProcurement (DD 448 MIPR or Inter-Agency Agreement (IAA)).   
3.c.4.  The DAI PMO User Management Team will support the USMC in defining who is assigned roles prior to go-live.  These roles define the access the user will have and the functions they can perform in the new system.  New DAI Roles will be determined based upon current roles within SABRS and feeder systems.
3.c.3.  Further guidance will be released regarding the transfer of information from PR Builder to DAI via the Global Upload Template.
3.c.4.  Tasks and coordinating Instructions for Phases 2 and 3 will be provided in subsequent MARADAMINs.
4.  This MARADMIN is applicable to the Marine Corps Total Force.
